Overview Buckinghamshire Council are recruiting two new and exciting Support Officer roles in the Highways and Technical Services team. These are important roles in the delivery of the current highway service for Buckinghamshire Council. Both post holders will assist in the development and delivery of contract management activities and associated contracts and frameworks, ensuring the Council maximises service outcomes in relation to value of money, quality of service to customer and performance in order to ensure efficient and effective service delivery to the people and community of Buckinghamshire. About us The Highways Service in Buckinghamshire is currently delivered by an integrated service provider, Ringway Jacobs. Buckinghamshire Council currently manages this contract which will run until 2023. The client team are responsible for managing the Ringway Jacobs contract and other Highways services, with overall responsibility for managing the approx. £50 million annual budget and you will play a key part in this. The services delivered by the Highways Service are all routine and structural maintenance activities, Road safety, drainage schemes, major resurfacing projects, road structures, intelligent traffic systems, Network Management. The successful applicants will also assist in the design, development and procurement of a new contract delivery model that needs to reflect the current and future needs of Buckinghamshire's highway users and in the context of a Unitary Authority. About the role The post holders will be responsible for supporting the Team Leaders for Term Maintenance and Contracts in the management of any required contracts and providing relevant information concerning delivery, performance, finance and value for money ensuring delivery of the work by the service in terms of either revenue or capital activities. The post holders will have the opportunity to help to design a service, fit for the future and able to accommodate the evolving needs and opportunities that the formation of a large Unitary Council offers. You will help to support a team of approximately 10 staff, plus circa 200 indirectly managed external contract staff, work closely with the Commissioning and Contract manager, Head of Highways and other managers within the service area. You will also work with Local Members, parish and town councils and support our local Community Boards as appropriate. The roles report either to the Team Leader for Highways Term Maintenance or Contracts. About you You will most likely have a background in highways, but with experience of contract and finance management. You will be able to demonstrate high levels of self-management, organisational ability and an ability to communicate well at all levels. Skills & Experience To be a successful candidate, you will ideally have relevant experience in highways maintenance, contract management, finance and performance management and critically, understand value for money. Experience of project management would be an advantage as would a wide knowledge of the service area and wider sector/external influences. You should have some experience of commissioning technical work as an informed client, with budget and performance management experience, but an ability to quickly analyse issues and identify and implement solutions, taking account of conflicting demands will also be advantageous. You will need to be able to demonstrate excellent communication skills and have the proven ability to work with sensitive and contentious issues. You will also have the ability to build relationships and successfully work in team environments. You must be able to show a clear understanding of when and what operational decisions can be undertaken with delegated authority and which require senior management and political awareness and it will be an advantage to have previous experience of working in a political environment.
