Hard FM - Electrical Repair, Maintenance and Minor Works Contract

London Borough of Lewisham invite Suppliers to tender for a Hard Facilities Management Contract for the provision of Electrical repair and Maintenance Services for its Corporate Property Estate.

The contract will have provision for a range of planned and reactive Electrical services for approximately 70 sites including a wide range of properties from offices, libraries, community use buildings, children's centres and other operational buildings.

• Planned Preventative Maintenance and Statutory Testing - Maintenance in accordance with statutory compliance and British Standards.
• Reactive Repairs - Fault diagnosis and repair of Electrical systems to restore to safe and effective operation. Emphasis on first time fix.
• Minor Improvement works - Minor improvement works relating to electrical systems.
• Emergency Response - 24/7 emergency response to system or asset related issues to restore systems / assets to a safe and effective operation or within tolerable risk levels.
• Provision of technical advice relating to systems maintained under this contract.

Tower Hamlets has a significant proportion of children with Autism Spectrum Condition (ASC) and learning difficulties; in 2023, the percentage of pupils with an EHCP in Tower Hamlets schools was the fifth highest in England. When a child or young person (CYP) is first diagnosed with ASC, it can be a confusing and overwhelming time for parents/carers. They may not fully understand what the diagnosis means or how best to support their child, or what services are available and how to access them. It is therefore vital that the local authority is able to provide regular and ongoing support to these families, to help meet the needs of their ASC children. The Family Support Service will deliver advice and guidance to the parents and carers of children and young people (CYP) with ASC living in the borough. The service will seek to work in partnership with the Autism Spectrum Disorder Assessment Service (ASDAS) and the Child and Adolescent Mental Health Service (CAMHs) to ensure that families receive appropriate support at the right time, preferably soon after diagnosis, whilst remaining flexible to meet family’s needs at different stages in their journey.

Southwark Council is looking to procure a security service to ensure building and occupant safety across 5 supported hostels in the borough: Manor Place, Jo Richards House, David Barker House, Northcott House and Keyworth Street Hostel. Support is given in a range of complex support needs from domestic violence, substance misuse, mental health and offending.

The full scope of the services to be provided is set out in the Specification issued within the Invitation to Tender (ITT) document. The focus of the Service is on providing out-of-hours security cover at the supported hostels with Security staff primarily responsible for ensuring that the building and occupants are safe and secure.

Hours of service are as follows:

1. Monday to Friday 20:00 to 08:00 (Daily)
2. Saturday & Sunday 08:00 - 08:00 (Monday) - Please note 24-hour cover at weekends
3. Public Holidays 08:00 - 08:00 (the following working day) - Please note 24-hour cover

A minimum of two officers to be deployed at each hostel at any one time. The Supplier shall be responsible for the provision of gender appropriate security staff to meet the supported hostels’ security requirements including at the female only hostel.

The Contract is for an initial period of three (3) years with the option to extend for any period or periods up to a maximum of two (2) further years.
