We are seeking a commercial and collaborative Procurement Manager to join our Finance team's Vendor function. Reporting to the Head of Procurement, you will play a central role in shaping how we buy, negotiate, and manage key partnerships across technology, operations, and our people teams. This is a highly visible role where you will act as a trusted advisor to internal stakeholders, driving commercial value and championing procurement best practices across the entire business.

Responsibilities
  • End-to-End Procurement: Lead end-to-end procurement activity for complex, high-value contracts across technology, data, operational services, and people team categories.
  • Sourcing Strategy: Develop and execute sourcing strategies that create genuine market competition and deliver measurable cost savings and value.
  • Commercial Modelling: Build and maintain commercial models from supplier quotes to identify negotiation opportunities and inform strategy.
  • Contract Renewals: Own contract renewals, ensuring no auto-renewal is missed and every renewal is approached with a clear commercial plan.
  • Contract Negotiation: Negotiate contract terms, pricing, SLAs, and exit provisions that protect the business and reflect market rates. Negotiate and establish competitive commercial agreements, documenting evidence of commercial improvements or cost avoidance.
  • In-Contract Management: Manage agreements post-contract by measuring the relationship against agreed SLAs, engaging with internal stakeholders, and ensuring a regular cadence of MI meetings with material strategic suppliers.
  • Performance Optimisation: Look for opportunities to optimise vendor's commercial and operational performance as well as internal processes.
  • Requirements Gathering: Identify, document, and agree requirements at the beginning of a project to provide clarity during the contracting, negotiation, and sign-off process.
  • Market Awareness: Maintain a sound working knowledge base of category supplier capacities in the market, category market trends, and developments, attending trade events and conferences where applicable.
  • Workflow Maintenance: Ensure that all procurement and contractual workflows are maintained and kept up to date within the contract management system.
  • Stakeholder & Vendor Relations: Build healthy and productive relationships with key internal stakeholders within category spend areas. Act as a point of escalation, providing guidance and support to stakeholders across the organisation. Work closely with the Vendor onboarding teams ensuring supplier on-boarding is in line with process and regulations.
  • Reporting: Contribute to Monthly reporting and updates to Executives (VMF).
  • Best Practice Advocacy: Champion procurement best practice across the business, improving commercial awareness and policy compliance.
Knowledge & Experience
  • 0–3 years of procurement experience.
  • Educated to degree level
  • Experience working in Financial Services.
  • Experience working on SaaS contracts.

To support the Bank’s growth and regulatory changes we are looking for a new analyst within the Regulatory Reporting team. The team is London based and comprises 9 individuals covering reporting, regulatory change and regulatory assurance. The regulatory reporting in scope includes capital adequacy, liquidity, leverage, large exposures and Pillar 3 disclosures. As a small team the activities are shared across the team and the ability to work flexibly on different reports over time, develop processes and work on various internal and external changes is key to the role. The specific role has responsibility for some reporting but also requires reporting improvement mindset and skills. Strengthening the team's capability through technology enabled process change is a key aim of the team.

Responsibilities
  • Build an experience across different prudential reporting to develop knowledge and understanding of prudential rules and application. The role will start with a liquidity focus.
  • Support Regulatory Reporting activities, with an aim of taking ownership for specific reports end to end.
  • Support development of the reporting process and help drive improvements to the wider processes through process automation, simplification and enhancement.
  • Engage with stakeholders to optimise information provided to the team, with a view to efficiency and control improvements. Drive automated data capture through core data platforms where possible.
  • Create and present reporting MI to support management review, approval and submission of information.
  • Consider risks and controls and discuss with managers as appropriate.
  • Support wider regulatory related activity, for example prudential ratio forecasts as required.
  • Support internal change from a regulatory perspective, for example assessment of the liquidity impacts of new retail products.
  • Support external regulatory changes as they arise, such as Basel 3.1.
Qualifications
  • Understanding of prudential regulation concepts
  • Strong communication - written via monthly MI and verbal

Position Overview

We’re seeking highly motivated engineers with at least 5 years of Java experience to play a key role in our Payment Schemes team. You will build and maintain the systems responsible for Starling’s payment integrations ensuring system stability and accuracy. We’re looking for engineers who have excellent attention to detail and can write clear, concise and maintainable code. You should have a strong understanding of delivering robust, scalable systems and a proven track record of engineering excellence. Experience with AWS and Postgres is highly desirable.

For the most part we code in Java. We believe in clean coding, simple solutions, automated testing, and continuous deployment. If you care enough to find elegant solutions to difficult technical problems, we’d love to hear from you.
