Single Delivery Partner - South Kilburn Regeneration Programme

The London Borough of Brent (the Council) is seeking to procure a single delivery partner to establish a contractual partnership to support delivery of the remaining phases of the South Kilburn Regeneration Programme.

The Council intends to appoint a single delivery partner to deliver a programme of regeneration across multiple sites over an initial term of 10 years with the potential for extensions up to a total term of 20 years. The estimated development capacity is at least 1,600 new mixed‑tenure homes, to be delivered alongside associated social infrastructure, community amenities, commercial / retail space and high-quality public realm.

Further particulars in respect of the Opportunity are set out in the Memorandum of Information and Commercial Structure Summary (both issued via the Council’s Portal).

Between April and June 2025, the Council and its advisers undertook a market engagement exercise.

The Council engaged with suppliers to establish the level of interest in the opportunity and the key parameters for undertaking a procurement. Participants in the engagement process were provided with a document setting out an overview of the following key topics to be discussed during engagement: the emerging contracting arrangements; the proposed procurement approach and timeline; the programme‑wide approach to affordable housing and viability.

The responses and feedback received have informed the Council’s requirements, procurement approach, criteria, and the contracting arrangements.

It is therefore vital that the local authority is able to provide regular and ongoing support to these families, to help meet the needs of their ASC children. The Family Support Service will deliver advice and guidance to the parents and carers of children and young people (CYP) with ASC living in the borough. The service will seek to work in partnership with the Autism Spectrum Disorder Assessment Service (ASDAS) and the Child and Adolescent Mental Health Service (CAMHs) to ensure that families receive appropriate support at the right time, preferably soon after diagnosis, whilst remaining flexible to meet family’s needs at different stages in their journey.

Southwark Council is looking to procure a security service to ensure building and occupant safety across 5 supported hostels in the borough: Manor Place, Jo Richards House, David Barker House, Northcott House and Keyworth Street Hostel. Support is given in a range of complex support needs from domestic violence, substance misuse, mental health and offending.

The full scope of the services to be provided is set out in the Specification issued within the Invitation to Tender (ITT) document. The focus of the Service is on providing out-of-hours security cover at the supported hostels with Security staff primarily responsible for ensuring that the building and occupants are safe and secure.

Hours of service are as follows:

  1. Monday to Friday 20:00 to 08:00 (Daily)
  2. Saturday & Sunday 08:00 - 08:00 (Monday) - Please note 24-hour cover at weekends
  3. Public Holidays 08:00 - 08:00 (the following working day) - Please note 24-hour cover

A minimum of two officers to be deployed at each hostel at any one time. The Supplier shall be responsible for the provision of gender appropriate security staff to meet the supported hostels’ security requirements including at the female only hostel.

The Contract is for an initial period of three (3) years with the option to extend for any period or periods up to a maximum of two (2) further years.
