Since its creation in 2018, the WRA has raised over 2 billion in devolved taxes, funding schools, the NHS, and communities across Wales. Now, as it expands to deliver the new Visitor Levy and national register of visitor accommodation providers, the WRA is seeking a visionary leader to guide the organisation through its next chapter.

As CEO, you'll:

  • Act as the public face of tax administration in Wales, engaging with Ministers, the Senedd, local authorities, and stakeholders across the UK and beyond.
  • Provide strategic leadership and direction, inspiring over 100 highly skilled colleagues across 14 professions.
  • Champion a digital-first approach, delivering services that are easy, fair, and sustainable.
  • Serve as Accounting Officer, directly accountable to the Senedd for a 10-15m budget and revenues of around 0.5bn.
  • Shape the future of a growing, services-based organisation - building strong partnerships across Wales.

HUMEN, a groundbreaking charity preventing men from suffering in silence and dying too young, is seeking an exceptional Chief Executive Officer in London to build upon the transformative work of our visionary founder CEO, River Hawkins.


Job Purpose



The CEO will lead HUMEN into its next phase of growth, expanding our reach and impact in providing safe spaces for men to talk, listen, and connect. You will be responsible for driving our mission forward with innovation and productivity. The successful candidate must have a proven track record in securing substantial funding and developing innovative fundraising strategies well as a strong background in advertising and marketing.

Exceptional expertise in advertising and marketing is essential, with a focus on creating viral social media content and implementing multi-channel digital marketing initiatives.


Innovation will be key, as the ideal candidate should be able to pioneer the use of technology to scale our impact, such as leveraging artificial intelligence for fundraising and engagement. A strong grasp of data analytics and digital trends will be necessary to make informed decisions and stay ahead in the rapidly evolving charitable sector.

We are building an inclusive digital bank with a Shariah ethos , delivering a world‑class banking experience in ethical finance. Having completed the PRA New Bank Start‑Up Unit (NBSU) ‘Initial’ stage , we are now assembling a full Board to progress through the pre‑application stages to authorisation.

  • Consultancy phase: Not performing a Senior Management Function (SMF).

Remuneration

  • Guaranteed stipend: £200 per milestone, paid upon completi .
  • Additional success‑based payments: £1 000 per milestone accrued during consultancy phase, paid in a lump sum after Milestone 3 is achieved (in addition to stipend).
  • Equity participation: 0.5% share options vest at Milestone 4, with further vesting post‑transition.

Strategic Leadership & Vision

  • Develop and articulate the bank’s strategic vision, aligned with our ethos, mission, and values.
  • Create and maintain the Regulated Business Plan (RBP) deliverables and milestones roadmap.
  • Refine long‑term strategy to adapt to market conditions, fintech evolution, regulatory changes, and consumer trends.
  • Use competitive analysis, market insights, and customer segmentation to position the bank for rapid, scalable growth against current and emerging digital banks.

Ethical Governance

  • Establish and oversee an ethical governance framework.
  • Incorporate feedback from pre‑application stages into the RBP.
  • Chair an ethics committee with Shariah and ethics advisors.
  • Produce transparency reports for stakeholders and customers.

Regulatory Engagement & RBP Delivery

  • Prepare all regulatory documentation for the RBP, including Statements of Responsibilities, Management Responsibilities Maps (MRM), and allocation of prescribed responsibilities across the executive team.

Governance, Compliance & Risk Management

  • Work with the CRCO to develop governance, risk, and compliance frameworks, including risk appetite, internal controls, AML/CFT, and consumer protections.
  • Ensure compliance functions are effective, with regular Board reporting.
  • Review and update risk frameworks in response to market and regulatory changes.
  • Integrate regulatory feedback into comprehensive governance and risk frameworks.

Technology & AI

  • Partner with the COO to define and deliver a digital‑first technology strategy.
  • Position the bank at the forefront of fintech innovation through AI, process automation, and best‑in‑class customer experiences.

Stakeholder & Board Management

  • Embed customer‑centricity in product and service design, using insights and feedback to drive improvements.
  • Act as an ambassador to investors, regulators, customers, and other stakeholders.
  • Lead and manage the Board to operate as a cohesive team delivering the strategic vision.

Fundraising & Capital Strategy

  • Lead fundraising and capital‑raising activities.
  • Maintain transparent, compliant investor relationships.
  • Oversee disciplined financial controls.
  • Develop a robust business model and financial strategy focused on customer acquisition, sustainable unit economics, lifetime value, and competitive advantage.

Culture & Team Leadership

Requirements

  • Proven CEO or senior executive experience in regulated financial services or fintech startups.
  • Experience leading a new bank authorisation process or major regulatory programme.
  • Track record in raising investment and developing capital strategy roadmaps.
  • Strategic agility to translate market and regulatory feedback into iterative RBP deliverables and roadmaps.
  • Exceptional Board and stakeholder management skills, including coordination of Statements of Responsibilities, MRMs, and prescribed duties.
  • Experience building high‑performance, mission‑driven executive teams and leading culture, governance, and ethics committees.
  • Excellent communication skills, able to represent the PRA/FCA, investors, stakeholders, and partners.

  • Master’s in Business Administration or equivalent executive training.
