As part of our continued and ambitious UK growth, we have identified opportunities to grow our specialist Environmental Permitting and Compliance (P&C) team. Although our P&C team are currently located across our Exeter, Birmingham, Shrewsbury and Warrington offices, this new **Principal Consultant** role could be based in any one of our UK offices, with hybrid working allowing for a mix of in-office and home working. You would be joining a team providing expert advice and services to clients across water, energy, waste, resources, minerals, infrastructure, and development sectors.
As a Principal Consultant you would take the lead on guiding our clients through the consenting process under the Environmental Permitting Regulations (EPR) regime in England and Wales and equivalent in Scotland and Northern Ireland. Our work includes initial feasibility and due diligence, consenting strategy/coordination and stakeholder liaison, environmental permit applications and co-ordination, through to extensive operational compliance, auditing, and surrender support. We are trusted by our clients and provide strategic advice to help them navigate complex and often competing regulatory requirements, with our primary focus on supporting the UK Water industry.
No two projects are the same and our team advises across the spectrum of activities regulated under EPR regardless of sector including: water activities; waste; industrial installations; power generation and combustion; chemicals; and radioactive activities. A significant area of growth is 'industrial permitting' which can often include complex regulatory approaches with multiple activities and interlinked regimes, as well as growth in our operational compliance, environmental, health and safety (EHS) auditing and environmental consenting services.
We work across Stantec's UK business closely collaborating with our technical specialist teams (including but not limited to environmental planning & EIA; air quality; hydrogeology; water environment & quality; noise/acoustics; engineering; asset management; regulatory advice; and business improvement & transformation). There is opportunity for the successful candidate to bring their environmental permitting and compliance experience to build the interactions between one or a number of these disciplines to meet client needs.
**About you**
We are looking for an individual who can manage and direct a range of complex projects whilst building client relationships within an agile consulting team. It will be essential for this individual to be a highly adaptable problem-solver who thrives on a dynamic workload.
To be successful in this role you will have a deep understanding of environmental themes, prevailing regulation, and emerging themes in the UK. You will have a proven track record of navigating these themes to support clients across multiple sectors.
You will ideally hold a bachelor's degree in a relevant environmental/earth science, broader environmental management, or engineering discipline.
You will hold or be working towards chartered membership with a relevant professional body and be committed to continued professional development of yourself and others.
You may currently work in environmental or engineering consultancy, directly for industry operators, for the UK environmental regulator(s) (e.g. EA, NRW, SEPA or NIEA), or for comparable organisations.
You will be an expert in one, or a few, specialist areas associated with the EPR regime and looking to grow a workstream, mentor staff, and build client relationships.
We do not expect one individual to necessarily be familiar with all areas in which our team advises given the breadth of services, however ideally you will have a track record in:
+ Industrial Environmental Permitting and aligned regulations, including but not limited to the Industrial Emissions Directive (IED), Medium Combustion Plant Directive (MCPD), Energy from Waste, etc.
+ Environmental consenting for multidisciplinary projects, including the interactions between environmental planning & EPR (including environmental consenting strategies).
+ Experience working across the devolved nations and under the different regulatory regimes.
+ Preparation of Environmental Management Systems (EMS) including working with operational teams to ensure implementation and provision of ongoing compliance support.
+ Environmental and Health & Safety auditing skills experience with NEBOSH Diploma or equivalent recognised health and safety qualification.
+ Environmental due diligence skills and experience, to include knowledge and experience of ASTM Phase 1 standards and other environmental protocols.
Experience within the UK Water industry is preferable, or experience in the EPR regulated activities e.g. biological treatment (anaerobic digestion), discharges and abstraction.
Travel will be required between Stantec's UK offices but also to attend client meetings, site visits and industry events (workshops, conferences, etc.) where these cannot be attended remotely.

Job profile

To support the development of environmental permit applications for early site-based activities and the major construction water discharges and operational permit requirements. Initial activities will include supporting the development of plans for permissions application development. The post holder will be expected to have experience in managing a supply chain as well as acting as a subject matter expert in the field of environmental permitting.

The permitting specialist will work as part of a small permissions team, reporting to the Permitting Manager, and will support the overall programme of major permissions applications.


Responsibilities:

  • Work with the Permitting Manager in developing and delivering the strategy and plans for environmental permitting activities.
  • Act as technical lead for permitting activities allocated to them by the Permitting Manager.
  • Project management of environmental permitting projects to secure permits, including managing supply chain inputs.
  • Ensure alignment between permitting assumptions and the baseline project scope and ensure close coordination between permitting, project development/ design activities, land use planning and coordinate with related licencing and organisational capability development work.
  • Ensure best practice is implemented in relation to creation of evidence and management of documents and records.
  • Engaging with external stakeholders (including in particular the Environment Agency and Natural Resources Wales) in relation to environmental permitting.
  • Actively engage in communications/ consultation activities associated with both the Planning Consents and Permits team and wider project.
  • Managing overall delivery to cost, time, quality and to meet defined objectives.


Knowledge, Skills and Experience required:

  • A proven track record in the management and delivery of similar scopes of work.
  • A qualification in a relevant discipline such as environmental science or engineering, membership of a relevant professional institution.
  • Demonstrable technical knowledge and experience of the legal and regulatory requirements for projects at all stages of the permitting process.
  • Track record of delivering similar projects on time and on budget.
  • Understanding the needs of quality and how quality is assured and controlled in their area of expertise.

We are seeking an Environmental Lead to play a pivotal role in the development of the UK's first large low-carbon hydrogen production plants - a cornerstone of the nation's industrial decarbonisation strategy.

This is a COMAH critical role with significant influence on environmental compliance and performance during the design, construction and operation of a new hydrogen facility.

The Role

As Environmental Lead , you will:

  • Lead the development of environmental permitting, compliance and management systems for hydrogen production plants through all phases - design, construction and operations.

  • Ensure compliance with environmental legislation, COMAH requirements and industry best practice.

  • Oversee delivery of environmental aspects of planning consents, permits and pre-operating conditions.

  • Develop and implement ISO 14001 environmental management systems, as well as contribute to broader sustainability and climate resilience frameworks.

  • Monitor environmental performance during construction and set standards for best practice.

  • Act as subject matter expert, providing guidance and training across teams.

  • Build strong working relationships with regulators, industry associations, and third-party specialists.





About You

We are looking for someone with:

  • A degree in environmental science, environmental management or related discipline (postgraduate qualifications or chartered status desirable).

  • Experience in delivering planning consents and/or permits, with a solid understanding of industrial environmental issues and regulation.

  • Practical experience in COMAH or high-hazard manufacturing environments (advantageous).

  • Strong communication and influencing skills with the ability to engage internal and external stakeholders.

  • A proactive, detail-driven approach with the confidence to challenge and improve environmental performance.

Currently we are seeking an Environmental Adviser / Scientist to join us, ideally in our Taunton office, but we are open to considering applicants from elsewhere in the UK. We will also give consideration to part-time working where a suitable candidate applies for the role. You will be involved in supporting and assisting in the delivery of project environmental objectives and targets. Primarily, you will be assisting the EIA and environmental management teams by conducting environmental planning reports, EIAs and environmental management studies and audits. Alongside this you will be responsible for managing environmental and sustainability issues.
**About You**
Ideally, you will hold a Bachelor or master's degree in one of the following Environmental Management, Environmental Impact Assessment, Environmental Science or Environmental Planning that is accredited by the relevant professional body (CIWEM, IEMA or RTPI). You should be able to highlight capability as an Environmental Advisor. With this you will have knowledge of EIAs, environmental management studies and audits and are experienced in analysing and presenting data using a geographic information system (GIS). General knowledge of ecology, flood risk, town planning or water resources would be beneficial.

About this Job:

As a result of a growing and diverse pipeline of projects, we require a Principal Consultant to join our growing Environmental Assessment and Consenting team.


You will play a pivotal role in the development of our business, supporting our Technical Director EIA and our Senior Leadership Team in the management of large and complex projects and also in playing significant part in business development.


The position would be nominally based in our Mold (North Wales) office, however, Atmos offers a flexible hybrid working arrangement to suit both candidate & business needs, including the option to work from our sister company’s Manchester office.


The day-to-day requirements of the post would include:

  • Managing the delivery of large and complex projects both including client and subcontractor management, project budgets, programme and invoicing.
  • Identification and management of project risks with the support of the Project Director.
  • Provide technical leadership role in one or more environmental or planning specialisms and providing technical environmental & planning advice to clients in the renewable energy and other sectors.
  • Preparation of tenders including obtaining quotes from subcontractors and preparation of fee proposals.
  • Preparation and review of written technical reports for approval by Project Directors.
  • Taking a lead role in business development through the engagement with Atmos’ own professional networks, developing new opportunities in England and Wales in tandem with other Atmos teams and partner companies, as well as building their own networks.
  • Acting as a client account manager for larger clients ensuring that their needs are met and securing opportunities for repeat business;
  • Mentoring and advising junior staff (in a line management capacity where appropriate) and acting as a ‘go to’ for technical advice;
  • Assisting the Technical Director with the management of the team including finance and budgeting; business planning and forecasting;
  • Deputising for the Technical Director as appropriate.


The Person:

The ideal candidate would have:

  • Masters degree in an environmental discipline and 7 or more years’ experience
  • A Chartered Environmentalist or Town Planner.
  • Robust project management skills with a proven ability to plan and deliver works in line with budgets and programme deadlines.
  • Be able to work calmly under pressure and to juggle competing demands effectively
  • Excellent interpersonal and communication skills, with the ability to work collaboratively with multifunctional team both internally and externally.
  • Excellent report writing skills and attention to detail.
  • In-depth understanding of the planning and environmental assessment legislations across the UK.
  • Experience of growing clients and undertaking business development activities would be an advantage.
  • Experience of line management and mentoring of junior staff.
  • Full Driving Licence
