Role - Private Sector Housing Officer

Contract length - 6 months

Rate - 40/45phr

My local authority client in the South East is seeking an experienced Housing Standards Officer to hit the ground running.

The role is a 6-month contract and due to the nature of the work you are required on District on a hybrid basis.

Experience required:

• Property Inspections under HHSRS
• HMO Licensing Experience

This role involves inspection, assessment, and enforcement of housing standards under the Housing Act 2004 and associated legislation within the private rented sector. The successful candidate will play a key role in ensuring housing conditions comply with statutory requirements, processing property licensing applications, and taking enforcement action where necessary.

Key Responsibilities

• Conduct inspections of private rented properties, including Houses in Multiple Occupation (HMOs), using the Housing Health and Safety Rating System (HHSRS).

• Assess housing conditions and draft notices, schedules of works, and enforcement orders.

• Process and assess property licensing applications in compliance with Council schemes.

• Undertake enforcement actions including issuing financial penalties, preparing prosecution cases, and attending court hearings.

• Correspond and engage with landlords and managing agents to achieve compliance.

• Prepare detailed reports and briefing documents for internal and external stakeholders.

Candidate Requirements

• Proven experience working with Housing Act 2004 enforcement, property licensing, and private sector housing standards.

• Strong knowledge of HHSRS and other relevant housing legislation.

• Excellent communication and report-writing skills.

• Experience handling enforcement proceedings, including tribunals and court appearances.

To deliver a high-quality, responsive service that ensures the conditions and management of private sector housing meet legal and safety standards, and to support vulnerable residents through the assessment and delivery of Disabled Facilities Grants (DFG) and minor adaptations. Carry out inspections of private rented homes to assess compliance with the Housing Health and Safety Rating System (HHSRS) and relevant legislation.

Investigate service requests and complaints regarding housing disrepair, overcrowding, and poor management practices.

Draft and serve enforcement notices under Housing Act 2004, Environmental Protection Act 1990, and other relevant legislation.

Process applications for property licences and ensure compliance with licensing conditions, particularly in Houses in Multiple Occupation (HMOs).

Assess applications for Disabled Facilities Grants (DFG) and Minor Adaptations Grants.

Monitor works to ensure adaptations are delivered in accordance with specifications and budgets.

Liaise with occupational therapists, contractors, and residents to coordinate and implement adaptation works.

Scrutinise tenders and schedules of work to ensure value for money and adherence to technical standards.

Investigate breaches of housing law and initiate appropriate enforcement actions, including Civil Penalty Notices, Rent Repayment Orders, and prosecutions.

Prepare legal documentation, witness statements, and attend tribunals or court as necessary.

Issue Simple Cautions and manage cases in line with PACE, RIPA, and local enforcement policies.

Maintain accurate records using council IT systems, responding to customer enquiries and correspondence in a timely manner.

Contribute to responses for Freedom of Information (FOI) requests, member enquiries, and service reports.

Collaborate with internal teams and external agencies to provide joined-up support to residents.

Undertake project work, service reviews, and process improvements as required.

Experience in private sector housing inspections and enforcement.

Familiarity with DFG processes, adaptations, or grant administration.

Competence in interpreting housing legislation and writing enforcement documents.

Experience engaging with private landlords, tenants, and vulnerable residents.

What we're looking for:

• Ability to manage a varied caseload independently and ensure legal compliance.
• Proven experience in homelessness prevention casework, including carrying out assessments under the Homelessness Reduction Act 2017, issuing decision letters, and developing Personalised Housing Plans (PHPs).
• Ability to build and maintain relationships with private landlords and letting agents to identify and secure accommodation for clients at risk of homelessness.
• Confidence in negotiating tenancy terms and promoting landlord incentive schemes such as rent deposits, bonds, and rent in advance.
• Capability in supporting clients to secure their own accommodation through affordability advice, tenancy readiness, and budgeting support.
• Skilled in mediation with landlords, friends or family to prevent eviction or homelessness.

• Able to carry out home visits, working with vulnerable individuals, and collaborating with internal teams and partner agencies.
• Strong written and verbal communication skills, with accurate and up-to-date case recording.
• Strong knowledge of housing legislation (Parts 6 & 7, HRA 2017)
• Familiarity with NEC (Northgate), Jigsaw, and Agresso systems
• Excellent admin, IT, organisational and communication skills
