Our Welsh Education Partnership asset (WEPCo) is a joint venture and long-term partnership between the Development Bank of Wales (The Welsh Government) and Meridiam, with a view to design, build, finance, operate and maintain educational infrastructure over 25 years. The WEP teams’ role is to facilitate the delivery of new schools and colleges in Wales using the Mutual Investment Model (MIM) developed by the Welsh Government to finance major capital projects.
We have successfully delivered three primary schools and a through school, which are in operation, and our first two College campuses are now in construction.We are looking for a suitably skilled Construction Assistant Technical Project Manager, with experience in the delivery of construction projects, ideally education, to join our team in Cardiff. The Role
You will initially be focused on the construction of new campuses for Cardiff and Vale College (CAVC) at Barry Waterfront and Cardiff Airport, South Wales. You will report to the Technical Project Manager (TPM), monitoring the Main Contractor’s delivery against the Project Agreement (contract) during the construction period, including design, programme, lifecycle, cost, H&S, quality and community benefits. You will attend all relevant meetings and support the TPM in taking minutes, inputting into Board reports and financial reporting.
Other key elements of this role include identifying key risks and deadlines, assisting in the Design Review, Change and Certification process and supporting the TPM to ensure that the relevant Service Delivery Proposals of the hard FM Services Provider are in place and understood prior to building handover. Once the buildings are in operation, you will work with the FM Service Provider and CAVC to ensure the building is operated in accordance with the contract and all relevant legislation.
About you
Working to a strong values framework to foster an environment of partnership, collaboration and continuous improvement will be important to you. The WEPCo projects are important to the local community and education and skills attainment throughout Wales, and you will be passionate about helping to support their performance.
You will possess strong communication skills to support the Project Co representative in technical matters and when necessary liaise confidentially with a variety of stakeholders including CAVC, Welsh Government, contractors, LTA’s and others. You will value working in partnership and ensure high levels of client satisfaction throughout the project lifecycle.
The ideal candidate will have onsite pm, design and construction knowledge (with M&E and BIM understanding being beneficial) along with proven project and risk management skills. Experience working within public sector infrastructure, particularly PPP/PFI models, is highly valued, as is familiarity with CDM regulations and health and safety compliance. Strong reporting, problem-solving and budget tracking skills are essential, alongside adaptability in dynamic environments. A background in development, technical consultancy or construction is preferred, with some understanding of FM operations and lifecycle strategy considered beneficial.
The ideal candidate will be educated to degree level, or equivalent, with experience/training in Project Management. We are open to receiving CVs from graduates with 18+ months of experience in built environment/construction.
An understanding of project companies, SPV's and complex project documentation in this environment is highly desirable.

The School of Technical, Construction and Motor Vehicle at Carshalton College is seeking a Workshop Assistant to provide technician support in Construction with the following specialisms: Carpentry, Plumbing, Electrical, Bricklaying and Multi-skills.
You’ll carry out the maintenance of the workshops and equipment for Construction and if required, Engineering and maintain stock levels and inventory, both equipment and materials. You’ll assist in stock control and manage the deliveries of Construction equipment and consumables and assist the academic staff and other technician staff to provide technician support in the stores and in the workshops.
We’re looking for someone who holds vocational qualifications or trade qualifications (at least Level 2 NVQ) in one of the following trades: Carpentry and Joinery, Plumbing, Electrical installation or other trade area. Able to set up, monitor and maintain administrative systems, you’ll have an excellent understanding of Health and Safety and Welfare legislation with the ability to identify and implement improvements in existing systems. You’ll be able to communicate effectively at all levels, work under pressure and to strict deadlines, able to use initiative, organise and prioritise.
