About The Job Salary: £36,922 - £39,880 per annum Working Pattern: Full-time (37 hours per week) Duration : 12 Month (Fixed Term Contract) Location: County Hall, Chichester Here at WSCC we are currently seeking a Strategic Contract Officer to support the People Category within our procurement and contract management team here at WSCC. We are looking for somebody with a relentless focus on improvement and delivering value, as well as change, to help make a difference to the lives of our residents within West Sussex. In this role you will support the management of contracts across the People category portfolio. In addition you will collaborate with the Directorates / Services and Category Lead to champion a new best practice commercial approach to external spend in order to deliver value for money outcomes and transform the ways services are managed and delivered. You will support the implementation of contract management strategies for the People category that optimises performance of contracts in terms of cost, quality, delivery and responsiveness - sharing best practice guidance with the wider council. You will help manage contracts and be responsible for contributions to a category which currently spends £300M with significant contracts in sub-categories of Adults Social Care, Children's and Public Health. Experience and Skills As well as being organised and analytical you will have experience and / or competency across; contract mobilisation, risk management, driving change and stakeholder engagement; both internally and externally to achieve outcomes within a complex operating environment. You will need to be able to demonstrate skills also in dispute resolution, supplier relationship management, supplier improvement plans, managing benefits delivery, production of scrutiny panel reports and an ability to read and understand large complex contracts providing operational coaching and support to contract managers in the business. In addition you will also be able to demonstrate the following relevant skills and experience: Key Skills: * Good stakeholder management skills, demonstrating ability to engage with stakeholders at multi levels. * Able to conduct analysis on complex data sets to provide concise insights. * Supports to challenge if value for money is being achieved. * Analytical ability, to be able to make concise insights and recommendations for improvements with contract managers and suppliers. * Support the business and Legal to negotiate contract extensions and contract variations. Qualifications and/or experience: * Working towards MCIPS / willing to work towards MCIPS. However, Government Commercial Function Accreditation (GCF) or IACCM qualifications would be equally as desirable. * Experience in contract management demonstrated by monitoring and/or managing contracts effectively to ensure they meet customers' requirements and business need. * Experience delivering contract management service on behalf of clients. * Experience of working within contract management systems/practices and providing effective support. * Experienced at monitoring benefits realised.
