Data Operations Manager


About the Role:


Are you an experienced professional with a passion for leading data services teams and advancing national data sets? NHS England is seeking a highly skilled Data Operations Audit Manager to join our dynamic team. In this pivotal role, you will oversee a dedicated team, provide vital support to both internal and external stakeholders, and manage the development and maintenance of critical data sets and collections. Your expertise will drive the continuous improvement of our data services, ensuring they meet the highest standards of quality and efficiency.


Role Scope:


  • Length of contract: This is a fixed-term contract position with a duration of 6 months,
  • Hybrid work model: This position offers flexibility with remote working options, or you can be based in our NHS England offices in Leeds (Wellington Place) or London (Waterloo).
  • Travel Expectation: There is an expectation to attend the Leeds or London office once per month for team collaborations.
  • Reporting to: The successful candidate will report to the Audit and Surveys Product Owner.
  • Full-Time Engagement: This is a full-time role with an expected commitment of 37.5 hours per week.

Key Responsibilities:


  • Lead and manage a data services team, ensuring exceptional support for NHS England’s internal and external customers.
  • Oversee the development and maintenance of national data sets, data collections, services, and documentation.
  • Guide a team of Management Officers and Administrators in designing and developing data sets and operational data specialisms.
  • Develop and apply expertise in tools and techniques for national data set and collection development, contributing to cross-data set and collection improvements.
  • Innovate and refine methods for modelling data from various providers.
  • Lead the creation of technical documentation to support the delivery of data sets, collections, and services.
  • Conduct technical discussions with internal and external stakeholders, fostering collaboration with other data services.
  • Provide expert advice and support for complex and sensitive data collections, data sets, and related products or services.
  • Proactively develop, deliver, and implement service improvements for customers and internal processes.


Knowledge and Skills:


  • Thorough understanding of defining, specifying, and documenting functional and non-functional data operational handling requirements.
  • In-depth knowledge of clinical terminology and principles (e.g., Snomed CT) associated with large-scale information systems and Data Operational services.
  • Specialised understanding of data set/data collection development and data operational service principles.
  • Strong experience in coordinating internal development/operational teams and ensuring interoperability between various data-related products and standards (e.g., SNOMED CT & ODS).
  • Proven experience in writing, reviewing, and ensuring high-quality operational and technical documentation.
  • Extensive background in data operations, modelling, management, analysis, and data modelling fundamentals.
  • Proven leadership in adhering to approval processes and policies, delivering data-related services in large, complex organisations.
  • Expertise in developing data sets, collections, quality improvement strategies, and managing complex stakeholder relationships.
  • Demonstrated leadership and management skills, including effective communication, motivation, delegation, and process improvement.
  • Ability to communicate confidently with diverse audiences using appropriate tools and language.


Qualifications & SKills:


  • Educational Background: Master’s level degree or equivalent experience in a relevant field such as data management, information systems, or healthcare informatics.
  • Leadership Skills: Demonstrated ability to lead and manage teams effectively, including motivating staff, delegating tasks, and ensuring team objectives are met.
  • Technical Expertise: Strong technical background with experience in data operations, modelling, management, and analysis.
  • Regulatory Knowledge: Thorough understanding of relevant standards and compliance requirements, such as SNOMED CT and ODS.
  • Project Management: Experience in project management, including the ability to plan, execute, and oversee projects to successful completion.
