Job Summary :

Explosive Ordnance Disposal Group (EODGRU) ONE and TWO are Echelon IV commands under the Administrative Control (ADCON) of Commander, Navy Expeditionary Combat Command (NECC) and Navy Expeditionary Combat Command Pacific (NECCPAC), who serve as the Type Commander and Navy Expeditionary Combat Enterprise (NECE) lead. EODGRU’s are responsible for organizing, manning, training, equipping and deploying EOD and Mobile Diving and Salvage (MDS) forces to support Fleet and Joint tasking’s. EOD and MDS forces eliminate ordnance hazards jeopardizing operations conducted in support of the National Military Strategy; clear harbors and approaches of obstacles; and salvage / recover ships, aircraft and weapons lost or damaged in the maritime environment.

Period of Performance : The anticipated start of this contract is September 28, 2022. The contract end date is currently September 27, 2027 unless terminated or extended by the government.

Personnel Qualifications :

All Contractor personnel associated with this PWS MUST have a current Defense Counterintelligence and Security Agency (DCSA) issued SECRET clearance and be ready to immediately begin performance at the time of proposal submission. DCSA issued SECRET clearance must be maintained during the performance of this contract.

Individual MUST have a Bachelor’s Degree in Computer Science, Operations Research, Statistics, Data Analysis or equivalent Data Analytics Certification Experience.

Minimum of three (3) years of experience with DoD Human Performance Programs.

Minimum of three (3) years of experience developing Human Performance specific performance standards analysis.

Minimum of one (1) year of experience with Human Performance data management systems on the Navy/Marine Corps (.mil) cyber network.

Minimum of three (3) years of direct experience with NECC/Special Operations forces operating concepts and Human Performance (HP) Standards

Minimum of five (5) years of direct experience with MS Office suite

Primary Responsibilities:

Tasks:

Create and validate the environment to drive Warfighter capabilities for 21st century warfare, which means optimization of the Warfighter through the Navy EOD STRIKE Program. This will enable us to inform future programing in order to move from yes/no answers (are they deployable, are they ready, is the Warfighter healthy), to optimizing capabilities – e.g., HOW deployable, HOW ready, HOW healthy? To do this, we need data collection and analysis that will create a system to support ongoing tracking, decision making support, and Warfighter feedback. Software and data collection from Government Furnished Equipment (GFE); perform data validation and identify available utilization without violating HIPPA regulations; STRIKE staff and warfighter engagement for non-medical data collection; create a “decision support dashboard”; and create a solution to provide analytics of EOD Force Resilience (STRIKE) system performance. Their actions would be detailed in five (5) tasks.

Task 1 – STRIKE Data Validation and Utilization:

The contractor will routinely in-person and through the Human Performance Platform interact with the STRIKE staff and Warfighters to collect information useful for analysis and reporting. Contractor will collect data on the usefulness of the current provided equipment and Personnel Gear Issue (PGI) related to the STRIKE program and provide data that demonstrates its quantifiable usefulness to the STRIKE Program. They will also report on potential additional or unique equipment that may provide usefulness to enhance the program. Contactor will work to ensure that the analytics provided will contain the requisite information and incorporate applicable DOD Human Performance standards based on the engagements and feedback given.

Task 3 – Decision Support System Data “Dashboard”:

The contractor will meet with EODGRU ONE & TWO STRIKE Program Managers to validate project scope, and identify STRIKE data systems to be collated and analyzed. The contractor will provide useable report and analytics that will articulate the measurable effects of the STRIKE program and identify the metrics of impacts of the STRIKE program. The focus of this task is to report in a useful manner the captured relevant available data and conduct in-depth analysis on the collected data into a visual representation. Throughout this process, STRIKE staff personnel will iteratively review all findings, analytics and reportable conclusions of the contractor to ensure accuracy and usefulness of results. The goal of this task is to utilize individual user feedback, collected data and individual readiness assessments to optimize warfighter capabilities and assess individual level of readiness as a contributor to overall unit level readiness. To do this, the government requires data and a system to support ongoing tracking, decision making support and warfighter feedback. The contractor will collect and synchronize this information.
