About the role
As a member of the Health, Education and Social Care Start Well Team, the Housing Commissioning Manager will play a vital role in ensuring the wellbeing of our children and young people aged 0-18 (and up to 25 with a EHCP), with Learning Disabilities, Mental Health problems, Autism and Physical Disabilities.
The Housing Commissioning Manager will be required to understand the population, their resources, needs, and aspirations, legislative requirements now and in the future. The postholder will be required to work with local people and our organisational partners, to make the most effective use of local resources and develop solutions to meet needs and aspirations. The Housing Commissioning Manager will play a key role in supporting continuous improvement so we can be even more ambitious for our organisations and communities in the future. The role will require close partnership working with local people, the Districts and City Council Housing Departments within Oxfordshire and providers and landlords. This will achieve an evidence based, person-centred, place-based and outcomes focused approach.
The postholder will lead on day-to-day commissioning activities, including developing commissioning strategies, managing risk and working with operational and support services to manage the commissioning cycle. The role will require you to learn and adapt to deliver positive outcomes in efficient and consistent ways, constructively challenging how services are provided and working together to build on our strengths, whilst being a key player in the delivery of the work to reduce youth homelessness in conjunction with the Ministry of Housing, Communities & Local Government, Homelessness and Rough Sleeping Directorate. The role will also line manage the Senior Housing Practitioner who will provide operational support to the role.
About you
Ideally you will have a relevant qualification or degree in Health, Education, Social Care or Commissioning (or equivalent experience). You will have previous experience of housing services and commissioning (preferable in local government or wider public sector). You will have the ability to analyse needs, demands and gaps in services working with the data we have available, through research and engagement with our community and stakeholders (including partners). This will require you to have good communication skills (verbal and written) and be able to work in a collaborative way, resulting in the effective design of new or existing services. You will have experience of constructing reports, such as business cases, options appraisal and other associated reports. You will have a good understanding of project management and be able to develop detailed project plans including the management of these and appropriately escalate risks.

Key Responsibilities
- The Project Manager will lead the full project team for successful completion of the works.
- Using acquired skills and knowledge to Manage all aspects of project delivery.
- Working with the commercial and site teams to maintain accurate site records, produce progress/status reports both for internal and client use.
- Arranging site surveys and preparing documentation for the Commercial team to provide quotes to our clients. Obtaining quotes from suppliers and sub-contractors where necessary to assist or complete estimates/quotes to be issued directly to the client.
- Commercial awareness and ability to document changes to client construction software (CEMAR) including but not limited to CE's/TQ's/EWN's etc.
- Assist with material procurement and supply chain management.
- Allocate correct labour resources to projects and liaise with the operatives directly to communicate.
- Actively monitor the construction sites to control all aspects of project delivery.
- Provide governance to ensure all key aspects of project delivery including health and safety, quality, compliance, sustainability and security are maintained to the highest possible standards.
- Assist with producing programmes of work, monitor & report progress against the programme.
- Assist with producing Health & Safety (SSOW), Quality, Compliance and Handover documents.
- Produce regular management status and performance reports.
- Ensure management and operatives hold the appropriate prerequisite training and security clearance to suit the project requirements.
- Liaise with existing and new clients to create new business opportunities.
- Build and maintain relationships with clients, subcontractors and suppliers.
Experience needed
- Experience (5 to 10 years) of leading and delivering significant multi m scale projects in a Principle/Main Contractor environment (Tier 1) and programmes in complex, technical and highly regulated environments, and proven track record of managing and engaging effectively with internal and external stakeholders in such environments.
- Experience leading, motivating and managing technically based multi-disciplinary teams, including internal and external resources, to drive integration, teamwork and problem solving while holding teams accountable for performance.
- Demonstrable experience of successful delivery of complex projects to time and budget.
- Experienced and comfortable with change with the ability to work with an organisation that is undergoing significant transformation and can demonstrate a proven ability to conform to shifting priorities, demands and timelines through analytical and problem-solving capabilities.
- Experience of establishing strong positive relationships with the supply chain, including procurement and contract management of complex technical contracts.
- Visible leadership - able to lead through engaging, motivating, coaching and empowering others.
- Collaboration - able to establish and develop collaborative relationships with internal and external stakeholders, bringing people together to benefit projects or programme.
- Experienced in the management of NEC Contracts

They’re immediately wanting to hire a competent project running / supporting Construction Project Manager for their retail asset projects and university estate capital projects. They already have several retail asset management projects (cut and carve and ‘tenant agreements to occupy’ units) alongside a new large retail park scheme (80+retail units) and various university capital projects on their books.
Supported by an Associate Director, you will become an integral part of their close-knit team making significant contributions to the business, both commercially and culturally. Your primary role will be to manage projects as independently as your experience allows. Typically, ‘cut & carve’, strip outs & remodelling projects but also supporting other Senior colleagues on larger new build schemes, cultivating appropriate skills and experience as part of any on-going CPD.
Projects are located across the UK, with majority in Southeast and Midlands so candidate must be able to drive, own their own vehicle and be within an 1hrs commute of the Newbury area.

In this role you will take ownership of multiple commercial landscaping projects from mobilization to completion, ensuring they are delivered safely, on time, within budget, and to the highest quality standards - all while leading site teams and building strong client relationships

The Role
- Manage the delivery of multiple commercial landscaping projects, ensuring quality, safety, and efficiency across all sites.
- Lead, coordinate, and support site teams including supervisors, operatives, and subcontractors.
- Liaise with clients, developers, and internal teams to maintain strong relationships and clear communication.
The Person
- Experienced in Contracts Management with a background in Construction or Landscaping
- Driving License
