Job Category: Telecoms Job Location: London, Greater London, United Kingdom Post title: Deputy QSHE Manager. Function: To ensure the day safety & compliance of the company and its long-term future. To attend meetings at arranged intervals and to cascade any necessary information be it policy or safety to the correct person(s). To liaise with Directors and to give them information on the NWR Standards, HSE and work situation. To support all managers in their efforts to ensure the wellbeing and safety of all staff. To ensure TTSL comply with the duties as set out in the CDM Regs 2015. 1. PURPOSE OF THE POST To assist the TTSL SMT and QSHE Manager in ensuring that all safety and Environmental aspects of our Company are maintained and adhered to, in line with the Network Rail Company Standards. To advise and to direct staff undertaking installation, maintenance, and renewals work, to ensure that all works are carried out safely and to the correct standards for NETWORK RAIL Infrastructure (CIVIL), in accordance with current standards to the contract specification. DIMENSIONS OF THE JOB Staff responsibilities direct: All TTSL staff. Staff responsibilities other: All Sub-Contract staff employed by TTSL. Safety critical post: Yes. PRINCIPAL ACCOUNTABILITIES Specific responsibility for the safety and environmental control of existing and future works. The Deputy QSHE Manage is responsible for briefing instructions and information from our client's standards and safety issues. The Deputy QSHE Manager will ensure that it is cascaded to all the relevant managers and employees according to either our company safety briefing process or through our inductions, WPP / Method Statement briefing process. It is the responsibility of all staff to report all accidents, incidents and near misses to their Line Manager. The Deputy QSHE Manager is required to be conversant with the Company Procedure for Refusal to Work on the Grounds of Health and Safety. The Deputy QSHE Manager is responsible for: The completion of Safety Inspections within the allotted time frame. Sending completed Inspection Checklists to the QSHE Manager and Senior Management Team Closing out any Corrective Action Requests (CAR) raised. Reviewing all documentation for the health, safety, quality and environmental. To cascade any necessary information be it policy or safety to the correct person(s). To support all managers in their efforts to ensure the wellbeing and safety of all staff. To ensure TTL comply with the duties as set out in the CDM Rag 2015. DECISION MAKING AND WORK PLANS * The Deputy QSHE Manager is responsible for assisting in the the review / checking of Project Method Statements / WPP / Task Briefs. * They will also ensure a Company approved copy of the method statement is sent to the Contract Client for his approval and will brief the Managers who will carry out the project on the contents and working practices of the WPP / method statement. * The Deputy QSHE Manager must ensure that the Site Risk Assessment required for the method statement / WPP is carried out by a suitably competent individual i.e. a Contract Manager or if particularly high risk the Contract Manager must be accompanied by the Safety Advisor / Manager. Priority must be given to control of the highest risks. Ensuring that all infrastructure works undertaken are compliant to all Network Rail Group and Company Standards, by delegation, supervision and inspection of staff engaged in those activities. Ensuring that the client's requirements are completed to specification, within time and to budget, whilst ensuring safety is maintained at all times. REPORT PREPARATION Network Rail Standards & Documents Project WPP / Method Statements. Work Safety, environmental and quality reports Refusal to Work on the Grounds of Health & Safety Proforma Accident / Incident Reports / Witness Statements EDUCATION, EXPERIENCE, TRAINING, AND SKILLS REQUIRED Hold the NEBOSH Construction Certificate in Occupational Health & Safety, Have knowledge of all varieties of equipment, design and maintenance, renewal and installation processes Proven Management skills. Valid UK Driver's License Detailed knowledge of all relevant rules, regulations, codes of practice and Network Rail Group and Company Standards CONTACT WITH OTHERS Managing Director, Contract Manager, QSHE Manager, Office Manager / Sentinel coordinator and COSS / Foreman for giving and exchanging information. Contact with all team members for giving and exchanging information. Contact with Clients On-site Representatives. Contact with Sub-Contractors to TTSL. liaison with Network Rail, National Control Centre. Liaison with Network Rail, regarding any works to be undertaken. ESSENTIAL ELEMENTS Ultimately responsible for liaising with the QSHE Manager and Senior Management on all safety & environmental issues carried out by this Company. Must ensure that all works are carried out in a safe manner and that sufficient resources are applied to provide safe systems of work. 1. COMPLIANCE * The Deputy QSHE Manager will assist the QSHE Manager in maintaining the company's integrated management systems on behalf of the Managing Director. * The deputy QSHE will assist the QSHE Manager to complete the audits required by the ISO standards e.g. ISO 9001:2015, 14001:2 :2015 and 27001:2013 * The Deputy QSHE Manager is the designated TTSL Data Protection Officer responsible for all General Data Protection Regulations (GDPR) requests, and for notifying any breaches to the SMT The deputy QSHE Manager deputizes in absentia for the QSHE Manager on all OS&H matters, as well as emergency cover for all TTSL Managers and Supervisors PERSONAL ISSUE DOCUMENTS All documents issued to individual members of staff remain the property of the company. It shall be the responsibility of that individual to keep the publication in good order
