Summer-Browning Associates is currently supporting our central government client, who is seeking a Policy Development and Support Analyst for an initial twelve-month assignment with the option to extend.

Location: Hybrid working - London

About the role: You will be responsible for analysing, delivering and supporting the improvement of operational process and policies for a Cyber and Information Security function.

The ideal candidate will hold Active SC clearance and have a strong background in Cyber Policy support, with the following skills and experience:

• Experience in writing and producing policies.
• Experience of Cyber Standards and Frameworks (ISO27001, NIST, CAF)
• Experience in Gap Analysis & Business Analysis.
• Experience of conducting data analysis collection to support policy development.

• Analyse existing cyber and information security policies and processes and identify areas for improvement.
• Conduct data analysis collection to support policy development and delivery decision-making.
• Collaborate with stakeholders to ensure policies align with organisational and regulatory requirements and industry best practices.
• Develop and propose new policies to enhance the organisation's security posture.
• Lead the planning, execution, and delivery of cyber and information security policy projects.
• Policy Roadmap Development - Initial policy identification (Discovery).
• List the policies that sit under the Info Sec Policy.
• Provide a final list of policies based on private and public sector examples.
• We would also like to know how the rationale was arrived at, through evidence of other Organisations Policies, e.g. the DfE Brochure, DWP Policies, MoJ Policies, Private Sector examples.

• Conduct in-depth research and analysis on key issues related to the Sustainable Development Goals (SDGs).
• Develop evidence-based policy recommendations and strategic advice for governments, international bodies, and civil society organizations.
• Engage with a diverse range of stakeholders, including policymakers, academics, NGOs, and private sector representatives, to build consensus and foster collaboration.
• Draft policy briefs, reports, position papers, and advocacy materials to communicate complex ideas effectively.
• Represent the organization in high-level policy forums, conferences, and working groups.
• Monitor the policy landscape and identify emerging opportunities and challenges related to SDG implementation.
• Provide strategic guidance and support to program teams working on SDG-related initiatives.
• Mentor junior policy staff and contribute to the organization's knowledge management efforts.
• Track progress and impact of policy advocacy efforts, and recommend adjustments to strategy.
• Stay abreast of global trends and best practices in sustainable development and international policy.

• Master's degree or PhD in Public Policy, International Development, Environmental Science, Economics, or a related field.
• Minimum of 7 years of progressive experience in policy analysis, research, and advocacy, with a specific focus on sustainable development, the SDGs, or related global challenges.
• Proven ability to develop and articulate robust policy recommendations based on rigorous analysis.
• Demonstrated experience in stakeholder engagement and building effective partnerships.
• Excellent written and verbal communication skills, with the ability to draft clear, concise, and persuasive policy documents.
• Strong understanding of international development frameworks and multilateral processes.
• Experience working in a remote or distributed team environment is highly advantageous.
• Proficiency in research methodologies and data analysis tools.
• Ability to think critically and strategically, and to work independently with minimal supervision.

• A Master's degree or PhD in Economics, Environmental Science, Energy Policy, Finance, Engineering, or a related quantitative field.
• A minimum of 7 years of relevant experience in energy market analysis, policy research, or renewable energy project development.
• Strong analytical and quantitative skills, with proven experience in financial modeling and economic analysis.
• In-depth knowledge of renewable energy technologies, markets, and policy frameworks (e.g., CfDs, Feed-in Tariffs, PPA).
• Excellent research, data analysis, and report-writing capabilities.
• Proficiency in data analysis tools and software (e.g., Excel, Python, R, Stata).
• Strong understanding of energy economics and the regulatory landscape.
• Exceptional communication and presentation skills, with the ability to articulate complex information clearly.
• Ability to work independently, manage multiple projects, and meet deadlines in a remote setting.
• Experience in stakeholder engagement and policy advocacy is highly desirable.
