Brook Street Recruitment is delighted to be recruiting on behalf of
our client -a large public sector organisation for the appointment of
a Head of Financial Management and Business Partnering, offering a

This
role will act as an integral member of the finance team, you will be
responsible for the management of a number of functions including
strategic financial management, business partnering, economic advisory
services and procurement
Responsibilities
- Delivering and supporting the financial planning framework for each planning cycle.
- Initiating and managing the annual budget planning process for both revenue and capital budgets.
- Supporting the maintenance of systems to provide a comprehensive overview of the progress of financial plans, ensuring linkages to operational service delivery and workforce plans.
- Assisting with the mediation of financial planning processes in respect of unresolved issues.
- Providing financial advice on the development and implementation of the relevant savings and contingency plans to identify areas for efficiency's to support the overall break-even plan for the organisation.
- Assisting in the delivery and management of a strategic framework for the financial overview of all key business cases.
- Providing financial guidance and advice to the internal capital review and planning processes.
- Supporting Senior Leadership Team on the key financial assumptions and risks in all strategic business cases.
- Preparing financial plan commentaries and additional information for the Department of Health and the risks to delivery of the plan are robustly quantified.
- Providing a comprehensive Financial Business Partnering service to Directorates, including the full production of monthly financial performance reports and budget statements in accordance with pre-determined timetables, policies and procedures.Preparing monthly financial monitoring returns, including projected out turns, in the prescribed format to the Department of Health.
- Providing high level assurance to the sound management of revenue, capital and cash limits
- Contributing to and drafting appropriately detailed reports and professional financial analysis for delivery to the Senior Leadership Team and Director of Corporate Services
Criteria
Applicants must be fully qualified
accountants, having successfully completed the professional
examinations, and be a full member of one of the following
bodies:
a) The Chartered Association of Certified Accountants
b) The Chartered Institute of Public Finance and Accountancy
c) The Chartered Institute of management Accountants
d) The
Institute of Chartered Accountants Ireland
e) The Institute of
Chartered Accountants in Scotland
f) The Institute of Chartered
Accountants in England or Wales: or The Institute of Certified Public
Accountants in Ireland
AND a Minimum of three years` relevant
post qualification experience in a middle-management role in a complex
and challenging, large organisation
Salary will start on 57k
per annum
