The Public Interest Network seeks a General Counsel who is driven and passionate about the issues we work on to lead our in-house legal department. Our legal department provides legal services to groups in our national network of environmental and public interest organizations on a wide variety of matters and practice areas.

Key Responsibilities

The General Counsel directs The Public Interest Network’s legal department. They work closely with leadership of our Network and of the organizations within the Network to allow those groups to achieve their missions while maintaining corporate health, protecting organizational assets and creatively thinking of ways to achieve change. This position requires excellent judgment, discretion and the ability to oversee significant projects. Responsibilities may include but are not limited to:

  • Directing the legal department : Driving the plans and priorities for the legal department, including developing and managing a department budget, work flow protocols and training programs for network staff on legal and compliance matters.
  • Corporate and Tax Compliance : Fostering sound corporate governance practices, maintaining the organizations’ good standing with federal and state corporate and tax regulators.
  • Employment Practices : Advising on employment and labor matters and benefits systems.
  • Election Law and Campaign Finance : Advising groups on options and structures for election-related work, including advising on non-partisan voter registration drives, neighborhood voter contact programs, tracking and reporting to FEC and state agencies, and guidelines for fundraising and communications.
  • First Amendment and Charitable Solicitation : Representing our organizations’ right to conduct door-to-door and street canvassing in cities and towns across the country.
  • Contracts and legal documents: Drafting and reviewing contracts, leases, grant agreements, and other legal documents.
  • Risk Management : Working with our organizations’ leaders to adopt policies that reduce liability risk.
  • Managing a team : Recruiting, training and managing Assistant and Associate General Counsel, an administrator and interns or fellows. Cultivating relationships and working with Outside Counsel as needed.
Qualifications

A J.D. and state bar membership in good standing is required. The ideal candidate will have excellent academic credentials, ideally 8-16 years of legal experience working in one or more of the practice areas described above, and a strong commitment to nonprofit and political work.

  • Ability to work on multiple projects simultaneously in diverse legal subject areas;

  • Enthusiasm for the mission of The Public Interest Network and its member organizations to effect grassroots social change, and a goal-oriented, activist orientation;
  • Comfort working with both the most senior staff (CEO, Vice Presidents, Executive Directors, other senior management staff) on major organizational strategies, and with training brand new staff on basic relevant legal principles in an understandable way; and
  • Prior experience working with or advising nonprofit organizations. Firsthand experience doing organizing, issue advocacy, or political work is a plus.
Compensation and Benefits

The starting compensation range for someone with 8-16 years of relevant experience is $75,000-$125,000. Candidates on the low end of directly relevant experience should expect to be on the lower end of this range; candidates on the higher end of relevant experience are likely to be on the higher end of this range. Non-legal experience in non-profit operations, advocacy, or organizing may be counted as relevant. The Public Interest Network offers an excellent benefits package.   • To provide advice, information, onward referral and holistic support to clients with coexisting drug and alcohol difficulties and mental ill-health. These will be clients who are presenting to the Police, Anti-Social Behaviour, Tenancy Enforcement, Housing and Environmental Health Services within Three Rivers.
  • li>To ensure that the safety and wellbeing of the client is monitored and reviewed regularly.
  • To remain a source of independent support for all clients.
  • Embed a person centred and solution focused approach in all aspects of the role.
  • To raise greater awareness of complex needs and the effects of Adverse Childhood Experiences (ACEs) amongst local service providers. Supporting them to gain confidence in working positively and consistently with people who have multiple needs.

We offer:

  • Annual leave entitlement of 25 days per year pro rata, rising in increments to a max. of 29 days after 5 years employment (plus 8 days Bank Holidays)

What You'll Be Doing

The Service Designer will be part of a skilled multidisciplinary team leading on the strategic design, prototyping and build of excellent public services. You’ll collaboratively build cross-government services that are user-centred, equitable, sustainable and accessible, helping to identify and solve population scale problems, focussing on the design of services at scale.

An Overview Of The Role

As a service designer, you’ll be an expert in:  

  • Zooming out on the wider context, focus on policy outcomes and zoom in on what people need   
  • Designing in a user-centred way, understanding user needs and advocating for people in the design process 
  • Agile ways of working, working in multidisciplinary teams and being able to work to GDS standards are a hygiene factor  
  • Working towards justice, equity and inclusion in the teams you work with and the services you help deliver  
  • Working towards environmental sustainability of government and its services  
  • Leading the design of services and supporting the wider organisational objectives and strategic priorities  
  • Working with other specialists to design and create organisational, policy and financial structures that support service delivery of good services  
  • Using reflective and critical thinking; challenging assumptions and asking questions; to support government to do better and deliver better services

+ Scope, plan, and lead service design activities across all phases of design and delivery
+ Conduct mixed-method user research (interviews, contextual inquiries, usability testing, surveys, etc.) to uncover user needs and pain points
+ Map and visualise services across layers (e.g. service blueprints, customer journeys, ecosystem maps, process diagrams) to reveal opportunities and drive alignment
+ Synthesise research insights and identify patterns using frameworks such as Jobs to Be Done, service safaris, personas, and value proposition canvases
+ Facilitate co-creation sessions, ideation workshops, and playback sessions with stakeholders and users
+ Prototype service components and touchpoints (e.g. scripts, flows, mock service experiences) to test desirability and feasibility
+ Translate insights into actionable service improvements, opportunity areas, and design recommendations
+ Communicate complex service concepts and journeys through compelling storytelling and artefacts
+ Embed accessibility and inclusive design principles throughout the service lifecycle
+ Support junior designers with feedback, encouragement, and guidance

+ 5+ years of relevant experience in Service Design or a related discipline
+ Strong portfolio demonstrating end-to-end service design capability across sectors or domains

+ Experienced in mapping services, synthesising insights, and facilitating collaborative workshops
+ Proficient in communicating design concepts visually and verbally to stakeholders
+ Familiar with agile environments and working in multidisciplinary product teams
+ Knowledge of accessibility standards (e.g., WCAG) and inclusive design methods
+ Strong written and verbal English communication skills
+ Exposure to Government Digital Service (GDS) and service standards
+ Experience working in or with the UK public sector
+ Familiarity with design systems and integrating service design with digital delivery
+ Degree in Service Design, UX, HCI, or a related discipline

The Role
We are seeking mid to senior level Service Designers who are confident in their practice and require minimal support to get started. You will be responsible for designing complex, user-centred services for public sector clients, with opportunities to work across government and private sector engagements. You will help set the vision for service design, ensuring that iterative processes lead to successful outcomes. You will champion and facilitate collaboration across diverse multidisciplinary teams, fostering a culture of co-design and shared ownership of the design process.
Key Responsibilities

* Improve inclusive, accessible, and sustainable design practices.
* Align user needs with organizational goals.
* Plan and run design sessions.
* Embed hypothesis-driven and iterative design practices.
* Help teams adapt to changes and lead design work.

Skills and Experience
Essential:
* Proven ability to lead complex, user-centred design projects from initial concept to final implementation.
* Experience in designing government or public services.
* Strong knowledge of the (url removed) service standard.
* Strong skills in mentoring and coaching teams in iterative design practices.
* Expertise in integrating data-driven insights into service design.
* Experience in creating accessible and inclusive services.
* Ability to build and maintain strong, strategic relationships with key stakeholders.
* Excellent communication skills, with the ability to articulate and champion design concepts and strategies at the highest levels of the organization.
Desirable:
* Ability to define and lead the strategic direction of service design within the business area.
* Expertise in, or the ability to lead user research projects and activities.
* Experience of leading design sessions and integrating diverse perspectives.
* Understand the strategic context of your work and how it aligns with broader project goals.
* Experience of working in other sectors.
* Consultancy experience and demonstrable experience of opening-up new account spaces.
* Multi-disciplinary design skills set.
* SC clearance.
Qualifications
* Degree in Service Design, Interaction Design, User Experience Design, or a related field or equivalent experience.
* Relevant professional certifications or equivalent experience.
Security Clearance
To be successfully appointed to this role, it is a requirement to obtain Security Check (SC) clearance. To obtain SC clearance, the successful applicant must have resided continuously within the United Kingdom for the last 5 years, along with other criteria and requirements.
