Job Title: Health & Safety Training Specialist (QSHE Trainer)

Location: London

Reports to: QSHE Director

Salary: £50,000

We are now looking for a dedicated Health & Safety Training Specialist to lead our training programmes and enhance competency throughout the organisation.


Key Duties & Responsibilities

As the Health & Safety Training Specialist, you will:

  • Develop and implement training plans tailored for each Business Unit and Business Sector.
  • Identify gaps in current training, propose and roll-out new training initiatives to raise competency and improve service delivery.
  • Support QSHE Managers under direction from the QSHE Director.
  • Assist in conducting inspections and audits of contracts to confirm adherence to legal requirements and company policy.
  • Help with implementation and maintenance of ISO accreditations relevant to health and safety.
  • Lead continuous improvement initiatives in QSHE training across business units/sectors.
  • Travel approximately 4 days per week to deliver training at sites; administer and coordinate 1 day per week from home or office.


Skills & Experience Required

  • NEBOSH General Certificate (or equivalent).
  • A recognised teaching / training qualification at Level 3 or above (e.g. PTTLS / KTLLS / AET or similar).
  • Experience in Facilities Management and Mechanical & Electrical (M&E) sectors.

About the Role

As a Road Safety Cycle Training Officer, you will be at the heart of Oxfordshire’s mission to create safer, healthier, and more sustainable communities. This is not just a job it is a chance to make a tangible difference in the lives of thousands of children, families, and road users across the county.

This is an annualised-hours role, totalling 456 hours per year.

  • Champion of Quality and Safety: You will be responsible for upholding and quality-assuring the highest standards of cycle training. This includes conducting site assessments, dynamic risk assessments, and end-of-course examinations. You will ensure that every session is safe, inclusive, and effective.
  • Mentor and Motivator: You will play a key role in training, mentoring, and supporting new volunteers and instructors. By sharing your expertise and enthusiasm, you will help build a thriving, skilled team that can meet the growing demand for cycle training across Oxfordshire. Your ability to communicate clearly and inspire confidence will be crucial in creating a positive learning environment for both children and adults.
  • Broader Contribution: Beyond direct training, you will contribute to the wider aims of Oxfordshire Fire & Rescue Service. This includes delivering road safety education for the Junior Citizens Trust, attending meetings, and supporting the development of new programmes and initiatives. Key responsibilities include:

  • Delivering and quality-assuring cycle training and road safety education across Oxfordshire.
  • Training and mentoring new volunteers and instructors.
  • Conducting site and risk assessments and ensuring all training meets national and local standards.
  • Managing your own schedule and administration, including course paperwork and feedback.
  • Promoting participation in cycle training programmes and supporting schools and community groups.
  • Upholding health and safety, safeguarding, and equality standards at all times.
  • Contributing to the wider work of the Fire & Rescue Service and supporting new initiatives.

About you 

We are seeking an enthusiastic, motivated, and innovative individual who:

  • Is a regular and competent cyclist, with knowledge of National Standard and Bikeability training.
  • Communicates clearly and confidently with children, adults, and volunteers.
  • Builds positive relationships and values teamwork.
  • Is committed to continuous improvement and reflects our Council’s values in everyday work.
  • Has good organisational and record-keeping skills.
  • Can work independently and as part of a team.
  • Is flexible, punctual, and able to prioritise competing demands.
  • Has a good education to A level or equivalent, or comparable ability.
  • Holds a current valid driving licence and business car insurance.

Desirable:

  • Qualified Bikeability National Standard Instructor.
  • Experience delivering Bikeability Levels 1–3.
  • Awareness of health & safety requirements and risk assessments.
  • Full training given
