The Role
We have an exciting opportunity for an Infrastructure Development & Delivery Lead to join our RAPID team. This role is at Principal level and the successful candidate will act as the main point of contact for a group of Strategic Resource Options (SROs) in the RAPID programme. The RAPID SROs are now maturing and working towards their gate three milestones and 10 new SROs are joining the RAPID programme following Ofwat's final determinations.
As the lead on a subset of water supply infrastructure projects, you will focus on ensuring their smooth and efficient delivery. This includes identifying regulatory blockers and working to find resolutions, managing of our expert advisors, and advising companies and regulators on how to continue to move projects forward to planning.
You will engage with a wide range of stakeholders including government bodies, regulators, and water companies, as well as other relevant sectors and interested parties. You will also have a role in shaping the gated process and you will lead the gate assessment of your portfolio of SROs. You will play a vital role in the successful delivery of new water supply infrastructure which is essential to improving the resilience of water supplies and reducing unsustainable abstraction from the environment.
More generally, our Principals play a key role in driving delivery through effective project and resource planning, as well as through line management. You will be expected to support, empower and act as a role model for junior members of the team, while actively contributing to the corporate initiatives that make Ofwat a great place to work. You will also have the opportunity to collaborate with colleagues across Ofwat, raising understanding of the RAPID programme, sharing your expertise, as well as regularly working closely with the Major Projects, Water Resources and Price Review teams to ensure successful project delivery.
About You
Experience, skills and knowledge
1. Experience of leading or supporting large infrastructure projects - particularly in a commercial, technical, or strategic planning capacity - ideally within a regulated sector. This could have been achieved via working within or alongside a regulated business, water sector supply chain organisation, consultancy, other regulators, Government, or in another similarly relevant position.
2. Strong understanding of the environmental and regulatory requirements around large infrastructure projects.
3. Excellent leadership skills, including the ability to foster a supportive and high-performing team culture, including coaching others, encouraging knowledge-sharing, and building connections across teams to maximise impact.
4. Proven ability to plan, prioritise, and deliver complex programmes of work or projects - both directly and by leading multi-disciplinary teams - while managing competing demands, supporting team wellbeing, and aligning delivery with strategic objectives.

We are looking for a dynamic and skilled person to join our existing EMEA environmental permitting team. The role requires experience in the management and delivery of environmental permitting such as IED permits, environmental assessment, and environmental inputs to planning applications.
You will work closely with our real estate, due diligence and design engineering teams to locate and permit AWS infrastructure in EMEA. German or French as another language is highly advantageous.
Based in London or Frankfurt (open to relocation!), this role will involve leading on multiple regions and sites in-development. Our scale of growth and success means that this is a fast-paced role and critical to AWS's ongoing success!
Key job responsibilities
- Environmental permitting - environmental impact assessment (EIAs), IED permitting, natural and cultural heritage assessments, inputs to planning applications.
- Environmental due diligence - initial environmental risk analysis, site screening, site approvals.
- Regulatory and agency engagement;
- Function as a leader regarding regulatory agency interactions, permit, and planning approval processes.
- Ensure work performed by contractors, consultants, and employees is completed in accordance with Amazon standards.
A day in the life
A typical day involves managing many site-development projects all at various stages of development. Some will be at the due diligence stage so work would involve reviewing due diligence reports and identifying risks and mitigations needed for site acquisition.
Other projects will be in design and permitting and work for this involves managing environmental studies (such as air and noise modelling, biodiversity studies) and working with our consultants to prepare environmental permit applications to regulatory-approval.
We work very closely with partner teams such as Real Estate, Risk/Due Diligence, Design Engineering and Legal. The role is very dynamic and managing multiple projects with minimal manager oversight is a key skill.
About the team
You will sit in the EMEA Infrastructure-Development (InfraDev) team within the global Environmental organization of AWS. Key job responsibilities
- Environmental permitting - environmental impact assessment (EIAs), IED permitting, natural and cultural heritage assessments, inputs to planning applications.
- Environmental due diligence - initial environmental risk analysis, site screening, site approvals.
- Regulatory and agency engagement;
- Function as a leader regarding regulatory agency interactions, permit, and planning approval processes.
- Ensure work performed by contractors, consultants, and employees is completed in accordance with Amazon standards.
A day in the life
A typical day involves managing many site-development projects all at various stages of development. Some will be at the due diligence stage so work would involve reviewing due diligence reports and identifying risks and mitigations needed for site acquisition.

The Development Team is a well-established and high performing discipline within the Planning and Development business unit which includes over 800 colleagues focused on project delivery through the whole project life cycle, from initial land acquisition, planning support and design, through to scheme implementation.

**What we will be looking for you to demonstrate.**
+ Knowledge of highway design, drainage strategy and design, flood risk assessment and management, utility design and planning as well as knowledge of the Development Industry.
+ An appreciation of hydraulics, hydrology, geotechnics and building structures is desirable as well as an understanding of construction design stages and procedures.
+ The ability to produce with supervision infrastructure masterplans, site appraisals, technical reports, design calculations and construction drawings.
+ Knowledge of the relevant design codes such as Water UK Sewerage Sector Guidance, Design Manual for Roads & Bridges, Manual for Streets, Local Authority Design Guidance and are well versed in the preparation of drawings for contract documentation and technical approvals.
+ Written and spoken communication skills and are aware of current technical and planning guidance on climate change and sustainability.
+ The ability to use relevant software including Info Drainage, Micro Drainage, AutoCAD, Civil 3D and/or PDS.
+ Experience of liaison with clients, co-professionals and design teams, and competence in liaising with highway, water, statutory and local authorities to negotiate the necessary outline and detailed technical approvals and statutory agreements typically relating to development projects.
+ Awareness of the relevant legal processes, planning, design, design software, technical consents process, adoption and contract procedures for the provision of sewers, SuDS, highways and utilities to new developments and regeneration projects and how if, applied effectively, these skills combine to add value to a client's development proposal.
+ Knowledge of financial and contractual aspects of planning, bidding, and delivering both large and small projects.
+ Postgraduate (or equivalent) experience and working towards Chartership or have equivalent experience and responsibility.
