Due to continued growth, the position of Senior Electrical
Commissioning Support Manager has become available to join our
Client's successful team based in Berkshire
This is for the
design and build of a facility near Reading. The scope of works for
this project will include Programme Management, Construction, Building
Services (M&E), Instrumentation and Control Systems and various
external works.
Potential candidates for this role must be
able to obtain and retain Security Clearance to be able to be
considered, British Citizenship and not have worked outside the UK
during the past 5 years.

ROLE REQUIREMENTS
Act as a Senior Manager reporting to the Head of Commissioning
Delivery.
Manage the Completions, Training and, Preservation
& Maintenance teams to ensure activities are completed safely to the
prescribed procedures.
Ensure the Completions, Training and,
Preservation & Maintenance teams have adequate SQEP resource to meet
the project requirements.
Provide Commissioning assurance to
the project.

ROLE
OVERVIEW
The overarching responsibility of the Commissioning
Support Manager is to manage, co-ordinate and take ownership of the
Completions, Training, and Preservation & Maintenance functions for
the project. This is a senior management position and will require
strong leadership skills. The Commissioning Support Manager will help
Costain provide due governance and management to meet CDM regulations,
Nuclear Licence Conditions, QMS and Project Delivery processes and
procedures, including the Commissioning Management Plan.
General
Responsibilities
You are responsible to your Manager, as
stated above, for the execution of your individual job
responsibilities. You shall:
Support your Manager and the
personnel under your control;
Maintain a good working relationship with Contractors, the Client, and associated personnel.
Manage and control your section of the work according to agreed programmes and be conversant with all drawings, specifications and related information for these works.
To cover your absence from site during holiday periods, you are to handover your duties to a delegate or colleague as agreed with your manager.
SPECIFIC
DUTIES AND RESPONSIBILITIES
To always prioritise Safety,
Quality & Security above all else.
Review, propose, implement and
manage safe systems for the deployment of personnel involved during
the commissioning phase across the site including permit to work and
site operations.
Manage and improve the effectiveness of the
established processes to enable safe & efficient demarcation and
control of systems & sub-systems.
Ensure the Completions (handover
from Construction to Commissioning) process is understood and followed
by all to ensure safe & efficient control of plant.
Manage,
coordinate and take ownership of the Completions process and team.
Help coordinate the completion of non-commissionable elements of
the project in line with the schedule.
Ensure the Preservation &
Maintenance team have clear leadership & management.
Develop with
the Clients Maintenance Team, Engineering (Design), Assurance (Nuclear
Design Safety) and the specialist equipment suppliers maintenance
regimes to deliver fully performing assets to the Client at the
Handover of the project.
Ensure all maintenance and
preservation is carried out by Suitably Qualified and Experienced
personnel.
Ensure all maintenance, preservation and failures are
recorded and reported and advise Client on risks to the longevity of
equipment and plant.
Ensure the Training Manager has clear
leadership & management.
Liaise between the Site Engineering,
Construction, Quality, Commissioning teams and the Client as required
on matters relating to Completions, Training and Preservation &
Maintenance.
Manage and co-ordinate guidance to Contractors that
carryout Installation, Commissioning, Training, and Preservation &
Maintenance services to the project.
Coordinate with the
Construction & Commissioning teams so that they fully understand the
requirements of the Completions process to provide a smooth transition
from construction through commissioning and start up to meet the
project (Principal Contractor) and Client requirements.
Review
Contractors documentation for suitability, including but not limited
to Boundary Drawings, ITP’s, Check sheets and Commissioning
documentation.
Chair meetings relating to Completions, Training,
and Preservation & Maintenance.
Produce monthly reports to include
all functions of the Commissioning team.
Assist the safe execution
of works in line with the Project Completion Schedule (P2C).
QUALIFICATIONS
Electrical Engineer with onsite experience.
SSSTS, SMSTS (or equivalent CDM course)
Membership of an
appropriate professional institute as an Incorporated or Chartered
engineer.
Electrical Authorised Person course.
SKILLS
Articulate technical complexities and have very good
communication skills.
Strong people management skills and process
experience.
Able to chair meetings and resolve issues.
Needs a
comprehensive understanding of HSAWA, EAWR, CDM, risk assessments,
safety systems, safety cases and SSoW.
Able to engage within the
project teams to influence strategic outcome across several
interlinking projects.
EXPERIENCE
Experience of
Construction & Commissioning on a large-scale project is essential.
Experience of M&E Inspection & testing processes.
Experience
of managing Completions processes & databases.
Good experience of
managing and working with contractors.
Strong experience in
managing projects through Construction, Commissioning and Handover to
the Client in a highly regulated Industry.
DESIRABLE
Plant experience desirable. It is desirable to have worked in a
Nuclear technical environment under licence conditions.
To have
worked in a technical environment with responsibility for either the
operational performance, maintenance and commissioning of safety
justified plant and equipment to the highest levels of quality, safety
and security.
Experience in Commissioning / Commissioning
Management in highly regulated industry such as Nuclear or Oil & Gas.
