Role Summary:This role will provide support to Contract Managers across defined categories / directorates within East West Rail. They will support the implementation and operation of robust processes over the commercial affairs of East West Rail and help ensure that contracts are successfully managed to deliver the expected outcomes. As an Assistant Contract Manager you may be called upon to support different stages of the procurement lifecycle however the principal focus will be support for the management of contractual obligations, variations, supplier performance and payments.
Function:The Commercial function provides commercial and procurement capability across the programme lifecycle, including strategy (setting the commercial strategy and advising risk allocation underpinning the delivery strategy), delivering procurement activities for the goods and services required to deliver the asset and run EWR Co, and delivering contract management services for the complex network of suppliers supporting EWR Co. Across all three of these domains the commercial function will run governance and reporting to measure compliance and provide commercial assurance.
Key Responsibilities:Work with stakeholders in order to understand the needs of the business.
Develop a good understanding of key contracts assigned, including the products/services being bought, pricing, processes, opportunities, and risks.
Support the implementation of effective contract management plans, providing support to Contract Managers as required.
Support the production of commercial correspondence and records, and contractual notices for issue in accordance with contractual conditions.
Support the assessment and valuation of supplier/contractor’s applications and processing of payment certification in accordance with processes, contractual terms, and conditions and commensurate with contractual entitlement.
Monitor and report spend, risk, performance, and contract obligations through KPIs and SLAs, across a portfolio of contracts using the tools and systems provided.
Develop good understanding of the Contract Management System, follow the processes to ensure database is kept up to date.
Support in the administration of contract electronic communication software.
Support engagement with internal stakeholders to build close trusted relationships and to ensure a full understanding of expected outcomes.
If requested by the Head of Contract Management, support Finance and their Purchase to Pay Team, providing holiday cover for the Accounts Payable Assistant.
Support the analysis of contract data to identify opportunities to work closer with strategic suppliers, improve processes or work differently to create additional value for EWR and its stakeholders.
Skills, Knowledge and Experience:- Actively progressing through member of a relevant professional body e.g. RICS.

Role Summary:
This Field Health and Safety Assurance role plays a critical role in driving the strategic implementation of Health, Safety, and Security (HSS) practices across the East West Rail programme. This role ensures that safety standards are embedded and consistently upheld throughout all site works, including on Network Rail-managed infrastructure. The role provides leadership, oversight, and assurance on safety performance, stakeholder engagement, supply chain compliance, and continual improvement of safety systems.
Function:
The Technical function owns the specification for the scheme, interpreting the business case and purpose and translating this into a system requirements set. Activities fall broadly into two categories - establishing standards and requirements, and assuring these are being met during both design and delivery. These activities take place across a number of domains, each requiring different technical specialist capabilities to provide a suitable level of knowledge, support, and innovation.
Key Responsibilities:
The successful candidate will:
- Support the development and execution of HSS strategic objectives and priorities.
- Promote and embed our Safe & Secure principles across the project lifecycle.
- Oversee the planning, assessment and assurance of all field-based activities, including general visits, non-intrusive and intrusive surveys, visits to operational infrastructure including Network Rail, National Highways, Local Authorities, Statutory Undertakers, etc.
- Contribute to short- and medium-term planning for all EWR site works.
- Establish and oversee the development of internal and external HSS KPIs, manage and support performance reporting across EWR and the supply chain, providing analyses of reports on the performance of EWR Co. and its suppliers.
- Establish and maintain minimum performance criteria for the supply chain aligned to Safe & Secure outcomes.
- Lead assurance engagement with subcontractors and partners (MWJV, SMA, MVLA, etc.).
- Ensure compliance with CDM regulations in collaboration with the Head of Delivery CDM.
- Conduct regular site assurance and readiness reviews, documenting findings and tracking corrective actions.
- Monitor supply chain activities, event investigations, and implement improvements to HSS practices.
Skills, Knowledge and Expertise:
Experience:
- Extensive experience in health and safety management, preferably in the construction or railway industries.
- Supporting the development and implementation of health and safety management arrangements on large scale multi-disciplinary rail projects
- Working with delivery teams to determine practical and deliverable measures to improve health and safety performance in the workplace.
- In depth knowledge of health and safety regulations, standards and best practice.
- Proven ability to conduct risk assessments, safety audits and incident investigations.
Skills:
- Ability to communicate effectively with people at all levels and influence various stakeholders at all levels.
- Skilled in engagement and listening in order to encourage open communications.
- Demonstrable collaborative behaviours.
- Strong communication skills to confidently give constructive feedback when dealing with challenging operational situations in a professional manner.
Education and qualifications:
- NEBOSH General Certificate (or equivalent).
- Assurance / Audit / Investigation competence.
- Member of relevant professional body.
- Knowledge and experience of general health & safety legislation.
- Knowledge and experience of Railway specific legislation and standards, including Railway Group Standards and Network Rail Company Standards, where applicable.
- Computer literate with good understanding of health and safety reporting systems.

Role Summary:
This role will oversee the planning, execution, and completion of the utility works to enable the construction of the new railway, within a geographical section of the route. Being the single point owner of the utilities designs and then delivery, the role involves managing utility companies (power, water, comms, gas), coordinating with various stakeholders, and ensuring projects meet quality, scope, time, and budget requirements. The ideal candidate will possess experience in utility infrastructure project management, and a proven history of delivering projects successfully (ownership).
Function:
The Delivery function is accountable for delivering an asset which aligns to the Sponsor requirements, establishing a safe, reliable and integrated railway. Delivery will demonstrate delivery excellence through technical innovation and design excellence, underpinned by mature Programme controls to maximise the benefit of project delivery in relation to public pound spent. The Delivery function will act as an intelligent and informed integrated team, that uses a network of third-party strategic suppliers to leverage the capabilities required to deliver the asset.
Key Responsibilities:
- Planning and Execution of the utility works.
- As Utility SPM, embedded into the EWR organisation and supply chain, to drive the Utility diversionary works to progress in accordance with the Accepted Contract Programme. To the best commercial advantage, without prejudice to the health and safety of employees, sub-contractors or the public at large and taking into full account.
- Lead and drive opportunities, value engineering, risk management and internal strategic messaging.
- Develop and oversee the production of the specifications and contract documentation.
- Produce and execute effective execution strategies.
- Ensure obtaining any required third-party consents, highlighting programme and project risks relating to consents required.
- Management of risks, issues, and change in a fully transparent manner through effective reporting and escalation.
- Contribute to steering project-wide continuous improvement and delivering against stretched targets.
- Establish the sequencing programme of how these will be co-ordinated and phased.
- Working with the planner resource, establish and present the high-level logistical planning for the Utilities works, that integrates with the anticipated enabling and main civils works.
- Establish and own the critical path for this Utility programme of work, within this geographical area
- Report and escalate matters where necessary.
- Managing any contractual (early) Utilities service provisions (feasibility studies, design delivery, planning, etc).
- There may later be line management responsibility for managing and supporting direct reports including: coaching and developing team members to drive individual growth and operational excellence. Leading continuous improvement, through regular performance management and ensuring compliance with organisation policies and updating relevant systems.
- Ensure coordination between utilities and other project workstreams to minimise delays and disruptions.
- Take responsibility of your own and others’ health and safety by adopting and working to the EWR Co Health and Safety principles.
- Demonstrates a cost-conscious mindset, keeping tax payers’ money at the forefront of decisions.
- Shows a commitment to innovation by proactively seeking creative solutions to challenges and opportunities.
- Act as a role model for EWR Co’s vision and behaviours, working in ways that are aligned with EWR Co’s Ways of Working, as well as encouraging and supporting others to do so too.
Skills, Knowledge and Expertise:
- At least 3-5 years of proven experience managing infrastructure projects, especially Utilities Diversionary works.
- Understanding and extensive previous experience of Enabling and Utilities projects.
- Ability to work in teams (embedded) and operate individually, as a self-starter.
- Ability to speak the language of the Utility companies.
- APM, PRINCE2, or equivalent project management certification.
- Extensive knowledge of project management methodologies and tools.
- Good leadership, communication, and interpersonal skills.
- Ability to work effectively under pressure and manage multiple projects simultaneously.
- Proficiency in project management software (e.g., MS Project, Primavera).
- In-depth knowledge of relevant regulations, standards, and best practices in infrastructure development.
- Experience in the use of the NEC suite of contracts.
- Experience of working within a large programme of works.
- Demonstrable knowledge and experience of specification development, tendering, procurement, financing and accounting processes and procedures.
- Construction (Design and Management) Regulations knowledge and demonstrable experience of working within a CDM environment.
- Good knowledge of utility industry legislation.

The Business Continuity Manager is the enterprise-wide Subject Matter Expert (SME) responsible for leading, developing and embedding effective Business Continuity (BC) and Disaster Recovery (DR) arrangements across East West Rail.
The role provides independent, second-line oversight and leadership of BC/DR, ensuring EWR is prepared to respond to and recover from disruptive incidents while safeguarding safety, reputation, critical services and statutory obligations.
The postholder will design and maintain a coherent BC/DR framework aligned to ISO 22301 and good practice from major rail and infrastructure programmes (e.g. Network Rail, Crossrail, HS2).
This is a standalone role, independent from delivery teams, with authority to challenge, advise and escalation to senior leadership where continuity arrangements are not adequate.
Team dimensions- Reporting to the Head of Finance
- No Direct Reports
- Lead the design, implementation and continuous improvement of EWR’s Business Continuity and Disaster Recovery framework in line with ISO 22301.
- Maintain BC/DR policies, processes, plans, command structures and supporting templates, ensuring they are current, coherent and fit for purpose.
- Ensure BC/DR arrangements are enterprise-wide, risk-based and proportionate to EWR’s strategic objectives and operational risks.
- Lead, coordinate and support the business to complete Business Impact Analyses (BIA) and BC risk assessments across the organisation, to identify critical activities, dependencies, recovery priorities and tolerances.
- Ensure Recovery Time Objectives (RTO) and Recovery Point Objectives (RPO) are defined and understood for critical processes and systems.
- Provide expert advice and support to Strategic and Tactical Command during live incident as required and able.
- Design and deliver a tiered BC/DR training and awareness programme for staff, managers and senior leaders.
- Develop and maintain a rolling programme of risk-based tabletop exercises and simulations, including physical, cyber and technology-led scenarios.
- Lead post-incident and post-exercise reviews, ensuring lessons learned are captured and embedded.
- Develop and report meaningful BC/DR KPIs and KRIs (e.g. action closure rates, Mean Time To Detect (MTTD), exercise outcomes etc.).
- Provide regular assurance reporting to the CFO, ExCo and ARC on BC/DR maturity, compliance and residual risk.
- Benchmark EWR’s arrangements against good practice from comparable rail and infrastructure organisations.
- Establish and chair a cross-functional BC/DR forum, working closely with Cyber, IT, HR, Communications, Safety, Quality and Governance leads.
- Act as EWR’s lead professional interface on BC/DR matters with regulators, auditors and assurance providers.
- Proven ability to operate as a credible, independent SME within complex organisations.
- Excellent interpersonal skills, with the confidence to influence and challenge at senior levels.
- Strong analytical skills with the ability to translate complex risk and technical issues into clear, actionable advice.
- Excellent written and verbal communication and presentation skills.
- Ability to design and deliver training and to facilitate senior-level exercises.
- Demonstrable knowledge and practical application of Business Continuity and resilience management standards and frameworks (including ISO 22301).
- Professional certification or chartered status with a recognised body:
- Business Continuity Institute (BCI)

- Lead and manage the Engineering Specialist – Buildings and Stations Architecture, to convert sponsor requirements into design requirements which can be delivered.
- Accountable for providing assurance and direction for the design and implementation of operational Building and Station assets within the infrastructure system, setting the direction and maintaining discipline technical strategies and standards.
- Provide professional buildings leadership to engineers throughout the company.
- Ensure compliance with all relevant safety, quality, and environmental standards and regulations.
- Oversee budget management, resource allocation, and project timelines to ensure efficient and effective delivery.
- Collaborate with other departments, stakeholders, and external partners to ensure integrated project delivery.
- Provide technical guidance and support to the engineering team and resolve complex engineering challenges.

- A Chartered Architect or member of an appropriate institution.
- Sound knowledge of applicable policies, standards, national and European legislation.
- Knowledge of safety management and risk assessment.
- Demonstrable experience of the application of inclusive design principles; extensive experience in railway operational buildings and stations, particularly in terms of placemaking within large‑scale infrastructure projects, preferably within the railway industry.
- Proven leadership experience with a track record of managing engineering/architecture teams and complex projects.
