Full Job Description

Cobalt Housing is a registered housing association based in North Liverpool. Cobalt was formed in February 2003 following the transfer of our homes from Liverpool City Council. The organisation manages and maintains around 6000 affordable homes in the Fazakerley & Sparrow Hall, Croxteth and Norris Green areas of North Liverpool.


As the majority landlord in the area Cobalt are also actively engaged in a wide range of economic, neighbourhood and community regeneration activities in the area that they serve. By providing quality places to live, and support to those who need it, Cobalt play a massive part in developing thriving communities where people are proud to live and can be their best.


This is an exciting opportunity to join Cobalt as their Executive Director of Corporate Services. Working with the CEO, Board, and SMT colleagues with executive responsibility for the successful delivery of key corporate services including governance and assurance, performance, business improvement, risk management, people services, and corporate communications. The successful candidate is expected to collaborate effectively across the organisation to provide peer leadership and challenge to drive overall performance.


Some responsibilities include:


  • Support the Chief Executive and Executive Team colleagues in leading the preparation, delivery and regular review of Cobalt Housing’s Corporate Plan and Strategies, with executive responsibility for the majority of corporate functions within Cobalt, excluding finance and ICT.
  • Provide strategic leadership to proactively develop and maximise the performance of all functions across the Corporate Services directorate.
  • Ensure that governance and probity matters are managed and maintained to the highest standards, including developing Board and committee succession plans.
  • To develop, manage and deliver an effective performance management framework within the organisation to ensure both team and individual performance targets are established, monitored and managed.
  • To develop key criteria for the measurement of business improvement, ensuring that appropriate levels of challenge and improvement plans are generated to respond accordingly, across the business.
  • Lead the organisational initiatives to develop and sustain a positive corporate culture and implementation of values.
  • Identify strategic and operational efficiencies and maximise value for money across the business.
  • Prepare and present regular reports for the Board and sub committees, keeping them appraised of corporate performance, business improvement and regulatory and statutory compliance.
  • To develop and ensure implementation of the People Strategy, ensuring that all statutory and performance-based requirements are met.
  • Lead and support the Communications team in developing and implementing the Communication Strategy.
  • Ensure that Cobalt engages in, and is cognisant to external affairs and public policy, locally, nationally and sector wide, and maintain an appropriate profile.


Cobalt is looking to appoint an executive leader who has the following attributes:


  • Experience of working at executive or similar level in a social housing or equivalent organisation.
  • Significant knowledge and experience of social housing governance, regulatory and statutory requirements and best practice.
  • Significant experience of leading human resource, organisational development, performance and communication functions.
  • Experience of developing, and delivering strategies and policies across a range of business areas.
  • Able to deliver the operational objectives of Cobalt at pace and within the constraints of the Business plan.
  • A strong ability to foster sound internal and external relations establishing his/her position of governance.
  • Strong personal organisation skills including the ability to manage a diverse and demanding workload within a constantly changing environment.
  • Proven technical ability to diagnose problems and identify solutions and ensure resolution.
