Gloucestershire County Council are looking for an experienced Registered Manager for our fourth Residential Children's Home in Stroud.

About us
After successfully registering and opening two children’s homes, Gloucestershire County Council is now taking the next step by launching our first in house Supported Accommodation service. This brand-new provision will offer 19 self-contained studio flats for young people aged 16+ who are in care or leaving care. You will be responsible for the day-to-day management of the service, ensuring high standards of support, safety, and empowerment for all residents. This is an exciting opportunity to make a real difference in the lives of young people as they transition to independent living.
We are looking for an inspirational and passionate Supported Accommodation Registered Manager to join us on this journey.
The role
As the Registered Manager, you will be central to the mobilisation and success of the service. Working closely with the Nominated Individual, you will:
- establish the ethos, vision, and culture of the service.
- lead on the development and implementation of policies, procedures, and quality frameworks in line with the Supported Accommodation Regulations 2023.
- play a key role in recruiting and developing the staff team.
- ensure the service is ready for Ofsted registration and inspection, meeting all requirements for safeguarding, governance, and quality of support.
- provide strong, values-driven leadership that inspires staff and promotes the rights, voice, and outcomes of young people.
- build effective partnerships with young people’s social care, education, health, and other agencies to ensure wraparound support.
Once registered, you will be accountable for the ongoing compliance and quality of the service. Your responsibilities will include:
- oversight of service delivery across all settings, ensuring alignment with the Quality Standards (Leadership & Management, Protection, Accommodation, Support).
- maintaining and updating all policies and documentation, including safeguarding, behaviour management, contingency planning, and case records.
- leading on staff supervision, training, and development, including maintaining a workforce plan and training matrix.
- ensuring young people’s voices are embedded in service delivery through regular feedback, involvement in support planning, and quality assurance interviews.
- supporting strategic planning, including financial oversight and service development in line with the Statement of Purpose.
About you
We are seeking a candidate who demonstrates:
- integrity and strong character, with a deep commitment to safeguarding and promoting the welfare of young people.
- relevant management experience in supported accommodation, semi-independent provision, or residential children’s services.
- thorough knowledge of Ofsted regulatory requirements for supported accommodation (or children’s homes, with a willingness to adapt and learn).
- proven ability to lead, inspire, and develop a team, fostering a safe, empowering, and trauma-informed culture.
- experience in staff supervision, appraisals, probation reviews, and performance management.
- dedication to supporting independence and empowering young people, ensuring their voices are heard and respected.
- a good understanding of care leavers’ rights and entitlements.
- a Level 5 Diploma in Leadership and Management (or equivalent), or a willingness to work towards achieving this qualification.
- driving licence and access to your own vehicle
Please note this role will involve travel around Gloucestershire.
