Full Job Description

Rate:  £26.33 per hour
Term:  3 months initally
Hours per week: 36
Location: Haringey

What you'll work on
We are looking for an experienced ASB Officer.  An individual who has proven experience and knowledge in dealing with complex ASB cases. Experience in managing complex and demanding casework, knowledge and experience in preparing cases for legal action and undertaking enforcement action in respect of resolving ASB.  The successful candidate will have excellent written and verbal communication skills, experience in establishing and maintaining effective partnership working and an excellent team player. Good IT skills and experience of casework management.

What you'll achieve
To ensure that the impact of Anti-Social Behaviour (ASB) and nuisance on residents and others within the London Borough of Haringey is controlled using appropriate enforcement powers, negotiation, practical knowledge both during office hours and as part of an out of hours operation.

1. To identify, investigate and effectively deal with breaches of legislation through appropriate written or verbal advice warnings, notices, and legal action in accordance with legislation and the Council’s policies and procedures.

2. Work outside of normal office hours, from time to time, to investigate ASB breaches and facilitate joint working with the Police and other agencies.

3. To lead on serious ASB investigation in line with the Homes for Haringey (HFH) SLA, coordinating a   multi agency response from a variety of  internal and external partners and where appropriate devising a plan of action.


4. To build relationships and regularly work in partnership with  local enforcement partners, statutory organisations and internal colleagues to share information and carry out joint enforcement tasking exercises.

5. To ensure that safeguarding issues are addressed as part of a multi-agency approach, working  together to remove residents from immediate risk.

6. To assist in the preparation of the service and enforcement of legal notices under the Anti Social Behaviour Crime and Police Act 2014 and Housing Act 2004 and any other legislation that is appropriate to secure the main purpose of the role.

7. To follow up and revisit where informal and formal action has been taken, checking progress and next steps and to follow through on any legal notice served.

8. To carry out recorded interviews under the provisions of the Police and criminal Evidence ACT 1984 (PACE) (as amended).

9. To Take Witness Statements and gather and preserve evidence for use during investigations and in legal proceedings.

10. To prepare case bundles for court in accordance with the High Court Rules of Evidence and to represent the Council in Court as necessary.

11. To communicate & support  witnesses before, during and after legal proceedings and accompany them to court if required.

12. To regularly brief lead and ward members on issues arising in the borough.

13. Create and maintain case files, documents and databases to assist in the monitoring and analysis of cases and to ensure that intelligence is gathered to inform the deployment of resources to support  service delivery.

14. Maintain a library of up to date case law and policies to ensure a high level of knowledge in relation to Noise nuisance legislation and good practice.

15. To support the Council’s role in planning for and responding to Civil and Council emergencies in accordance with Council emergency procedures.



Requirements
Who we're looking for
  • Knowledge and understanding of relevant/guidance/directives/powers (Housing Act 2004 etc)
  • Experience of investigating ASB complaints and taking appropriate follow up action.
  • Experience of using relevant legislation and powers, i.e. service of statutory notices, court proceedings etc.
  • Capable of keeping detailed concise and accurate records of all visits and actions and preparing witness statements, writing notices and schedules.
  • Capable of dealing with confrontational situations confidently, calmly and assertively and impartially.  Have good listening and negotiation skills.  Capable of adapting style and approach to different situations and groups of people.
  • Good problem solving skills and able to work as part of a team.
  • Knowledge, understanding & ability to use all relevant IT Systems relating to the role.
  • Understanding of how relevant policies and initiatives can be effectively implemented to reduce ASB and how positive outcomes can improve local communities.
  • Self Motivated and able to work with minimum supervision and able to juggle conflicting priorities.
  • Confident communicator both orally and in writing – capable of communicating in simple straightforward  language with a wide range of people to persuade, negotiate and disseminate information.
  • Ability to build relationships and use partnership working with other enforcement & statutory organisations to bring about successful outcomes to long standing ASB & nuisance issues
