ASA Recruitment’s client, a Public Sector organisation in Edinburgh, is currently looking to recruit a Design and Standards Manager to start as soon as possible until May 2027 (with potential extensions) on a rate of c.£250-300/day inside of IR35 (based on experience).

The Role

The postholder shall provide support to the Estates Head of Professional and Technical Services in developing specific project or initiatives as requested by the Head of Estates and Technical Services. This shall include the management, including any framework management, of any consultants appointed to provide design or other professional services (CDM advice, building control services and suchlike), directing design commissions in support of projects where appropriate, overseeing the direct appointment and management of consultants for specific appointments and tasks.

Responsibilities
  • Strategy – Inputting into development plans, option and feasibility studies, research and investigations to develop strategic and/or specific responses to Estates business needs.
  • Framework and Contract Management – Undertaking the management of, including any framework management, any consultants appointed to provide design or other professional services (CDM advice, building control services and suchlike); directing design commissions in support of projects where appropriate; and overseeing the direct appointment and management of consultants for specific appointments and tasks. This role includes monitoring progress of commissions, monitoring delivery and performance of suppliers, initiating corrective actions and improvements, and checking consistency and adequacy of deliverables; generally administering the delivery of any commission; and reviewing, analysing and disseminating outputs. Additionally, as Framework Manager support the use of frameworks by other in Estates.
  • Design Standards – developing and maintaining the set of Estates Design Standards including specialist systems and specifications. Using a continuous improvement process and gathering data from a number of sources and, working with other Estates specialists, maintaining the standards up to date reflecting requirements and best practice; disseminating information as required regarding content and use of standards; and initiating the development of new standards as required.
  • Project Assistance – Tailoring design standards to meet specific project needs – Inputting into initial stages of projects at business case and feasibility stages; assisting appointed Project Sponsors and Project Managers throughout design stages, attending design meetings as required; advising on design needs and co-ordination, assessing design outputs and deliverables, assisting in the preparation of tender documentation, tender / proposal evaluation and providing continual assistance through construction and handover stages in regards to design issues.
  • Improvement – co-ordinating a programme of post occupancy and post completion reviews from basic ‘lessons learned’ assessments to full independent post occupancy reviews. Proactively reviewing other sources of potential improvements including project risk and issues logs, project variations, on-site inspection reports, contractors’ reports, occupant and operational feedback, defect management and co-ordinating input regarding improvements from other estate staff.
  • Specialist knowledge – developing a specialist knowledge of the estate for input into FOI’s, investigations and enquiries. Maintaining expert knowledge of Scottish Government strategies and policies relating to the built environment, planning and construction, building standards and related statutory legislation. Developing contacts with other SG or UK governmental organisations including MOJ/NOMS/Home Office, HMPS, NIPS, police and other security or custody related organisations. In addition, initiating trials of new products and providing investigation reports.
Essential Experience
  • Degree level qualification in building or engineering discipline (Architecture, Architectural Technology and variants, Building or Building Engineering, Building Surveying, Construction, Construction Management and other equivalents) or HND in a construction related discipline.
  • Comprehensive experience of design, design management and process, specially related to significant infrastructure projects. Demonstrating your ability to negotiate with and positively influence others to achieve desired project outputs and deliverables.
  • Experience in undertaking, researching and developing strategic and/or specific responses to an estates business need.
Desirable Experience
  • Experience of defining and setting technical standards and monitoring performance, progress and delivery, initiating corrective actions and improvements as required.
  • Expert knowledge of Scottish Government strategies and policies relating to the built environment, planning and construction, building standards and related statutory legislation.

Responsibilities:
  • Contribute to planning, development and delivery of audit work, supporting the production of outputs to agreed cost, timescales and quality standards.
  • Conduct audit fieldwork, evidence gathering and analysis using appropriate techniques to answer audit questions. Assist with designing fieldwork activity, e.g. developing interview schedules and other audit tools.
  • Assist with and summarise evidence and analysis to identify key themes and make audit judgements.
  • Present clear and evidence-based findings for use in audit outputs.
  • Establish and maintain effective working relationships with stakeholders from the relevant audit areas to ensure information is obtained accurately and on time.
Essential Experience:
  • A part (exam qualified) or fully qualified accountant (CIPFA, ICAS, other CCAB, CIMA or equivalent). You will preferably have practical experience of delivering quality audits; ideally in a public sector environment.
  • You can think laterally and creatively to research and analyse complex problems and recommend practical solutions. You’ll have well developed analytical skills and the ability to convert analysis into clear judgement along with the ability to contribute to the drafting of audit reports. You know how to work seamlessly within a multi-disciplinary audit team and help to bring out the best in your colleagues.
  • Prioritise; working on more than one project at a time with multiple deadlines and sometimes for multiple managers.
  • Use accountancy, financial management, research, information gathering and analysis skills.
  • Use data analysis tools, for example Excel.
  • Use problem solving skills to generate effective solutions for your clients, stakeholders and colleagues.
  • Build and maintain effective relationships with internal and external stakeholders.
  • Be proficient in using the software necessary to carry out audit work such as Microsoft Office.
  • Be able to apply professional judgement and exercise professional scepticism.
  • Plan and manage your own work to time, cost and quality with the minimum of supervision.

What You'll Bring
  • Management and administration of finance processes within lab. Maintain finance workbook – identify and correct errors. Present finance data in an understandable format, along with analysis, and proposed opportunities for adjusting budget variance. Ensure accuracy and consistency of finance data across multiple formats, and coherency of message. Liaise with department finance team on lab finance data.
  • Tracking delivery progress within the lab, and using this understanding to draft progress tracking and reporting, ensuring quality of reporting and appropriateness for various stakeholders.
  • Provide support to lab leads to prepare pack for Executive Actions Boards (EAB) and ensure actions for EAB are progressed.
  • Maintain lab RAID log and ensure actions. Supporting effective risk and issue tracking, facilitating workshops, maintaining tracking.
  • Become familiar with the internal governance framework – LOAD – and be an ambassador for cascading and embedding the use of the LOAD framework in labs and the wider SCTS community. Be a point of contact in the lab for coaching on LOAD framework.
  • Facilitate the preparation and maintenance of the collateral for the Authority to Proceed Packs (ATPs) for each work stream as they move through the LOAD Framework.
Desirable Experience
  • Central or Local Government experience is very advantageous.
  • Disclosure Scotland or BPSS – although our client will be able to gain this quickly.
