The Role
The post holder is accountable to the Principal Inspector Air Traffic Management (ATM) for the regulatory oversight of Air Ground Communications Services (AGCS) provision at units (including Special Events), which are overseen by the wider team. The post holder also assists in the management of approvals, licensing, auditing and other coordination activities.
This role involves regular travel to UK (inc. Crown Dependencies) Airport ANSPs, and occasional travel to other CAA offices. May travel abroad in support of our International subsidiary; CAAi or on other policy activities.
Core Accountabilities
- Assessing AGCS applications against the Air Navigation Order 2016. This accountability is undertaken upon close liaison with other inspectors.
- Assessing queries to ensure appropriate licensing decisions are established.
- Assessing referrals for Air to Ground ROCC (Radio Operator Certificates of Competence), and issuing ROCC examiner authorisation letters.
- Inspecting and auditing in accordance with departmental procedures.
- Communicating audit and inspection findings to the relevant industry stakeholder.
- Completing appropriate reports in accordance with departmental procedures.
- Engaging with industry stakeholders (normally AGCS providers or ANSPs)to address non-compliances.
- Acting as a first point of contact for Special Events and AGCS Approvals and for allocated Units.
- Contributing to the planning of the oversight team’s Audit Schedule.
- As directed, assisting and supporting colleagues in the progress of major development programs or projects.
About You
The following experience is essential for the post holder:
- Qualified to A Level (or equivalent) standard and/or will hold a relevant vocational qualification.
- Have a confident but approachable style, be comfortable in communicating in a range of formats, and be able to present issues and supporting arguments in a concise yet comprehensive manner.
- Strong interpersonal skills are a significant marker for this role.
- Familiarity with the safety regulatory requirements associated with the planning, provision and operation of ATM & AGCS systems and services in the UK.

The following experiences are desirable for the post holder:
- An appreciation of the principles of Safety and Quality Management.
- An existing qualification in auditing skills and techniques. (Training can be provided)
- Experience working in the Air Traffic Control or Aerodrome part of Industry is highly desirable but wider aviation or regulatory experience is also welcome.

Additional Information
For many
appointments within the CAA, these roles require access to
operationally sensitive infrastructure and/or Nationally Protected
information. For these roles the post holders must undergo National
Security Vetting and achieve the appropriate level of clearance.
To be vetted we will usually expect a reasonable period of residency in the UK so that meaningful checks can be undertaken. For this role t his will need to be 3 years.
