Job Purpose

 

The successful candidate will be the main point of contact between RES and the employers Commissioning Management Team (CMT) and will have a key role in the delivery of the project. The project Safety From The System will run from late Q1 2024 until Q1 2027 and will consists of a Service Project Manager (SPM), Lead SAP (reporting to the SPM), 400KV & 66KV SAPs, 400KV Co-Ordinator and 400KV Control Persons (reporting to the Lead SAP).

 

The SPM role will entail all the aspects you would expect managing a project of this size requiring both project management skills and team management skills. Some of the key activities and deliverables are list below however the successful candidate will be flexible, have good time management and be able to manage change and variations to the contract requirements as the employer requests.

Key Accountabilities

The responsibilities of the Service Project Manager include:

Project specific activities:

  • To be the main point of contact between RES and the Employers Commissioning Management team.
  • Develop a Communication Plan between RES and the Employer, in order to ensure the correct follow-up of the contracted services that are executed with total autonomy and control shall be developed by RES and shall be made official once agreed and accepted by the Employer
  • Be responsible for the management, supervision and coordination of the Lead SAP and rest of personnel provided by the Service Contractor
  • Monitor and supervise that the Employer´s requests are implemented on the Project
  • Management of personnel shift patterns, compliance with local labour codes, replacement of personnel, etc.
  • Ensure that Service Contractor personnel are timely and correctly mobilised to each site (and between sites, as applicable).
  • Management of personnel logistics (travel arrangements, car hire either short or long term, flight tickets, train tickets, etc).
  • Management of personnel settling down to their work destination (accommodation, hotel booking, housing rental agreements, utilities, visas if needed, etc.).
  • Management of leavers
  • Management of Service Contractor personnel PPE, statutory inspections and re-certifications
  • Management of personnel working certificates and training
  • Management of payroll, tax clearances.
  • Create and update (on a monthly basis) a commissioning risk register, compiling any risks and opportunities identified/anticipated by the Service Contract personnel and propose adequate mitigation measures (associated to the execution of the Work, the Project programme, etc.).
  • Produce a Commissioning risk register by the Service Project Manager as defined within section

Specific Deliverables:

  • Fault-finding strategy and associated documentation (e.g. testing procedures, work instructions, RAMS, checklists, testing reports…).
  • Along with the Lead SAP all different completion and commissioning certificates (support in acceptance of) issued by the Employer’s Nominated Contractors for the different Project assets, including notifications/certificates declaring equipment ready to be energised.
  • TSO boundary agreement
  • WTG boundary agreement
  • Support grid Compliance and other ‘Tests after Completion’ testing reports (review of and support in the acceptance of).
  • Develop and update a Lessons Learnt register throughout the execution of the Works (report issuance and recurrent joint review as instructed by the Employer).
  • Organise Lessons Learnt workshop sessions with the relevant Project stakeholders, upon achievement of different Project milestones, as and when instructed by the Employer.
  • Issue Communication Notices (CN) to Project Stakeholders as instructed by the Employer
  • Issue availability reports (of the Plant/WF).

General activities:

  • Conduct regular audits of personnel onsite and of high voltage equipment to ensure it is being maintained and managed correctly.
  • Identify opportunities for process improvement in high voltage equipment maintenance and management.

Knowledge

Essential:

  • Knowledge of the key legislation underpinning UK high voltage electrical asset operation.
  • Detailed knowledge of UK industry HV electrical safety rules including HSG85
  • Relevant technical knowledge of the elements of plant constituent of an offshore wind farm (including OFTO) – general familiarisation and specific expertise in OFTO and/or wind farm.
  • Proven knowledge of the commissioning process of an offshore wind farm.

Skills

Essential:

  • Strong approach to safe working practices
  • Excellent communication skills
  • Proven experience in team management and planning
  • Capacity of organising the work of different teams spread across different locations.
  • Good communication skills (including written proficiency) in English.
  • Proven project management skills (preferably a relevant degree or certification).
  • Advanced user of Microsoft Office, Primavera/Microsoft Project.

Experience

Essential:

  • Will have worked on at least one offshore wind project before
  • Will have experience in being a project lead on a similar project
  • Will have managed a team of Engineers before

Desirable:

  • Will or have been an SAP

Qualifications

Essential:

  • Full UK driving licence
  • Experience in engineering or other relevant qualification, or equivalent industry experience
  • IOSH Managing Safely or CITB SMSTS or equivalent
  • GWO’s to enable offshore visits

Desirable:

  • NEBOSH diploma
  • Prince 2 / PMP qualification
