What We Are Looking For and What to Expect From Us
We are currently looking to recruit a Senior / Supervising Social Worker for our friendly and dynamic team to work with Foster Parents primarily in the Teesside area, with the possibility of some households in other areas of the North East.
- You will be responsible for the recruitment, training, assessment, support and supervision of a range of Foster Parents, ensuring high-quality placements for looked-after children.

- You will need to be a qualified Social Worker and hold current Social Work England registration. Recent experience in fostering and children's services is desirable, although less experienced candidates will be considered. You will possess a good working knowledge of relevant legislation, policies and procedures in relation to fostering and safeguarding.

Requirements
ISP Enfield is currently seeking a qualified and experienced Social Worker or Senior Social Worker who is enthusiastic, committed and has an appreciation of the role of the foster parent and their skills. We ask our Social Workers to take a collaborative approach with foster parents in order to promote meaningful and relevant supervision of placements. Experience of working with foster parents as professional colleagues and working within a multi-discipline arena is essential, as is holding a full driving licence and having unrestricted access to your own car.
This is a demanding position which includes both a quality assurance role to maintain high standards and a training role to prospective and current foster parents. You will be an excellent report writer and able to work to strict deadlines.
- Hold a Social Care England recognised qualification in Social Work or equivalent

- A comprehensive working knowledge of all relevant legislation pertaining to children's services as well as publications

The Independent Football Regulator (IFR) has been established to protect and promote the sustainability of English football, for the benefit of fans and the local communities football clubs serve.
The IFR will help improve financial sustainability of clubs, ensure resilience across the leagues, and safeguard the heritage of English football. It will operate a licensing regime, set corporate governance standards and monitor, protect, and promote financial resilience. It will also enforce compliance with requirements on financial regulation, club ownership and directors, fan engagement, and heritage protection.
The IFR will also have powers to prohibit clubs from joining competitions that are not fair or meritocratic, or that threaten the heritage or sustainability of English football.
Responsibilities Include
We are looking for a Supervision Senior Manager to join the Independent Football Regulator (IFR).
The supervision function will sit at the heart of the Independent Football Regulator, undertaking core regulatory activity such as conducting financial analysis of the clubs, processing applications for licences as well as monitoring ongoing compliance with licence conditions and rules. It will also be a focal point for managing the IFR’s relationship with the clubs it regulates.
The Senior Supervision Manager will oversee the day-to-day supervisory activity including account management of individual clubs. They will also help to set the overall supervision strategy and work with policy colleagues on changes to the regulatory framework.
The successful candidate will therefore play a crucial role in developing the supervision function within the new organisation, building capability and the operational processes and controls necessary to ensure effective oversight of clubs within the scope of the new regulatory framework.
They will need to ensure close working with data, policy, legal and enforcement teams so that regulatory oversight is effective and coherent and that the IFR’s board is supported to take robust regulatory decisions.
Essential Requirements:
- Experience in financial supervision or ensuring compliance in a regulated sector, demonstrating sound judgement.
- Expertise in Prudential Financial analysis, including liquidity and funding structures.
- Excellent stakeholder management skills, supported by the ability to communicate to a wide range of technical and non-technical audiences.
- Demonstrating sound judgement and ability to reach evidence-based decisions, balancing a range of considerations and complex sources of information to ensure legally defensible outcomes.
- Strong delivery capability, successfully delivering at pace in a complex and high-risk project / programme environment.
- Ability to provide strong direction and persuasive future vision for the supervision function, including experience designed and delivering supervisory strategy.
- A collaborative approach and ability to think creatively about new and emerging supervisory issues.
Desirable Skills:
- Understanding of the football industry, including financial regulation and familiarity with the English football pyramid.
- Expertise in Prudential Financial analysis, risk management or audit.

Duties Will Include
- Support Foster Parents and their families to achieve outstanding outcomes for all children and young people in foster care
- Supervise, support and monitor the continued suitability and competence of Foster Parents, ensuring they provide a safe, healthy, nurturing and learning environment for children and young people
- Ensure that Foster Parents fully understand the fostering task, competencies to be achieved and the standards expected, including complaints and representation procedures as detailed in the FCA policies and procedures

- Work in partnership in a team parenting approach to help identify any needs within the foster family, e.g. respite, activities, therapy and holidays, with all members of the child's network, including contributing to all relevant meetings and any other tasks defined
- Ensure each child and Foster Parent's records are fully compliant in respect of all key documentation
- Attend meetings and/or provide reports for commissioning teams to address individual packages of care
- Promote participation of children and young people in the development of the agency and in accessing resources and opportunities in their local community
- Deliver training to Foster Parents
- Participate in an out-of-hours support service on a rota basis
- Undertake occasional initial home visits and Form F assessments
You Must Have
- A Social Work qualification
- Professional registration with Social Work England or equivalent
- Proven ability to produce a high standard of report writing
- A comprehensive working knowledge of relevant legislation and child safeguarding procedures
- The willingness and ability to travel extensively across the Yorkshire area
- Confidence with transporting children and young people in sometimes stressful or difficult situations
