Job Summary

This role holds the overall responsibility of apprenticeship programmes, ensuring they are delivered to high standards, with good end point assessment success rates and minimal attrition. The post holder is expected to take ownership of the apprenticeship delivery as a whole; identify problems and issues before they arise, be solution focussed and creative in identifying and developing solutions, and able to mobilise the team when implementing these solutions.


Expert knowledge on apprenticeships including setting up Digital Apprenticeship Service (DAS) accounts, levy arrangements and transfers, apprenticeship standards and frameworks, end point assessments, monitoring delivery and ensuring compliance, working within ESFA rules and regulations, and monthly submission of ILR is essential.


The post holder will report to the Apprenticeship Business Development Manager and ensure that the delivery of apprenticeships is in line with employer needs, demands and expectations. 


Previous significant experience of apprenticeship programmes, including training models, assessment practices, working with quality assurance, adhering to regulations, funding models and compliance requirements are also essential. 


This post has a salary range of £50,000 to £55,500 Gross per annum (Pro-Rata). This is a part time position for 22.5 hours (3 days) per week.


Key Responsibilities


Apprenticeship programme development

  • Developing high quality apprenticeship training programmes in response to employer demand. 
  • Creating high quality teaching materials, with the support of tutors/assessors, including presentations, assignments, task sheets, learning logs, videos, articles, resource lists and other materials. 
  • Ensuring that all delivery programmes’ curriculum covers relevant apprenticeship standards fully
  • Creating a delivery timetable for required modules for tutoring and assessing in line with apprenticeship standards
  • Mapping modules to apprenticeship standards (duties, knowledge, skills and behaviours)
  • Keeping a high level risks and issues register and management plan to ensure swift and effective mitigating actions
  • Undertaking detailed planning to ensure all apprenticeship standards are delivered at a high quality standard, within agreed timelines and to budget
  • Leading on building the programme in Aptem (current online management portal for apprenticeships)
  • Introducing additional training modules or approaches to respond to sector/employer specific needs


Training delivery

  • Supporting line managers and learners for onboarding and throughout the programme.
  • Leading on the recruitment of suitably qualified, competent tutors and assessors
  • Managing tutors and assessors for the day-to-day delivery of apprenticeship training. Ensuring all tutoring sessions and assessments are well planned. Signing off lesson plans and delivery resources.
  • Coaching tutors and assessors, and ensuring lessons are interactive and engaging for the learners.
  • Ensuring online learner monitoring systems (currently Aptem) are used effectively by tutors and assessors
  • Ensuring apprentices’ work is marked in a timely manner with quality and comprehensive feedback as part of the marking process
  • Monitoring all progress reviews to ensure that these provide a detailed overview of each apprentice’s learning progress
  • Identifying issues and problems quickly and, working with tutors/assessors, line managers and learners, coming up with creative solutions 
  • Identifying apprentice attrition risks and creating support plans to prevent these
  • Producing and presenting high quality reports and presentations
  • Keeping abreast on information on ESFA and Institute of Apprenticeship requirements; ensuring Community Matters delivers all requirements to maintain its status as an approved provider
  • Capturing all learning and ensuring these are considered for future delivery


End Point Assessments

  • Ensuring that EPA requirements are monitored and assessment plans are integrated into the delivery of programmes
  • Managing the gateway reviews and learners being put forward for EPA
  • Ensuring learners are well prepared for the end point assessment through the programme, and supported to build a high-quality portfolio of evidence


Reporting and Compliance

  • Ensuring Community Matters is ready for any inspection at all times 
  • Ensuring that the success rates meet ESFA accountability frameworks – monitor the programmes to ensure timely action is taken to achieve the success rates required. 
  • Supporting up-to-date financial projections for each programme, ensuring tolerance thresholds and viability is constantly tracked and reviewed
  • Managing ESFA funding claims through ILR submissions, ensuring compliancy and accuracy.
  • Providing leadership for preparing Community Matters for OFSTED inspections; identifying areas of improvement and ensuring necessary actions are taken to deliver the necessary improvement
  • Ensuring apprenticeships delivered by Community Matters meet the needs of employers, and that the apprenticeships are employer led
  • Leading the planning, development, delivery and monitoring of apprenticeships ensuring high quality delivery standards
  • Creating a feedback mechanism and capturing learner feedback


Person Specification

Qualifications

Essential

  • Hold one of the following qualifications or equivalent: 1- A1/D32; 2- Training, Assessment or Quality Assurance award (e.g. CAVA, ENB998, FEW, MIPP, PGCE, L4 Cert Education); 3- Level 4 Award in Education and Training (previously PTLLS)

Desirable

  • Has a degree, equivalent qualification or equivalent relevant experience
  • Leadership and Management qualifications
  • Project Management qualification/training or equivalent relevant experience

  • Managing, coordinating or delivering apprenticeship programmes
