The Strategy Unit sits in the centre of DCMS as part of the Corporate Strategy Directorate. We are a friendly and high performing team of around 30 people working closely with seniors, private office and expert teams across DCMS.

We support the strategic direction of DCMS through:

  • Developing DCMS’s long-term fiscal strategy, responding to funding opportunities and ensuring the Secretary of State’s priorities for spending and tax are effectively articulated to HM Treasury and No 10 - this is where the advertised role sits.
  • Developing and progressing the Secretary of State’s strategy and priorities.
  • Developing DCMS’s strategy for place and communities, ensuring joined up departmental thinking that aligns with the wider government agenda.
  • Understanding long-term trends, future risks and opportunities.

Our broad team remit means there is plenty of opportunity to get involved in many different aspects of the department’s work.

We are looking for a self‑motivated individual with experience in strategy development for this exciting role which will shape the future direction of DCMS.

Key Responsibilities
  • Prepare for and deliver fiscal events, including the work programme for the upcoming Spending Review.
  • Lead various strategic initiatives to improve the financial sustainability of DCMS, its public bodies and its sectors, identifying opportunities for reform, revenue raising and innovative funding.
  • Communicate with and influence seniors, ministers and other government departments, through written advice and presentations, to build support for DCMS spending, tax and reform proposals.
  • Collaborate and build strong relationships internally including with DCMS Strategic Finance, Analytical and Policy colleagues.
  • Monitor national economic and social trends, ensuring that DCMS fiscal policy remains relevant and proactive in addressing future needs.
  • Act as a strategic partner for policy teams, providing advice on HM Treasury engagement and helping shape the strategic aspect of business cases.
  • Where required, support the wider team as priorities emerge.

Job description

This role is the department’s senior lead for information and data protection compliance and for the escalation and management of data, information and cyber-related risk. The post holder sets the strategic direction for how information and data risks are governed and managed, and provides trusted advice to senior leaders and operational staff on risk appetite, compliance and proportionate control.

Change leadership

  • Maximise the value of the guidance and assurance you and your team provide to support the risk profile of the department and effective management of data protection and cyber-related risks
  • Engage the department to ensure policies are proportionate, providing choices between ‘minimum viable’ and more gold-standard assurance depending on levels of risk, spend, and complexity

Functional assurance

  • Act as the Department's DPO, providing independent advice to the Permanent Secretary and provide functional assurance on data protection across the department
  • Provide advice and guidance to the operational Data protection and cyber teams on how to effectively manage risk in the department, including supporting escalation and triage of more significant issues as working with first line teams on more significant risks through the development of an effective triage system
  • Maintain strong awareness of Government’s strategic direction for information rights, management and data protection legislation, guidance and relevant case law.

Corporate and people leadership

  • Lead, support and develop three members of staff (across cyber and data) in their own professional development and in their ability to influence effectively across the department:
  • Own specific work streams for our directorate (c.100 members of staff), for example designing and delivering work programmes to improve wellbeing or our COO vision and strategy

  • Demonstrable knowledge of relevant privacy laws and practices, or a professional privacy qualification/accreditation (such as CIPP/E or equivalent)

The Policy Unit is a relatively new team, set up to directly support the Secretary of State by identifying and incubating new ideas to help deliver her vision to support growth and good jobs across the nation, enable richer lives with choices and opportunities for all, and build a more cohesive country where people are in charge of their own destinies.

It works across the full range of DCMS policy, working closely with external experts and internal policy teams to consider ways to do things differently, and work closely with Special Advisers and Private Office to ensure its work is delivering for the Secretary of State.

The team is outward facing, building a network of people with experience of delivery in communities across the country. It will also work collaboratively with external organisations to help tackle policy challenges and co-design solutions.

We are looking for a Deputy Head to lead a small, agile team which has been set up to support the DCMS Secretary of State to support her priorities, and to come up with new and innovative solutions to problems. This is an exciting opportunity to work in senior leadership at the heart of DCMS.

The post holder will lead teams working on a variety of high-profile projects, and will be expected to flex between incubating short term policy ideas, providing a challenge function to existing policy work, and driving forward specific Secretary of State priorities.

Job description

This is an exciting and stretching policy role working within the TV Team, focused on the future of TV regulation. The UK’s television landscape is undergoing a rapid, technology-driven transformation, fundamentally challenging the traditional regulatory framework originally designed for an era of analogue broadcasting. Without change, UK regulation, such as Ofcom content standards, will struggle to keep pace with media innovation and changes to how audiences consume content.

This role will consider the current and future needs of UK audiences in order to develop and deliver evidence-based policy relating to the role of content regulation in the television, video-on-demand, and online sectors such as YouTube. This will include working towards potential legislation.

The successful candidate will also contribute to wider work relating to content policy. This includes work on a range of topical and reactive issues at fast pace and with significant political interest; emerging policy priorities; and responding to Ministerial and Parliamentary requests.

Post holders will also help manage the team’s relationships with a number of high-profile TV stakeholders. This may include broadcasters such as Sky; public service media providers such as ITV and Channel 4; global tech platforms; TV manufacturers and video-on-demand providers.

Depending on the Department’s success in securing a legislative slot, the successful candidate may in due course be asked to lead on other projects within the TV Team.
