Who are the IOS Alliance?

Barhale is one of three delivery partners within the Anglian Water Integrated Operational Solutions (IOS) Alliance. IOS is a medium to high complexity, capital maintenance and enhancement, Civil and MEICA, design and build delivery unit working across Water and Water Recycling to support the successful implementation of the Anglian Water AMP 8 business plan.

Trainee Cost Clerk

The Role

Working as part of the project commercial team, you will provide commercial and administrative support for the project(s) on a day-to-day basis.

Key Responsibilities

  • Assist the wider commercial team with the provision of transparent, accurate and timely commercial cost reporting for the project.
  • Support with the financial closure of projects within the prescribed contractual timescales
  • Undertake risk-based reviews of the data to identify potentially disallowable costs, drive on-going compliance and potential cost efficiency opportunities.
  • Help with coordination of project plant/equipment/material requirements, requisitions/orders, and active management of the aforementioned on-site to minimise costs.
  • Actively manage costs and accruals to maximise value and minimise future liabilities.
  • Work collaboratively with the site team to provide commercial and administrative support on commercial matters.
  • Support with the provision of accurate cost reporting and forecasting to mitigate adverse financial impacts.
  • Assist with the effective capture of costs and allocation of associated liabilities to project activities.
  • Ensure adherence to alliance and Barhale processes and systems.
  • Work with the Quantity Surveyor on commercial reporting and ensure the reporting information is accurate, meaningful, and timely. Actively undertake the reallocation costs/orders where required.
  • Coordination of plant requirements for the project(s);
  • A clear focus on timely reporting of the latest job costing position to give robust future forecasts of the final outturn cost.
  • Ad-hoc reporting of commercial and financial data, as and when required.
  • Maintaining clear filing of commercial records in line with Alliance procedures.
  • Assist in the preparation of project-specific costs to complete (solution costs)

Essential: 

  • Full UK Driving Licence, and willingness to travel to sites (where required)
  • Microsoft suite of packages
  • Strong numeracy skills
  • Basic financial acumen

Desirable: 

  • Experience using Redsky or a similar financial reporting system

Quantity Surveyor

The Role

The Quantity Surveyor will provide commercial support to project teams, maintaining commercial information and ensuring compliance with contractual requirements and the Company’s ‘Three Pillar’ objectives. They will liaise with customer representatives and other third parties on commercial issues, including agreement of variations, claims and any additional payments.

Barhale’s civil engineering and infrastructure projects are varied in value, complexity, and duration, from established frameworks to individual bespoke projects and unplanned emergency works. With projects varying from £200k to £10m+, you will be essential in driving efficiencies within the scope of work, driving cost efficiency and providing a high standard of commercial analysis. The role will see you demonstrating your commercial acumen daily, by identifying, recording, tracking and realising commercial opportunities, whilst mitigating business risk.

Key Responsibilities

Reporting

  • Ensure robust, accurate and timely cost and value reporting at both project and business unit levels
  • Ensure accurate cash flow reporting takes place
  • Carry out cost management, including forecasting
  • Update the monthly CVR, cost and commercial plans

Processes

  • Help ensure that internal commercial processes are adhered to across the business unit
  • Actively seek to improve processes and procedures
  • Hold a good understanding of the processes and procedures used by any JV/Alliance that we are working with, and assist in their development and improvement

External relationships

  • Help ensure that any main contracts entered into have terms and conditions that are appropriate for Barhale, with commercial risks identified
  • Ensure that the supply chain is engaged appropriately with the correct contract terms and conditions
  • Build and maintain good client relationships
  • Be responsible for subcontract letting, negotiation and financial accounting
  • Prepare applications for payment
  • Liaise with the client, client representatives and other third parties on commercial issues, including agreement of variations, claims and additional payments

Internal relationships

  • Contribute towards effective interaction between the Commercial Team and the operational site teams
  • Work with site management to forecast predicted spend and cash recovery and ensure that both are kept in line with the target
  • Share best practices with others and be proactive in advising site teams on costs and their management of them

About you

Essential

  • Experience in the construction industry
  • HND/degree (or equivalent) in Quantity Surveying
  • Familiarity with ICE/NEC forms of contract and knowledge and understanding of Construction Law
  • Previous experience in commercial management and procurement of subcontractors, including chairing regular meetings, measurement and control cycle, certificates, and accruals calculations.
  • Ability to demonstrate a good knowledge of monthly reporting and earned value analysis.
  • Have knowledge and experience in estimation and cost analysis.
  • Excellent communication, numeric and computer literacy skills, proficient in Microsoft Office
  • Strong organisation and time management skills, with the ability to work to tight deadlines
  • Ability to work effectively in a team and delegate, but also able to work on own initiative

Desirable

  • Member of RICS or other relevant professional body, or working towards
  • CSCS card

You’ll be responsible for projects throughout their lifecycles, ensuring the team handles operational needs and conflicts appropriately to arrive at ‘win-win’ situations for all concerned.

Key Responsibilities

  • Assure CDM compliance of each scheme to champion a ‘Zero-Harm’ culture.
  • Create and maintain a high-performing team culture with your Project Engineers to empower your team to think creatively to resolve issues.
  • Oversee the teams’ promoted solutions, ensuring they are safe, commercially viable and resolve the project requirements whilst being fit for the purpose.
  • Accountable for the full project lifecycle from receipt of need through scoping, construction, project handover, formal sign off and managing any warranty issue that arises post-handover.
  • Translating Programme-level strategy into actual outcomes so team members are utilised correctly and fully understand the role they play in achieving success.
  • Responsibility for subcontract procurement, negotiation and financial accounting.
  • Liaison with clients, client representatives and other third parties on commercial issues, including agreement on matters relating to contractual change, claims and additional payment.
  • Cost management and project forecasting.
  • Work closely with Commercial and Planning teams to ensure cost and resource forecasts are maintained to required levels of accuracy whilst issues are mitigated and/ or escalated to the Pre-Construction Lead for successful resolution.
  • Share best practices with others and take a proactive approach in advising site teams on cost management and efficiencies.
  • Identification and realisation of commercial opportunities.
  • Protect Barhale from commercial risks.
  • Create an open, approachable, and visible team environment which engages across the IOS Alliance and organisations to promote collaboration and knowledge-sharing.

  • Experience in design, commercial, and leading project teams
  • Good working knowledge of contract conditions, CDM regulations, Design Management, Programme & Risk Management, and cost control, including forecasting, actual cost, and value re
  • Ability to use Primavera P6 software or equivalent
  • Excellent communication, people, and team management skills, with the ability to influence, motivate and mentor
  • Ability to challenge designs and resolve problems to a conclusion
  • Ability to manage and deliver a successful project with minimal guidance
  • Problem-solving and analytical thinking

Assistant Quantity Surveyor

The Role

Assistant Quantity Surveyors at Barhale are integral members of project teams and provide support to the project delivery teams and senior management daily. They are allowed to develop existing skills, whilst learning new ones, within a collaborative and dynamic team. Key Responsibilities

Manage resources

  • Produce and send enquiries to subcontractors inviting them to tender and engage with the supply chain
  • Receive and analyse quotations, liaising with Contracts Managers and Site Agents regarding price, proven history, availability etc.
  • Notify in writing both successful and unsuccessful subcontractors in a timely manner
  • Produce and process formal subcontract documents and certify interim and final payments and final subcontract account
  • Produce bill of quantity/activity schedule for payment purposes
  • Produce cash flow forecasts for internal and client purposes
  • Monitor and control income and expenditure on contracts e.g., interim/final applications for payment/final accounts/payments for late monies etc. liaising where necessary with the relevant people e.g., engineers, clients etc.
  • Produce relevant monthly reports for the Commercial Manager e.g., cost and value comparisons, turnover forecasts etc. ensuring information is complete and accurate

Manage information

  • Contribute to and attend financial and progress meetings with the client engineers and subcontractors as required
  • Provide advice and support to the site team to optimise the use of contract resources
  • Provide support for the Managing Surveyor in terms of data input etc.
  • Give feedback to Estimators and Contracts Managers regarding contract pricing, projected profit/loss, pricing omissions etc.

About You

Essential

  • Ability to use a range of IT packages including Microsoft Office and bespoke packages
  • Exceptional relationship-building skills

  • Commercial awareness and understanding of the Construction process
  • Excellent communication skills, both oral & written

Quantity Surveyor

The Role

The Quantity Surveyor will provide commercial support to project teams, maintaining commercial information and ensuring compliance with contractual requirements and the Company’s ‘Three Pillar’ objectives. They will liaise with customer representatives and other third parties on commercial issues, including agreement of variations, claims and any additional payments.

Barhale’s civil engineering and infrastructure projects are varied in value, complexity, and duration, from established frameworks to individual bespoke projects and unplanned emergency works. With projects varying from £200k to £10m+, you will be essential in driving efficiencies within the scope of work, driving cost efficiency and providing a high standard of commercial analysis. The role will see you demonstrating your commercial acumen daily, by identifying, recording, tracking and realising commercial opportunities, whilst mitigating business risk.

Key Responsibilities

Reporting

  • Ensure robust, accurate and timely cost and value reporting at both project and business unit levels
  • Ensure accurate cash flow reporting takes place
  • Carry out cost management, including forecasting
  • Update the monthly CVR, cost and commercial plans

Processes

  • Help ensure that internal commercial processes are adhered to across the business unit
  • Actively seek to improve processes and procedures
  • Hold a good understanding of the processes and procedures used by any JV/Alliance that we are working with, and assist in their development and improvement

External relationships

  • Help ensure that any main contracts entered into have terms and conditions that are appropriate for Barhale, with commercial risks identified
  • Ensure that the supply chain is engaged appropriately with the correct contract terms and conditions
  • Build and maintain good client relationships
  • Be responsible for subcontract letting, negotiation and financial accounting

CAD Technician

The Role:

Barhale is one of three delivery partners within the Anglian Water Integrated Operational Solutions Alliance. IOS is a medium complexity, capital maintenance and enhancement, Civil and MEICA, design and build delivery unit working across Water and Water Recycling to support the successful implementation of the Anglian Water AMP 8 business plan.

Technical drawings include pipeline layouts for water and wastewater treatment sites:  Pipe support details, pumping station amendments for new pumps & pipework. New treatment equipment for sites: Sand filters, screens, storm tanks and flow meter chambers.

Collaborate with the Senior CAD Technician, Design Engineers and Project Engineers to identify drawing requirements and identify the information required to produce the design. Such as topographic surveys, site plans, electrical designs and design information from suppliers.

Designs must meet project objectives and be compliant with client, statutory and industry standards, regulations, and specifications. Including safety, buildability & maintainability, and environmental best practice.

Key Responsibilities:

  • Work together with Project Engineers to understand project design requirements and complete 3D scans of the working area onsite to capture all the design information that is required.
  • With guidance from the Senior CAD Technician, follow complex instructions and diagrams to create or modify drawings. Manage the drafting process: from conceptual, detailed and construction-ready stages of a technical design drawing. 
  • Produce plans, elevations, technical details and building layouts, including pipeline and instrumentation schedules and hazard warnings.
  • Provide input to the pre-construction information, including risk assessments, so that it can be prepared and updated at appropriate intervals.
  • Work with all members of a multi-disciplinary team.
  • Participate in project reviews relating to design, progress, and construction to receive questions and challenges in a constructive manner

  • Successful design completion on time and within budget.
  • Innovative designs using Anglian Water Standard Products or new technologies or products to protect the environment, e.g, re-use of existing assets or concrete alternatives.
  • Completed designs that reduce the health, safety and construction risks to construction teams and operations through the Design Risk Assessment process developed with the Design Team.
  • Ability to deliver high-quality drawing work while meeting tight deadlines and adapting quickly to shifting project priorities

As our new Senior Quantity Surveyor, you’ll act as the commercial conscience to the integrated delivery team, providing commercial support to both the delivery management and on-site delivery teams.  Ensuring that operations are carried out to control costs, maximise value, minimise future liabilities and maintain the required standard of quality and safety, you’ll also oversee the full compliance with the Alliance and Anglian Water governance procedures consistently.  

Key Responsibilities

  • Manage all aspects of commercial and cost management of a project or group of projects as designated by the Project Commercial Manager. 
  • Ensure robust cost management processes are always undertaken with accurate and timely reports, data and analysis on hand to assist in commercial decisions.
  • Ensure that all project team members (including site staff) understand the contractual arrangements, to satisfy Client & Partner organisation requirements. 
  • Work in collaboration with the Delivery Team to identify, implement and monitor efficiency plans throughout the lifecycle of a project or programme of projects.
  • Ensuring that proper records (including final accounts) are kept & maintained so financial information for audits and cost assurance is readily available. 
  • In-depth knowledge of construction and safety, and be comfortable challenging processes, practices, and norms to improve the overall commercial offering to the business.

Key Responsibilities:

Strategic Leadership:

  • Foster innovative ways of working to achieve sustainable outcomes rather than outputs.
  • Represents the @one Alliance as the electrical engineering authority, providing expert guidance on quality and compliance issues.

Discipline Management:

  • Develop procedures, standards, and guidance to achieve a "right-first time" philosophy.
  • Collaborate with suppliers to ensure competency and performance and manage supplier frameworks.
  • As part of the asset standards governance process, identify, support, implement and approve standard products for delivery efficiency and consistency in projects.

Project Delivery:

  • Support the identification of value-driven solutions at Stage 1 of projects.
  • Conduct audits (internal and external) to ensure compliance with quality standards and specifications.
  • Lead the resolution of non-compliance issues, competency gaps, and procedural improvements.
  • Offer expert direction for complex design challenges and stakeholder engagement.

Health & Safety:

  • Drive excellence in compliance with CDM regulations, ensuring safe and compliant designs.
  • Conduct audits on electrical safety standards (e.g., HAZOP, DSEAR) and lead improvements.

People & Team Development:

  • Provide technical leadership, mentoring, and career guidance to the electrical engineering team.
  • Champion professional development and qualifications while fostering an inclusive, respectful, and diverse environment.

Transformation & Innovation:

  • Inspire a culture of experimentation, safe failure, and continuous improvement.
  • Lead the introduction of new technologies and techniques to advance performance and sustainability.

About you:

To thrive in this role, you’ll need a strong background in Electrical engineering, within the Water industry, be electrically qualified (degree – preferably Chartered) and be comfortable demonstrating your knowledge of all relevant regulations, standards and codes of practice. Proven leadership experience, with the ability to inspire teams and drive innovation essential.

A deep understanding of sustainability principles, including reducing carbon and protecting natural capital. Excellent communication, collaboration, and stakeholder engagement skills, and a passion for mentoring, professional development, and fostering a positive workplace culture.
