Job Description:Locum Legal Project Lawyer – Up to £65 per hour (umbrella) – 6+ months
Venn Group’s specialist legal team is currently working with a Local Authority seeking a Locum Lawyer with strong governance, company law, and public sector experience to lead a key review project.
Role Overview:
• Position: Locum Legal Project Lawyer
• Location: Remote working with first day attendance
• Contract Length: Initial 6 months, with possibility of extension
• Rate: Up to £65 per hour (umbrella)
• Hours: Full time (compressed working considered)
Key Responsibilities
- Lead and manage legal workstreams for LATC and commercial projects from initiation through to completion, ensuring effective collaboration across departments and timely delivery.
- Advise on the establishment, governance, and operation of LATCs, including:
- Drafting and negotiating shareholder agreements.
- Structuring boards and constitutional documents.
- Ensuring Teckal and in-house exemption compliance.
- Provide company law guidance on incorporation, directors’ duties, and statutory obligations.
- Support compliance with public procurement law, subsidy control, and local authority trading powers.
- Streamline governance and legal workflows, identifying and implementing process improvements to reduce duplication and accelerate delivery.
What We’re Looking For
- Qualified solicitor or barrister (England & Wales), or equivalent legal qualification.
- Proven experience advising on LATC setup and governance, including Teckal compliance, shareholder arrangements, and corporate structuring.
- Solid understanding of:
- Public procurement law and its application to local authorities.
- Companies Act 2006 and company governance frameworks.
- Local government trading powers and commercialisation strategies.

The team’s expertise spans litigation, international arbitration, and dispute board proceedings across a range of sectors, including water, transport, heavy engineering, manufacturing, oil & gas, nuclear, and renewable energy. They regularly advise on some of the largest and most complex infrastructure and energy disputes in the UK and internationally. - Acting for major contractors on delay and variation claims relating to offshore wind farm developments in Europe and North America

What we are looking for:
