  • The role is responsible for developing and implementing transport strategies, managing major and minor highway works, and ensuring the safe, efficient, and sustainable operation of the transport network. The post holder will play a key role in supporting the Council’s Local Transport Plan and driving improvements in road safety, public transport, and active travel.
Responsibilities
  • Lead the development and delivery of transport strategies, including the Local Transport Plan and supplementary strategies such as Active Travel, Public Transport, and Road Safety.
  • Translate corporate priorities into effective service plans and operational delivery.
  • Promote innovation and continuous improvement to enhance transport services and infrastructure.
  • Manage the delivery of major and minor transport and highways infrastructure projects from inception to completion.
  • Oversee procurement, contract management, and delivery of highways works.
Requirements: Essential Experience Required
  • Proven experience in transport planning, highways, or infrastructure delivery within a public sector or local government environment.
  • Strong experience managing major projects and complex programmes.
  • Experience in budget management and delivering value for money.
  • Experience working with stakeholders, including government bodies, contractors, and transport operators.
Essential Qualifications Required
  • Degree or equivalent qualification in a relevant field (e.g., Transport Planning, Civil Engineering, Infrastructure, or related discipline).
  • Professional membership (e.g., CIHT, ICE, TPS) is desirable.
  • Evidence of continuous professional development.

Job Purpose

To support the delivery of a safe, efficient, and cost-effective passenger transport service by supervising the day-to-day operation of the passenger fleet, drivers, and transport staff. The role ensures transport services meet operational requirements, comply with relevant legislation, and provide a high standard of service to passengers and service users.

Key Responsibilities
  • Supervise the daily operation of the passenger fleet, ensuring services are delivered safely and efficiently.
  • Support the planning, scheduling, and optimisation of passenger transport routes and resources.
  • Monitor contractor and in-house fleet performance, ensuring compliance with service standards and key performance indicators.
  • Carry out vehicle, contract, and compliance audits to ensure legal and operational requirements are met.
  • Assist with the supervision, recruitment, induction, training, and performance management of drivers and transport staff.
  • Monitor staffing levels and allocate resources to meet operational demands.

Requirements
  • Experience working within a passenger transport, fleet management, or transport operations environment.
  • Previous experience supervising staff or coordinating transport operations.
  • Good knowledge of passenger transport legislation, vehicle compliance, health and safety, and transport regulations.
  • Strong organisational, administrative, and problem-solving skills.
  • Confident using Microsoft Office and transport or fleet management systems.
  • Excellent communication and customer service skills.
  • GCSE (or equivalent) in English and Maths.
  • Full UK driving licence (essential); D1 entitlement and Passenger Transport Supervisor Certificate (or equivalent) desirable.
  • Enhanced DBS clearance.

  • Hours per Week: Operational hours between 6:30am and 7:00pm, Monday to Friday, including split shifts and standby cover on a rota basis

To undertake the Council’s responsibilities for the control of development under the Town and Country Planning Acts and related legislation within the Borough. Key Responsibilities

Qualifications & Professional Membership

Knowledge

  • Strong knowledge of planning law, planning policy, and development management.
  • Knowledge of planning appeals, enforcement, heritage, and tree-related matters.
  • Understanding of equal opportunities and inclusive working practices.
  • Advanced knowledge of viability assessments, Environmental Impact Assessment (EIA) regulations, case law, and design principles (desirable).

Experience

  • Significant experience in local government planning and development management.
