+ Leading design coordination activities such as integrated design reviews and promoting digitalisation to aid delivery;
+ Working alongside Project and Design Managers to ensure the technical delivery of Rail projects;
+ Provide guidance, support, and mentorship to aspiring engineering managers.

You will work on exciting and inspiring projects for a variety of infrastructure owners, national and local governments, public and private sector clients including Translink, Transport Infrastructure Ireland, MetroLink, Iarnród Éireann-Irish Rail, Network Rail, HS2, regional transport bodies, operators and contractors. You will be part of the Engineering Management and Project Management Service Line - a team of professionally qualified, talented and diverse individuals that work together to:
+ Deliver multi-disciplinary projects for a number of important clients;
+ Undertake work across the full design lifecycle, from early concept stage to detailed design and subsequently supporting delivery contractors on site;
+ Mentor others in the team, supporting their development by sharing technical knowledge and experience;
+ Provide clients with technical excellence through our delivery of projects.
The role will be based in our city centre office in Belfast. Our offices provide a quality, flexible and dynamic working space focused on the health and wellbeing of our staff, benefitting from innovative design, substantial amounts of natural light, open collaborative spaces and easy access to public transport. It is essential that the successful candidate is resident in Belfast.
We are actively seeking Engineering Managers looking to take the next step in their development with greater independence in how they deliver their work, through to candidates with demonstrable multidisciplinary delivery experience; proven leaders that have a track record of developing and maintaining client relationships.
**What we will be looking for you to demonstrate:**
+ A track record of successfully delivering multi-disciplinary projects as an Engineering Manager, or as an Assistant Engineering Manager / Design Manager;
+ An engineering specialism and experience in railway engineering design;
+ Strong experience in at least one area of the full project lifecycle from initial feasibility studies to detailed design and implementation;
+ A strong understanding of CSM, CDM and other health and safety regulations e.g. Irish Construction Regs, and the application of "safe by design" techniques;
+ An ability to manage multiple workstreams and teams, balancing priorities, making value and delivery judgements / decisions to meet or exceed our client's expectations;
+ Technical knowledge to be able to challenge project teams on outputs / deliverables;
+ Experience undertaking roles with specific engineering responsibilities, e.g. CEM, CRE, DPE or PE, or equivalent functions
+ Chartered or incorporated registration with a relevant professional engineering institution, or can demonstrate you are working towards this;
+ Understanding of client engineering assurance processes;
+ Understanding of railway standards.

+ Experience across the full project lifecycle from initial feasibility studies to detailed design and implementation;
+ Experience of engineering management of consents-led schemes;
+ Experience of mentoring and developing staff.

About the Role As a CCTV Evidence Gatherer, your primary responsibility will be to retrieve and provide CCTV footage from trains and stations across the GTR network. About the role


VINCI Facilities is seeking a high-impact Head of Operations to lead multi-disciplinary facilities management across a portfolio of rail contracts, while also serving as the RISQS Appointed Person for our UK Rail sector.


You’ll own end-to-end operational delivery (hard & soft services), compliance, commercial performance, and service quality across a large, safety-critical estate.


What you’ll lead


Rail Sector – RISQS Appointed Person


  • Act as VINCI Rail’s primary RISQS contact: maintain organisational profile, scope and product codes (RICCL) and ensure evidence is current and accurate.
  • Plan and host RISQS verifications/audits; close actions and drive corrective/preventive improvements across contracts and suppliers.
  • Coordinate HSQE communications from buyers/infrastructure managers, cascade learnings, and standardise best practice across the Rail portfolio.
  • Partner with Operations, HSQE and Commercial to ensure supplier and subcontractor controls meet RISQS and buyer expectations.


Rail FM Operations


  • Lead the day-to-day delivery of hard & soft services (M&E, fabric, statutory & non-statutory PPM, reactive works, cleaning, vegetation/pest control) across stations, depots and offices.
  • Drive KPI/SLA attainment, audit readiness, and added-value initiatives; champion HSE excellence and customer experience.
  • Lead contract governance, reporting, risk management and continual improvement with key stakeholders.
  • Mobilise works programmes, ensure asset and lifecycle plans, and coordinate supply chain performance to contract requirements.
  • Embed robust assurance, documentation and evidence trails for audits and contract reviews.


About you


  • Senior operations leader within Rail/FM, with multi-site, safety-critical delivery experience (stations/depots/offices).
  • Deep knowledge of hard services (M&E, fabric) and compliance management; confident with KPIs, audits and governance.
  • Hands-on experience with RISQS (supplier verification/audit preparation, evidence control, RICCL).
  • Strong client and stakeholder management; proven leadership of in-house and supply-chain teams.
  • Qualifications: IOSH/NEBOSH (or equivalent) essential; engineering/FM background preferred. PTS/rail competencies are advantageous.
  • Flexible to travel across a national rail portfolio; full UK driving licence.
