The Opportunity

Applications are invited for the position of Site Access and Vetting Officer, at Heysham Power Station. This opportunity exists within the Security Access Control Team.

 

The post holder’s role fulfils a key role in delivering the industry assurance requirement to have station personnel vetted to the required standard before being set to work on a civil nuclear industry licensed site. The post holder will also be responsible, in conjunction with the Security team, for instigating suitable site access arrangements and controls including aftercare of NSV holders. 

 

The successful candidate may be required by the company to undertake a role in the emergency scheme. This may necessitate the individual being on a standby rota. Appropriate payments in accordance with the Company Agreement would be made in the event that this is required. The ability to obtain Security Check (SC) level vetting is essential and would be a condition of appointment.

What you’ll be doing

 

As one of the successful Security Site Access and Vetting Officer's you will carry out the following duties and tasks as part of your overall responsibilities:

 

  • Access pass production, inputting data info and maintenance of the Access Control System
  • Giving vetting guidance to Staff & Contractors and be the focal point for vetting on the station
  • Maintaining the vetting database and ensuring compliance with industry regulations
  • Interfacing externally with ONR and contractor organisations
  • Assistance with outage planning with regard to vetting and access arrangements
  • Holding supplier training sessions for contract partners
  • Understand the security policies, procedures and awareness of contract partners working on site.
  • Maintain local engagement with contract partners/suppliers to ensure they are aware of security policy updates and security standards to be met.
  • Demonstrate good communication skills and be able to frequently interact with the security regulator on confidential issues.
  • Responsible for processing applications in accordance with the requirements set out in CNPSS, BEG/SPEC/SEC/ORG/011 and their personal letter of delegation and direction.
  • Ensuring records of vetting applications initiated by them (completed BSVRs for BPSS and ONR (CNS) letters to Sponsors on NSV decisions) are retained, and appropriately destroyed in accordance with GDPR.
  • Entering and maintaining up to date vetting information on NSV tracker, SAP and Security Management system
  • In relation to CNPSS policy comply with reporting requirements, including listed non-UK nationals, and the submission of the NBCEC form to ONR (CNS).
  • Ensuring that any security concerns are raised with the Day Team Leader or Site Head of Security
  • Must be prepared to travel to represent the Security department of Heysham at the EDF SAVO conference held twice yearly.

Who you are

 

Candidates will need to demonstrate skills and experience in the following areas:

 

  • Security knowledge within the; Military, Police, Prison Service or Government Bodies is preferred.
  • Have an appreciation of the principles of industrial security.
  • Vetting experience with knowledge and understanding of UKSV.
  • Be capable of making concise, clear, verbal and written reports.
  • Have the ability to exercise tact and diplomacy in the discharge of your duties.
  • Understanding of Health & Safety within the Security environment
  • Understanding of Emergency Arrangements and Mustering
  • Excellent people and communication skills, including where appropriate handle information in a discreet and sensitive manner.
  • A good standard of computer literacy
  • Be required to undertake a task related health assessment.

Applicants will be required to obtain CTC level vetting prior to taking up their duties.

To be appointed to this role, you will need to meet the criteria for Security Vetting which will, ordinarily, require you to have been a resident of the UK for at least 3 of the last 5 years.
