18.5 hours per week
Fixed term contract up to 12 months (or upon return of substantive post holder) / Up to 12 months secondment for existing staff
5,768.50 - 7,706.00 (FTE 1,537 – £3 412) per annum
Wychavon and Malvern Hills District Councils are committed to delivering excellent advice and support services to homeless people approaching the council for housing assistance.
We are looking for the ideal candidate to join our team who can demonstrate their experience of delivering good quality homelessness advice or services. They would be a key point of contact for those facing homelessness to deliver the Council’s statutory obligations under the Housing Act 1996 Part Vll, and the Homelessness Reduction Act 2017.
The ability to empathise with clients and engage with potentially vulnerable people is essential.
The role involves:
- Interviewing those approaching the Council as homeless.
- Working with clients to find solutions to their homelessness
- Administering and discharging the Council’s statutory and regulatory obligations to people threatened with or experiencing homelessness.
- Writing to clients accepting and ending legal duties.
- Liaison with statutory and non-statutory agencies to investigate homelessness and to assist in the prevention or relief of homelessness.
- Giving housing advice tailored to the needs of the clients
This role is offered on a fixed term contract up to 12 months, or as a secondment up to 12 months for existing staff.
The working pattern for this role is 18.5 hours per week to be worked half day on a Wednesday and full days on Thursday and Friday
About you
To be considered for this role you will need:
- To be customer focused and dedicated to providing an excellent service
- Have previous experience of working in a similar role in a housing or customer service environment
- Be a team player
- Have good I.T. skills
- Be able to initiate creative solutions for service improvements
- To be able to prioritise a varied workload
- To be able to deal with difficult situations in a calm and caring manner
- Previous experience in a similar role
- A good level of numeracy and literacy skills
- A detailed knowledge of housing related legislation
- Excellent computer skills and good working knowledge of computer systems

Responsibilities
- Provide a high-quality housing options and advice service by efficiently responding to all customer inquiries, particularly those involving families, children, and vulnerable adults at risk of homelessness. li>Maintain up-to-date knowledge of housing legislation and the Council's statutory duties to ensure accurate information and advice are provided to customers.
- Investigate potential homelessness cases in line with statutory obligations, assessing housing applications when other options are exhausted, and meeting legislative deadlines.
- Create and maintain accurate records of client details using both manual and IT systems, producing statistical reports and monitoring performance targets through thorough casework.
- Collaborate with Register Providers, private landlords, and other agencies to support the housing options service, attending relevant professional meetings.
- Arrange and support home visits, appointments, and duty-based contact for those needing homelessness advice and housing applications, ensuring completion of necessary paperwork.
- Support the management of the housing register and assist in allocating vacancies according to the Allocations Policy, maintaining nomination agreements with Registered Providers.
- Assist customers in retaining existing accommodation, provide appropriate signposting to partner agencies, and support the Homes for Ukraine Scheme for permanent housing solutions.
- Support the Council's arrangements for temporary accommodation, including Bed and Breakfast use, and manage budget spend related to temporary accommodation.
- Attend court hearings on homelessness matters and collaborate with Citizens Advice Rutland to ensure customer support, signposting to relevant support agencies as needed.
- Provide performance information, collate statistical data, and report any concerning trends to the Senior Housing Options Officer.
- Adhere to the principles in the worker Code of Conduct and the Council's Values, ensuring public functions are discharged reasonably and lawfully.
- Take reasonable care for personal health and safety and that of others, safeguarding health and safety according to legislation and Council codes of practice.
- Demonstrates flexibility and adaptability to respond to pressure and change while maintaining performance.
- Ability to build and manage relationships, sharing knowledge and skills to achieve shared goals.
- Supports new initiatives and is open to trying different approaches.
