Information Services are seeking an experienced Project Manager to join our Project Services team. Project Services are a specialist team who deliver business change and IT projects to support the University's comprehensive digital transformation, service enhancement and compliance agenda.
The successful candidate will work with our Digital Library team on a programme of work initiated• to drive forward the vision to improve discoverability and access to digital collections for learning, teaching and research. The project manager will:
• Provide effective project management for the delivery of the Digital Library projects within the constraints of resource, time and quality.
• Organise regular meetings with key stakeholders to ensure that business priorities, milestones, targets and constraints are reviewed, agreed and managed.
• Exemplify best practice in project activities in particular project planning, stakeholder communications, risk, priority setting and project execution.
• Identify, secure and manage project resources to ensure delivery within agreed budgets, to agreed standards and to agreed milestones.

Experience of successfully delivering large and complex IT projects is essential.

The successful candidates will have a deep understanding of project delivery best practice, excellent leadership and strong interpersonal skills. They will also have significant experience working successfully on a range of business change and IT projects including IT solution procurement and implementation, software development, options appraisal and business process optimisation. They will be demonstrably able to connect people and technology to maximise business benefits.

2. Job Purpose

To provide project management and business analysis services ensuring project targets and customer satisfaction levels are achieved.

3. Main Responsibilities

  1. To successfully operate as Project Manager and/or Business Analyst on a wide range of projects. (Approx % of time 80)
  2. To advise and support colleagues on the appropriate use of project management and business analysis tools and techniques. (Approx % of time 10)
  3. To assist business areas with the development of project proposals as these arise in-year or as part of the University planning process. (Approx % of time 5)
  4. To maintain currency of skills and network of contacts by participating in appropriate interest or user groups external to IS. (Approx % of time 5)

4. Planning and Organising
  • Work on the development of project proposals in collaboration with business partners.
  • Develop and maintain project plans and documentation so that projects are delivered successfully using the IS Applications or other suitable systems development and project methodologies e.g. agile.
  • Work in collaboration with business partners and IS Applications colleagues to develop realistic estimates for project work.
  • Identify, secure and manage project resources so that projects deliver within agreed budgets, to agreed standards and to agreed milestones.
  • Manage project teams to ensure reliable delivery of projects.
  • Organise and attend monthly project monitoring meetings with project sponsors so that priorities and milestones are reviewed, agreed and managed.
  • Plan own workload on daily basis and within broad overall plan as agreed with Team Manager and Programme Manager.

5. Problem Solving
  • Ensure project requirements and success criteria are clearly specified, understood and agreed by project stakeholders.
  • Create clear and complete business requirements documents.
  • Work in collaboration with systems analyst designers to create system design specifications.
  • Understand business resource pressures and negotiate with project sponsors for effective use of their staff resources.
  • Analyse current business processes to identify potential opportunities for process improvement and efficiency gains.

6. Decision Making
  • Work with project sponsors to ensure business cycles and critical milestones are met.
  • Risk and impact management of project related issues.
  • Resolve project slippage and project scope changes.

7. Key Contacts/Relationships
  • Principal contact with project team, project sponsor and programme contacts.
  • Liaison with IS Applications staff, business areas and external suppliers regarding implementation of project plans.
  • Daily contact with Team Manager on any project related issues.
  • IS Applications Management and other project stakeholders as required to report progress and communicate project issues.

8. Knowledge, Skills and Experience Needed for the Job
  • Experience of working in an IT project environment.
  • Business aware and sensitive to problems and risks inherent in change.
  • Persuasive and effective communicator with the ability to influence, guide and challenge business and technical colleagues.
  • Ability to run Business Analysis and/or Project Management workshops.
  • Knowledge and technical competence with industry standard Project Management and Business Analysis tools and methodologies

Qualifications/Training

Desirable
  • Relevant project management or analysis qualification e.g. APMP, Prince2 or agile certification.

Experience

Essential
  • Demonstrable Project Management and/or Business Analysis experience gained in a business systems environment.
  • Track record of successful project or change delivery.

Desirable
  • Experience of business process engineering.
  • Acting as a coach/facilitator for agile projects.

Knowledge, Skills and Competencies

Essential
  • Develop and maintain project plans (e.g. in Microsoft Project or equivalent) so that projects are delivered successfully.
  • Estimate, identify, secure and manage project resources so that projects deliver within agreed budgets, to agreed standards and to agreed milestones.
  • Effective use of standard business analysis tools and techniques to communicate with IT and business staff.
  • Understanding of industry standard Project Management and Business Analysis methodologies.

Desirable
  • Experience managing multiple concurrent projects.
  • Lead agile and/or iterative software development projects through releases.
  • Agile business analysis techniques e.g. user stories.

Conditions of Employment

Pension Scheme
This role is grade UE07 and therefore the post holder is automatically included in membership of the Universities Superannuation Scheme (USS), subject to the USS membership criteria, unless they indicate that they choose not to join the Scheme.

Salary

The role is grade UE07 and attracts an annual salary of £33,797 to £40,322 for 35 hours, each week. Salary is paid monthly by direct transfer to your Bank or Building Society account, normally on the 28th of the month. Salaries for part-time staff are calculated on the full-time scales, pro-rata to the Standard Working Week.

The focus of the Digital Library Programme is on developing the infrastructure to support digital scholarship activities and new interfaces to provide authorised access to large scale digitised collections and purchased content.

The Programme will address current• issues with discoverability and content access• through improving the user experience for students, researchers, and online audiences.•

Underpinning all of this is work on digital preservation which will ensure the long-term accessibility of digital content.
