Full Job Description

Cedar is currently working with a Local Authority in the South East to recruit a Finance Manager on a permanent basis in the Corporate Finance team.

Salary 62,000 - 70,000 per annum.

Hybrid working with a mandatory requirement of one day per week in the office.

The Finance Manager will be reporting into the Head of Finance and fulfilling the below key duties:

  • Lead the Capital Finance Business Partnering team, managing a team of 3/4 employees.
  • Work with services to develop business cases for large scale capital projects with a commercial mindset.
  • Lead on financial modelling and investment/option appraisals for major projects for both revenue and capital.
  • Lead on budget setting, monitoring and closing of Capital projects.
  • Act as a key financial advisor providing strategic support and input on investments and projects.
  • Support contract management and contract negotiations.
  • Drive efficiency and value for money across the council.
  • Ensure that the performance and development framework is effective for all staff.
  • Ensure the effective implementation of corporate initiatives and transformation programmes that cut across the whole or part of the council's activities.

The successful candidate must have:

  • Full membership of CCAB, (preferably CIPFA), CFA, or ACT with significant post qualification experience
  • Experience of providing financial advice on major council projects.
  • Extensive experience of closing accounts in a local authority
  • Strong interpersonal and communication and presentation skills, with proven ability to communicate complex and diverse information effectively to a wide range of audiences both horizontally and vertically, financial and non-financial.
  • Sound managerial skills with a track record of developing individuals and working in high performing teams.
  • Ability to work effectively in a political environment and establish positive relationships with councillors, senior managers, staff, external partners and interest groups in a way that establishes confidence, credibility and trust.
  • Ability to establish, develop and maintain effective relationships within organisations and externally with partner organisations.
  • Well-developed IT skills (MS Office suite, financial systems, data Visualisation tools (e.g., Power BI).
