While the precise content of the Bill is still to be finalised, it is expected to be taken forward in Year 1 of the new Scottish Parliament and will be a vehicle for different aspects of the Public Service Reform Strategy.

- Communicate with relevant stakeholders about the implications of the Bill.
- Work with SGLD, Parliamentary Counsel Office and PLU in preparing the Bill and taking it through Parliament.
- Previous Bill experience is required.
- Fixed‑term position until June 2028.

We are looking for Board members with some particular skills who can contribute to the Board’s development and help it to adapt to the challenges and opportunities in the heritage buildings sector.
The Board is responsible for determining the overall vision, strategic aims and objectives of Historic Environment Scotland, in accordance with the statutory duties and within the policy and resource framework agreed with Scottish Ministers.

The PMO Lead plays a key role in the Programme Management Office, ensuring effective delivery of workstreams within the Agricultural Reform Programme while supporting overall programme management. Working within a multi-disciplinary team, the post holder sets standards for workstream and change practices and provides strategic advice to senior leaders (including the SRO and Programme Director) and contributes to PMO leadership alongside other B3 leads. The role also includes line management of a PMO officer.
Key responsibilities
- Establish and maintain PMO standards and governance, ensuring consistent frameworks, documentation, and effective programme controls.
- Lead programme planning, reporting and performance tracking, providing timely, high-quality insight to senior stakeholders.
- Manage delivery oversight, including risks, issues, dependencies, change control and resource planning across workstreams.
- Support programme assurance activities (e.g. Gateway, DAO, TAF), ensuring compliance with required reviews and controls.
- Enable effective governance, ensuring meetings, reporting and decision-making processes run smoothly.
- Drive continuous improvement and team cohesion within the PMO and across the wider programme.
- Lead and develop staff, including line management and building team capacity.
Experience required
- Significant experience of working within a Programme Management Office (PMO) on complex projects.
- Experience of developing and maintaining delivery standards, frameworks and methodologies.
Working pattern
This role is a permanent level transfer position (lasting for the duration of the project).
Our standard hours are 35 hours per week and we offer a range of flexible working options depending on the needs of the role, including Flexi-leave. Scottish Government staff in hybrid-compatible roles should aim to work in-person 40% of the time, either in an office or other agreed work location. OverviewThe More Homes Scotland Transition Team is looking for a PMO Officer to help drive forward the establishment of Scotland's new housing delivery agency. This role offers the opportunity to work at the heart of a high-profile transformation programme, coordinating key projects, supporting governance and delivery, and helping ensure the agency is established on strong foundations.
More Homes Scotland Is being established as a new Executive Agency of the Scottish Government, in response to the scale and urgency of Scotland’s housing challenges and the need for a stronger, more delivery focussed approach to housing supply.
The creation of More Homes Scotland reflects a commitment to address these challenges by simplifying how housing delivery is supported, strengthening operational focus, and enabling greater scale and speed of delivery across all tenures.
To support the move from programme design to implementation, a dedicated, time-limited Transition Team has been established. The Transition Team’s primary goal is to design, coordinate and oversee the establishment of More Homes Scotland, ensuring the agency is set up in a coherent, well governed and deliverable way.
The team will:
- Develop the agency’s Target Operating Model, clarifying its core functions, roles and ways of working
- Coordinate governance, assurance, finance and resourcing actively to ensure readiness for implementation
- Support informed Ministerial decision making and alignment with wider public service reform objectives
- Work collaboratively with colleagues across Scottish Government and with stakeholders to draw on delivery expertise and share the agency’s design
The Transition Team will play a critical role in ensuring More Homes Scotland is positioned to move confidently into its next phase, with clear purpose, strong foundations and a shared understanding of how it will operate and add value.
