The Head of Software Engineering (Principal Developer) will lead the team of Software Engineers, hold the key responsibility for defining and overseeing the software development ethos within the DVSA, as well as for external partners developing software on our behalf.

Their leadership will establish the benchmarks for excellence, ensuring that all software development activities meet best practice modern software development and adhere to the highest standards of security, usability, statutory compliance, performance, and environmental sustainability.

This is a high-impact role as the software development team play a pivotal role on behalf of the organisation in crafting and enhancing the mission-critical applications necessary for our operations, focusing on creating solutions that are secure by design, reliable, and intuitive for our users. As demands evolve, the role holder will be expected to dynamically scale, incorporating contractors or outsourcing, to boost capacity and address specific project requirements efficiently.

This leadership role requires the post holder to foster the growth of the profession, maintaining a strong focus on user-centred design and alongside this, ensure quality assurance remains a central focus, underpinning the reliability and excellence of all software outputs. They will manage a significant portfolio, refining a comprehensive suite of tools and practices that standardise our software development processes, encouraging innovation and elevating productivity.

To be successful in this role you will need to have the following experience:

• Strong strategic leadership experience within software development, with the ability to define and implement organisational software development strategies that support the delivery of reliable, secure and user-focused digital services.
• Demonstrable experience of having developed and built software at enterprise scale and been in a senior technical position with exposure to the full software development lifecycle.
• A strong technical understanding of software delivery practices, tooling and engineering approaches, combined with the ability to guide teams in adopting scalable and sustainable software development.
• Proven ability to lead, influence and develop professional capability across teams, fostering a collaborative and quality-focused culture.
• Experience of working with senior stakeholders, delivery teams and cross-functional leaders, providing strategic advice and driving continuous improvement in quality practices.
• Strong communication, leadership and decision-making skills, with the ability to represent the organisation, provide expert advice and respond effectively to emerging risks, operational challenges and evolving technology landscapes.

The role is part of the Government Digital and Data (or Government Security Profession Career Framework) profession and utilises an enhanced Capability–Based Pay Framework which provides access to a Digital and Data allowance.

The base pay is £69,501. In addition to this the role includes a Digital and Data allowance of up to £28,560.

The Head of Data Protection and Information Management role forms part of a Department wide Data Protection Unit led by the DfT Departmental Data Protection Officer and locally reports into the DVSA Chief Data & Security Officer. The role is responsible for carrying out the delegated statutory tasks of the Departmental Data Protection Officer in accordance with the DfT DPO Governance Framework. They also act as the principal point of contact for the ICO and for Data Subjects for the DVSA within the DfT controllership.

The role manages the information and records management function as part of the Government Knowledge and Information (KIM) Profession and ensures that management of both electronic and physical records is compliant with GDPR and other regulations. The team also works with the DVSA Corporate Reputation team to help DVSA meet statutory obligations originating from GDPR and Freedom of Information legislation assuring processes and also leading Internal Reviews or information rights requests under data protection legislation.

• Act as the Data Protection Manager for the DVSA, carrying out the statutory tasks delegated by the Department’s DPO.
• Lead the records management function ensuring alignment with DfT and wider Government.
• Provide assurance to the Digital & Technology Leadership Team that the organisation’s systems are designed in accordance with data protection policies and regulations.
• Lead FOI internal reviews, ensuring our response is fair and robust, and when necessary challenging senior managers on decisions to disclose or withhold.

• A history of being involved in incident management and forming part of a wider incident management team.
• A history of working collaboratively and inclusively with external organisations and other stakeholders, sharing information and knowledge to achieve common aims.
• Experience of information and records management function and be able to advise on Freedom of Information legislation and supporting the business with any training.
• Experience in assessing and improving compliance and reporting on this to all levels.
• Experience of risk management and working with cyber security colleagues.
• You must have an industry-recognised practitioner-level qualification in data protection.
• You will either have a qualification in FOI or a security qualification such as CISMP or ISO27001. For these areas where no qualification is held, you should be willing to acquire them within 9 months of joining us.
