The work involves identification of key policy areas for the Chamber to develop expertise and lobbying as well as coordination and production of responses to Government consultations. The role will support the development of policy updates, agendas, minutes and consultation circulars for Chamber members as well as provide support in organising meetings, workshops, and events. The role will also interact with government departments and other relevant agencies and organisations to represent the views of the members and influence them to develop or reform existing policy. There will be a need for flexibility to work with other Chamber policy directorates.

Requirements of the Policy Advisor:

Essential

· Have a degree or equivalent as a minimum qualification.

· Have an understanding of the development, implementation, and enforcement of shipping environmental policies.

· Have keen analytical skills and ability to read and interpret consultations and scientific papers.

· Good written and oral communications in order both to explain regulatory developments to members and to represent their interests convincingly to Government and elsewhere.

Desirable

· Degree in shipping or maritime business

· Postgraduate qualifications

· Experience of engaging with Government and other regulatory organisations

· Detailed in-depth knowledge of relevant policy areas

About the role

The successful candidate will provide support to the Policy Director responsible for oversight and management of three key sectors of UK Chamber membership, those being:

  • The Offshore Panel, comprising operators working in support of oil and gas production, offshore renewable development and subsea support,
  • The British Tugowners Association (BTA), comprising operators of harbour and terminal tugs providing critical national infrastructure for the safe movement of vessels into and out of the UK’s numerous ports and harbours, as well as vital firefighting and emergency response capability,
  • The British Rig Owners’ Association (BROA), comprising operators of Mobile Offshore Units working globally with UK interests. These MOUs include mobile offshore drilling rigs, accommodation units and construction capabilities for the offshore renewables industry.

The successful candidate will also directly inform national statistics by undertaking key surveys on behalf of government departments, including:

  • Quarterly and annual economic surveys of UK Chamber members for the Office for National Statistics (ONS).
  • Seafarer employment surveys for the Department for Transport (DfT).

And support production of bespoke economic, market, and trade analysis, to ensure our policy positions are underpinned by robust data and evidence.

The role offers a unique opportunity to engage with stakeholders across industry and Government developing, conducting research, creating relationships and build networks.

The role will involve some national and occasionally international travel.

About You

This role is ideal for a proactive and intellectually curious individual, who is eager to build a career in policy and analysis. You will be a proactive team player with a keen eye for detail and the ability to turn complex data into compelling insights.

Responsibilities of the Policy Advisor

  • Provide policy and statistical resource to the UK Chamber of Shipping, specifically working with the Offshore Panel, the British Tugowners Association (BTA), and British Rig Owners’ Association (BROA), covering the full spectrum of their work.
  • Provide policy and administrative support to the Offshore Panel, BTA, and BROA, including the organisation of meetings, workshops, and events, preparation of agenda papers and minutes, responding to policy enquiries, and drafting consultation responses.
  • Undertake quarterly and annual surveys of domestic and international revenues and expenditures of UK Chamber members on behalf of the Office for National Statistics (ONS), forming part of National Statistics.
  • Conduct seafarer employment surveys of member companies and other groupings on behalf of the Department for Transport (DfT), comprising part of National Statistics.
  • Carry out bespoke economic, market and trade analyses of the UK and global shipping industry to support Chamber objectives, working with colleagues across departments to ensure findings are reflected in policy and communications.
  • Assist in wider policy projects and support as required across the Chamber.
  • Collaborate with colleagues across policy, external affairs, events, and membership to deliver the Chamber’s strategic goals and operational plan.
  • Support member engagement and retention by strengthening the Chamber’s role as the authoritative voice of the UK shipping industry.

Role Overview

We are seeking an experienced and hands-on self starter HR Contractor to support an up 3-6 -month project focused on reviewing, updating, and implementing core people policies, processes, and HR documentation. The successful candidate will play a critical role in modernising and standardising our HR approach, ensuring clarity, compliance, and consistency across the organisation. .

Key Areas

  • Overhaul staff-side policies, with a particular focus on all types of leave (e.g. annual, parental, compassionate, etc.)
  • Review and establish a robust poor performance policy and process, aligned with best practice and legal compliance
  • Update and overhaul the employee handbook to reflect current policies, tone, and organisational values
  • Develop a comprehensive onboarding and induction pack for new starters
  • Rationalise and standardise the language used in staff contracts to ensure clarity and consistency
  • Set up and implement a company intranet, including populating it with relevant induction materials, policies and resources
  • Design and launch a staff reward/recognition voucher scheme
  • Provide generalist HR expertise and practical support across the employee lifecycle, including recruitment, onboarding, employee relations, and offboarding
  • Support line managers with October mid year reviews and employee relations matters, including disciplinary and grievance procedures
  • Review compliance with employment law and internal governance standards
  • Review HR reporting and analytics to support strategic decision-making
  • Review staff training offer and how this is structured, taken up and reported on

Qualifications & Experience

  • Proven experience (5+ years) in HR consultancy, HR manager or specialist roles delivering similar projects
  • Degree in HR, Business, or relevant, with CIPD Level 5 or Level 7 preferred
  • Strong project management capability and delivery track record
  • Excellent written and verbal communication skills; adept at policy writing
  • Technical literacy with intranet tools, HR systems, or document platforms
  • Experience designing employee recognition or rewards schemes desirable
  • Knowledge of IR35 framework (contracting compliance) beneficial PEEQ


Desirable

  • Experience working in a range of sectors e.g. charity / nonprofit / public / private sector are relevant.
  • Change management or organisational development knowledge
