The role of Technical Supervisor is required to manage a team of hard service technical and semi-skilled employees and sub-contractors. This Supervisor will ensure safe and efficient delivery of planned maintenance, reactive tasks, extra works and minor projects. The supervisor will also ensure business, safety, environmental and operational objectives are met in an efficient and effective manner across the portfolio.

The Role
  • Ensure that maintenance tasks and inspections are executed as per specification and plan. This will include monitoring of CBRE staff and subcontractors whilst on site.
  • Raise notifications/quotes for emerging work resulting from planned maintenance works.
  • Scope all jobs and produce work packs including risk assessment/safe working procedure methods.
  • Undertake first line personnel management managing engineer’s overall performance in respect to CBRE values and behaviors in line with the contractual SLAs. Ensuring the team is efficiently utilised and productivity of team is optimised.
  • Host technicians & operative’s monthly meetings inclusive of toolbox talks & business updates.
  • Undertake site inspections and audits.
  • Ensure technicians & operatives training and performance appraisal is scheduled and completed within the correct time scales.
  • Utilise company IT systems including CAFM system.
  • Liaise with FM Helpdesk to coordinate & manage all client requests and meet SLA’s
  • Manage life cycle report and critical spare list.
  • Provide reports and present all technical analytics and trends for CBRE internal and Client group.
  • Ad-hoc task as may be required from time to time.

The Role

As an EC&I Project Engineer, you will develop EC&I Construction Work Packs (CWPs) from BUK design, following key client standards and specifications. The CWPs will be used for tendering, sub-contractor management, handover and closeout.

You will be based from BUK (Head Office) in Warrington to assist in constructability reviews of EC&I designs with weekly visits to NGT sites.

This position offers the opportunity to contribute to the successful delivery of a multi-discipline project, on national infrastructure for a Key BUK client.

Key Activities
  • Develop EC&I CWP’s for various design packages, ensuring they meet technical, safety, and regulatory requirements
  • Ensure that work packs include all necessary drawings, specifications, procedures, ITP’s, RAMs for a successful delivery
  • Ensure that subcontracts awarded are executed within budget and programme requirements, escalating concerns early
  • Collaborate with project / construction managers, engineers, and other stakeholders to plan and schedule EC&I installation/commissioning activities
  • Coordinate with the sub-contractors to ensure that resources will be available in time for CWP execution
  • Identify potential risks and issues, and proactively address them to avoid delays or safety concerns
  • Communicate with other departments to ensure all stakeholders are aligned on project timelines, scope, and deliverables
  • Ensure that the EC&I Engineering lead is kept informed of progress and any issues as appropriate
  • Chair weekly meetings with nominated subcontractors to proactively drive construction
  • Attend any meetings with clients and their representatives as required
  • Ensure the standards/quality of handover documentation is delivered and that accurate records are being produced
  • Make independent decisions on issues, providing expert technical support within the project delivery team.

Experience & Qualifications
  • Minimum of 5 years of experience in E,C&I engineering, with at least 2 years in a hazardous industry, such as petrochemical, oil and gas, nuclear.
  • MSc/Degree/ HND/C in discipline or related field experience
  • CEng or IEng (Chartered/Incorporated) Preferred
  • Good communication skills required
  • Good interpersonal skills required as part of a large project team
  • Suitable IT skills – MS Office

Main Responsibilities

• Be proficient in using different brands of PLC/PC software application automation packages and be able to use programmers to diagnose faults on automated systems

• Complete PC healthchecks, replace hard drives, backup and restore applications
• To survey automation systems and deliver adoption / obsolescence reports, advising clients regards risk and upgrade paths.
• Be able to make minor modifications to PLC code and systems including changing PLC cards, identify and rectify coding issues, ability to read code and move sequences on in order to continue production as well as deliver small PLC / HMI / SCADA projects.
• Support the sales team with technical solutions and estimates by selection & specifying of PLC/HMI/SCADA hardware and software
• Observe production sequences in order to provide suggested improvements to reduce rates of failure and increase productivity as well as providing root causes of failures and repairs.
• Comply with all BUK safety rules and create effective RAMS
• Comply with all BUK company processes and procedures

Qualifications and Experience

• A degree or HND/HNC in Electrical / Electronic Engineering, Control Systems or relevant discipline and / or completed an engineering apprenticeship
• Previously worked within a commissioning role and / or maintenance role, with the ability to fault find via multiple PLC manufacturers and types
o Siemens, Rockwell, Omron, Schneider, Mitsubishi
• Understanding of electrical systems.
• A self-starter and strong team player, flexible and able to work without close supervision.
• Desire to learn and support new technology / alternative control systems.
• Be able to connect to OS networks using products such as profitrace to report on and diagnose network health, providing recommendations
• Be able to attain security clearance such as SC and CTC
• Excellent communicator, both written and verbal

Job description
  • Reporting to the Lead EC&I Engineer, you are responsible for the production of the C&I design within single or multi-discipline engineering EPC Environment.
  • Manage a team of engineers and designers in delivery of high-quality EC&I designs, including Fire & Gas detection and protection systems, in line with project scope and industry standards.
  • Collaborate closely with the Lead Engineer to ensure designs are delivered on time and within budget, maintaining alignment with other disciplines such as Mechanical, Civil, Structural, Process, and Automation.
  • Participate in internal and external design reviews.
  • Demonstrated ability to translate Scope of Work into actionable deliverables, effectively delegate tasks to team members, and maintain full accountability for the technical accuracy and quality of all outputs.
  • Ensure technical integrity and compliance of all EC&I deliverables including third party deliverables.

Your profile

If you have the following, then we are looking forward to meeting you
  • More than 5 years of experience as a Senior EC&I Engineer, in single / multi-discipline projects, in an Engineering / EPCM / EPC environment.
  • Strong grasp of EC&I discipline, with the ability to lead and coordinate designs.
  • MEng / BEng / HNC / HND in EC&I Engineering
  • Chartered or Incorporated Engineer (Preferred)
  • Experience with Radiological Surveillance Systems (RSS) (Preferred).
  • Proficient in checking and approving EC&I engineering deliverables including but not limited to Single Line Diagrams, Cable Calculation, Loop Diagrams, Instrument Hook-up Diagrams, Instrument Datasheets, IS Calculation, Instrument Index, Block Cable Diagram.
  • Excellent planning and coordination skills, with the ability to manage dependencies across disciplines and drive project success.
  • Demonstrate proficiency in applying key industry standards.
  • Experience with Plant 3D and/or Revit
  • Result oriented. You are only satisfied after your engineering and design is accepted by the client.

Job Description

Due to increased opportunities and demand in the Energy & Natural Resources division, the North West team are recruiting for Senior Cost Engineers to join a diverse and supportive team during a period of significant growth. Our nuclear client is at the forefront of industry leading change, and we are keen to speak to like-minded individuals with senior cost engineering experience to see what Turner & Townsend can offer you. Candidates will be required to be present in our client office in Warrington for 3 days per week. 

MAIN PURPOSE OF ROLE 

A Senior Cost Engineer will be responsible for work packages and projects of varying size and complexity. Due to the nature of the programme of works, work packages may vary in size with Senior Cost Engineers accountable for control of cost on multiple smaller projects or one which could be significantly larger in value. A Senior Cost Engineer will be responsible for taking the lead on cost control for multiple non-related projects or single highly complex projects within the programme of works. They will understand and manage relationships between time, cost, risk, change, reporting and scope, with accountability for creating and maintaining robust cost controls and reports that provide our clients with accurate data to drive management decisions. They will play a key role in ensuring that client objectives are met and that projects are delivered to time and cost targets and the appropriate quality standards. 

Key Accountabilities 

As a Senior Cost Engineer, you have a passion to provide services as required by our clients, which may include: 
  • Tailoring Cost Control approaches to meet the client’s needs and aligning with best practice. 
  • Implementing, administering, and maintaining cost control systems and procedures to track project budgets, commitments, expenditures, and forecasts. 
  • Working with the Integrated Project Team to establish a robust, integrated, well structured, accurate Performance Measurement Baseline (PMB) and support the change control process. 
  • Development of project Cost Breakdown Structures (CBS), align the time phasing of budgets against the Work Breakdown Structures (WBS), to accurately track and control actual costs. 
  • Map and integrate cost estimates to the Work Breakdown Structure, in order to set the project budget against the correct Work Packages, Planning Packages and Control Accounts. 
  • Adherence to NEC or FIDIC contract processes for management, control and reporting of cost data 
  • Lead the production of accruals to ensure that the Actual Cost of Work Performed (ACWP) is accurately reflected in a timely manner in the cost data. 
  • Support the change process by providing cost information for change notes and to underpin forecasts. 
  • Update project forecasts to ensure comprehensive and aligned Estimate To Complete (ETC). 
  • Work with the project team to set out and implement cost capture requirements, including ensuring appropriate work orders (WO) are in place, structure of requisitions, aligning Purchase Order (PO) structure with WO’s and ensuring sub contract data provided can be used to monitor and control costs 
  • Align Purchase Orders with CBS to give clarity of Cost Performance Indices at an appropriate level within the Project;      
  • Validate and interrogate supply chain data to assist in accurate cost forecasting and trending and work with the supply chain to understand variances, drive cost accuracy and timely and accurate reporting 
  • Ability to interact with Management / Leadership members when delivering updates on Cost Control within a complex project/programme environment. 
  • Ability to guide and influence whilst delivering to cost control processes, on complex projects/programmes along with all associated processes & reports. 
  • Demonstrate leadership whilst developing technical ability of delivery and cost control team. 

Qualifications

You have senior professional Project Controls experience specialising in Cost Engineering/Control in one or more sectors across the whole Project lifecycle. While nuclear experience is desirable it is not an absolute requirement. You have a detailed understanding of Earned Value Management (EVM), progress reporting, forecasting and performance reporting and analysis and can coordinate and work with other teams utilising your multi-disciplinary knowledge.   

You will be a strong communicator, able to demonstrate leadership behaviours with the ability to influence, manage, motivate, coach and develop a team by fostering a diverse and inclusive environment. You promote empowerment and contribution and have a passion to build a community and support network beyond your delivery role. 

You also: 
  • Will be able to obtain BPSS level security clearance. 
  • Are a member of a relevant professional body e.g., Association for Project Management, Project Management Institute. 
  • Are familiar with different cost performance reporting and cost forecasting techniques. 
  • Have experience leading Cost Control Assurance activities as part of project performance cadence. 
  • Understand how other aspects of Project Controls (Scheduling, Risk Management, Reporting, Change Control) interact with Cost Control is desirable. 
  • Have excellent verbal and written communication skills. 
  • Have the ability to make risk-based decisions where the parameters are unclear, and judgement is needed. 
  • Have strong leadership skills with the ability to mobilise, inspire and lead by example. 
  • Have strong stakeholder management experience. 
  • Can navigate through conflict situations and defuse tension. 
  • Have a desire to work within the nuclear sector.
