Senior Technology Delivery Manager

The Senior Technology Delivery Manager plays an important role within the Home Office’s Digital Directorate and is positioned within the Police & Public Protection Technology (PPPT) Portfolio. PPPT works in partnership with Police Forces, agencies and arms‑length bodies of the Home Office, involved in law enforcement to cut crime and prevent abuse and exploitation. An increasing dependency on technology is at the heart of the ongoing reform and modernisation of the Police and its uses are varied.

The Law Enforcement Cloud Platform (LECP) is designed to host national law enforcement applications in a single, secure, cost‑effective and flexible environment. It is the Home Office’s strategic platform that supports the replacement of legacy infrastructure that is siloed, inefficient, expensive, or at risk of failure and nearing end of support.

What you will do
  • Take responsibility for delivery of technology products and services, facilitating and coaching teams in using the most appropriate methodologies in complex, ambiguous situations. Facilitate structured approaches to problem‑solving and competing user needs, continuously improving processes and performance.
  • Create and maintain realistic plans, keeping delivery on track within quality, cost, and time constraints. Remove blockers to success, managing stakeholders and engaging with governance as appropriate.
  • Develop motivated, functioning teams, empowering collaboration and delivery while giving direction and constructive feedback. Monitor the profile and health of teams and work with them to resolve issues.
  • Ensure that risks are identified, understood, and mitigated, involving specialists where necessary.
  • Manage engagement with technical and non‑technical stakeholders. Collect and use feedback to measure, develop and enhance stakeholder relationships and resolve issues.
  • Act as a routine contact point for suppliers involved in delivery. Monitor supplier performance and help to resolve problems with suppliers.
What you will bring
  • Leading teams in different delivery approaches, such as Agile, guiding them in implementing the most appropriate methodology for the situation, while continuously reflecting and challenging them to inspect and improve processes.
  • Facilitating teams in the delivery of cloud technology products and services throughout their lifecycle, using Jira and Confluence.
  • Creating the best team makeup for the situation, bringing people together into a motivated team, identifying and rectifying issues in the team dynamic.
  • Identifying, prioritising and managing risks, issues and dependencies.
  • Communicating and mediating between technical and non‑technical stakeholders, managing stakeholder expectations, resolving issues and improving relationships.
  • Monitoring the performance of suppliers and involving SMT and commercial to help resolve issues and provide deserved feedback.
  • Proven experience in delivering secure, resilient, and scalable solutions on AWS, with practical knowledge of core services.
  • Ability to apply cloud governance and compliance frameworks, while ensuring robust security and cost efficiency.

The Migration Advisory Committee (MAC) advises the government on a range of migration policy issues, offering independent evidence‑based advice. It has established a world‑class reputation for the quality of its advice and its influential role in the system.

The MAC aims to deliver high quality evidence‑based reports and policy advice in response to commissions from the Government. The MAC also operates its own research programme to improve and broaden the existing evidence base on issues related to migration.

Purpose

The MAC Chair, appointed by the Home Secretary, is responsible for leading the Committee in the delivery of its responsibilities. This is a high‑profile role on a key government delivery priority, and the Chair will be a key adviser in helping to shape Government policy.

The Chair will establish effective working relationships within the Committee, including with the Deputy Chair, across the MAC secretariat (Civil Service teams of c.30 that support and deliver work of the committee) and with government departments and independent bodies (e.g. the Industrial Strategy Advisory Council and Skills England). The Chair will also provide executive analytical input and offer strategic leadership.

The MAC is an independent, non‑statutory, non‑time limited, non‑departmental public body that was established in 2007 and is funded by the Home Office. The MAC was established to provide transparent, independent, evidence‑based advice to the government on migration.

Qualifications and Experience
  • Experience: a strong track record of delivery on significant labour markets or migration economics issues within the private, public or voluntary sectors
  • Leadership: the ability to set strategic vision and drive forward priorities of the Department and MAC, protect independence, and harness and develop the skills of a diverse team
  • Knowledge: a clear understanding of the work and challenges of the MAC and the context within which it operates
  • Excellent economics and quantitative analytical skills, with the ability to design, conduct, and interpret both quantitative and qualitative research, and to make clear and objective evidence‑based recommendations to support the delivery of the MAC's objectives
  • Collaboration: ability to work closely with the MAC, Secretariat and other key stakeholders, providing support, constructive challenge and assurance as appropriate
  • Communication: strong communication and interpersonal skills with the ability to listen, accept challenge and constructively challenge others in discussions with clarity and respect
  • Relationship building: ability to build strong stakeholder relationships, including with Ministers and Senior Government officials and external stakeholders.
