Responsibilities

HALO Ukraine employs over 1,000 local and international staff in Ukraine working to clear contaminated land across the northern, eastern and southern parts of the country. While HALO has been working in the country since 2016, the programme has expanded considerably since Russia’s February 2022 invasion. The programme currently manages a multi-year grant portfolio of over 90 million USD, of which around 35% comes from private funders.

As the Ukraine Philanthropy Manager you will lead a small team of staff to manage this portfolio of grants from private funders on behalf of the Ukraine programme. Working in partnership with the Global and US Philanthropy teams, you will deliver excellence in proposal development and donor management to develop and grow HALO’s multi-million-dollar portfolio of diverse philanthropic donors. These private funders are all focused on the urgent task of supporting Ukraine’s recovery with the removal of minefields and explosive hazards across the country.

Working within the strategic approach of Global and US Philanthropy, you will play a lead role in assessing future potential and growth of philanthropic support for Ukraine (both national and international) and implementing the plans to realise this growth. You will report to the Head of Partnerships, Ukraine (1RO) and the Programme Manager/Country Director (2RO). Your work will require you report to the Head of Region, Ukraine in an advisory capacity, work with the Ukraine Regional Finance Manager, and collaborate with other global teams, such as Logistics and Strategy. Based in Ukraine, you will work closely alongside in-country teams, including Operations, Finance and Logistics.

The Partnerships Team in Ukraine is undergoing an exciting digital transformation, at scale, and you will work with the Head of Partnerships to lead the wider development of this software for the benefit of grant management across the programme, assessing its wider usefulness within HALO.

Key Task Summary:

• Lead a team of Programme Officers (PO) to deliver proposal development and donor reporting to a high standard, supporting the Global and US Philanthropy teams to deliver excellence in relationship development for all major accounts.
• Working with the Global and US Philanthropy teams, understand donor relationships and contracts to manage grant requirements, deadlines and compliance, and monitor delivery of private funding contracts for HALO Ukraine, working with HQ, Finance, Operations and Logistics to ensure that delivery targets, expenditure and visibility requirements are met, and the donor receives quality reports and communications on time.
• Input into strategic account plans led by Global and US Philanthropy, leading on key components of their delivery as appropriate, including the management of programme visits and stakeholder engagement plans for national representatives of global companies and donors.
• Work with the Director of Global Philanthropy and Head of Philanthropy US and philanthropy teams to support the execution of the Global Philanthropy Group Plan, within the context of Ukraine, specifically ensuring compliance and integration with HQ’s philanthropy infrastructure (including use of Salesforce and prospecting and due diligence processes).
• Working with the Director of Global Philanthropy and Head of Philanthropy US, with support and consultation with the teams (Prospect and Research Managers – US and UK) and the Head of Partnerships Ukraine, lead a feasibility study which outlines the potential for philanthropic funding for HALO Ukraine (national and global) and investment required to fulfil this potential.
• On the basis of the feasibility study, personally develop and manage a portfolio of prospective donors as agreed with the Director of Global Philanthropy and Head of Philanthropy US, Head of Partnerships Ukraine, and the Programme Manager, guiding them through the various cultivation phases and ultimately securing new funding.
• Build the capacity, knowledge and understanding of POs and the wider team in Ukraine in terms of best practice in developing and stewarding private philanthropic funding and how this differs from governmental grants.
• Working with the Director of Global Philanthropy, Head of Philanthropy US,
• Head of Partnerships Ukraine, and HALO Ukraine Comms team to develop a compelling case for support and a suite of materials for donor cultivation that showcase the importance of HALO’s work in Ukraine.

All HALO staff are expected to undertake the following general duties:

• Work within the framework of HALO’s core values, promoting its ethos and mission statement.
• Work towards achieving programme and/or group business plan objectives.
• Ensure familiarity with and adhere to all HALO policies and procedures and keep informed of HALO activities.
• Travel overseas as and when required.
• To discharge duties and responsibilities under HALO’s Health and Safety Procedures which may include Risk and COSHH Assessments and participation in evacuation procedures as necessary.
