We have an exciting opportunity for an Engineering Manager to join our team within Vistry Southern, at our office in Basingstoke, Hampshire. As our Engineering Manager, you will be able to direct and lead the supervision of all engineering design functions and land investigations; to maintain a healthy portfolio of well-considered development sites for the Region, in accordance with the Company’s best practice and procedures to meet departmental objectives. You will manage all External Consultants of the Technical Team undertaking the production of drawings for the design of site developments, to an internal brief from the management team, to be negotiated with and submitted to the appropriate Authorities for speedy and satisfactory approvals to unlock and maximise development potential & meet the business objectives.

This role requires you to be a skilled and experienced individual operating within the Engineering discipline of the technical team.

You will have experience of working closely with Land, Commercial and Operational teams to ensure efficient delivery of technical information for costing and construction.

  • Previous experience in Residential Housing sector
  • Proficient in site layout, grading, utility design, erosion control regulatory approvals including all section agreements (section 38 §ion 104 designs)
  • Full current UK Driving Licence
  • Extensive experience (7+ years) in civil engineering and be familiar with the adoption process. Awareness of estate roads and sewer design, construction and inspection.
  • An organised and prioritised working discipline dealing and managing tasks effectively and sequentially
  • sound technical understanding of relevant industry guidance, coupled A with an aptitude to learn, obtain and retain information as required within the role
  • The ability to work thoroughly and efficiently within a collaborative team environment.
  • Sufficient knowledge and understanding of adoption and infrastructure works associated to new build housing estates – sewers, roads, utilities.
  • Legal understanding of bonds, certificates and title deeds
  • Experience of people management and project leading.
  • Technically minded and a thorough understanding of section agreements S38, S278 and S104
  • Thorough, with strong attention to detail

Desirable –

  • Should have a Professional Civil Engineering related qualification (Degree, HND or HNC,)
  • Membership of or working towards membership of a professional body (ICE, IStructE, CABE)
  • Ideally will have had experience of working with a housing developer, consultancy or local authority
  • Understanding of AutoCAD
  • Understanding of Civils3D
  • Understanding of Revit
  • Experience of dealing with surface water drainage strategies/surface water management and familiar with the requirements of the NPPF, the Environment Agency or local planning policy.
  • Competent use of a Document Management system (ViewPoint of similar).
  • Competent user of Microsoft Project or similar
  • Working knowledge of NJUG requirements
  • Working knowledge of NHBC roads and sewers bonds, applications, charges and rates.
  • Experience of coordinating external utility consultants in the procurement of statutory service designs for developments.

  • Provide technical support for the Land Department in appraisal of engineering designs (S38, S278, S104) and site investigation reports.
  • Site visits with the appropriate members of the management team to ensure the best cost engineered solution is produced to gain technical approval from the relevant authorities.
  • Ensure company targets are met for a controlled and cost-effective site start through to site completions.
  • Production of engineering site feasibilities as instructed by the land department, with liaison with heads of department & outside authorities and agencies to ensure complies with the required standards and business needs.
  • Establish good working relationships with Department Heads to ensure schemes are robustly costed and constructed as intended and to encourage feedback for inclusion in future schemes to avoid wastage and improve the engineered solutions.
  • Effective daily management of the External ‘Design Team’ to ensure the provision of required level of services in a pro-active and professional manner to enable the technical department and other departments to fulfil their role.
  • Comply with responsibilities as defined in the Group’s Health, Safety & Environment Policy and ensure compliance with the same throughout the team and attend all relevant training. At all times comply with company policies, procedures and instructions.
  • Implement new ideas and methods and continue to seek ways of both improving contribution to the organisation’s goals and enhancing the reputation of the company.
  • Develop good working relationships with Local Authorities and ensure knowledge of the peculiarities of the Local Authorities, and knowledge of the many techniques applicable to the Housing Industry to ensure easy approvals and fast, marketable, economic house building.
  • Provision of information and support to all internal customers, most importantly Land, Commercial and Build Departments during the acquisition, design, tendering phases.
  • Attend Land handover, Planning, pre-construction design team meetings and regular project review meetings (and other departmental meetings) as required
  • Control the management of up-to-date drawings and information though the Document Management Portal and maintain a register of current drawings for all new build contracts and issue design information to production teams.
  • Keep abreast of both prevailing and forthcoming legislation/regulations ensuring that Vistry Homes drawings, details and specifications are up to date.
  • Ensure timely progression of section agreements to adoption.
  • Oversee site investigation and civil/structural design work carried out by external consultants.
  • An understanding of the Highways Act and the various Sectional Agreements, Water Industry Act and the Flood Water Management Act is paramount in undertaking this role. A thorough understanding of S38, 104 & 278 processes is essential.
  • Provide Production teams with complete working drawing packages and technical support to Site Management and Sub-Contractors with details, site queries with regard to all Technical issues.
  • Ensure all drawings and details are accurate and commercially suitable throughout the construction process
  • Co-ordinate and chair construction stage design team meetings with internal and external participants
  • Attend and contribute to progress meetings on site as required.
  • Co-ordinate the planning process where required and review planning approval to ensure Conditions are addresses in a timely manner. 
  • Liaise with consultants and attend meetings to progress all relevant technical matters
  • Assist Surveying and Buying Team in review and approval of subcontractor design information.

  • Providing periodic and accurate headline summaries for significant projects and an accurate predication of project trend

  • Innovatively using internal and external resource to efficiently deliver business value to appropriate quality standards

What are we looking?


  • Engineering degree or related technical discipline
  • Extensive hands-on Project Management experience, preferably supporting complex Medical Device delivery or from another regulated environment (e.g. Aerospace or Defence development, Life Sciences etc)
  • Experience in volume-manufactured solutions, preferably in the healthcare industry (experience in other regulated industries may be acceptable)
  • Knowledge of contemporary Project Management tools & techniques e.g. PMI (PMBOK), PRINCE 2, Critical Chain, Agile etc
  • Experience of defining complex multidisciplinary plans, implementing and controlling
  • Knowledge of ISO 9001 and/or ISO 13485 in a complex development environment,
  • Sound understanding of risk management principles applied to the development of medical devices
  • Excellent communication skills
  • Ability to work simultaneously on multiple projects.

The Planning discipline has 800+ consultants and engineers across the UK. Development accounts for 300 of this number located in 15 offices within the UK.

Specifically supporting the Development part, you will play a key role in the growth aspirations for Basingstoke and Southwest to South and Southeast region. This senior position will be very much centred on client facing activities, technical leadership and business growth, rather than day-to-day operational management and will play an integral part in supporting the initiative to diversify our team, both in staff numbers and revenue.   • The Development Team is a well-established and high performing discipline within the Planning and Development business unit which includes over 800 colleagues focused on project delivery through the whole project life cycle, from initial land acquisition, planning support and design, through to scheme implementation and handover.

A little more about your role…
  • Designing bridges, for national and international projects.
  • Bridge strengthening and repair, inspections and assessments
  • Using FEA and other structural analysis software.
  • Using parametric modelling and analysis techniques
  • Developing and using automation tools for structural analysis and other aspects of project delivery
  • General civil and structural engineering and analysis support to other teams.
  • Preparation of documents, reports and health and safety risk assessments.
  • The Bridges team is busy with large national and international projects for highway and rail bridge engineering work for a variety of clients, including local authorities, Contractors, private developers, and public-sector clients.
  • Current work includes bridge/tunnel design and assessment using FEA and scripting to perform linear and nonlinear analyses.
  • The position is predominantly office based but some travel may be required occasionally for site visits, inspections, or to attend meetings.

What we will be looking for you to demonstrate…
  • It is anticipated that you will be a Chartered Civil or Structural Engineer or working towards chartership. You will have a good degree (Batchelors or Masters) or PhD in Bridge or Civil Engineering or a related subject. It is expected that your skills and experience will include the following:
  • Practical knowledge and experience of bridge design, maintenance and assessment, gained working on both construction sites and the design office;
  • Experience of finite element analysis and structural analysis software packages such as LUSAS, MIDAS Civil, Robot Structural Analysis Pro, SuperSTRESS and AutoDesk Structural Bridge Design.
  • Scripting and automation using Python, VBScript or JavaScript
  • Practical knowledge and experience of project management of bridge projects;
  • Understanding and experience of use of Eurocodes and their application to bridge design;
  • Experience of design in or assessment of steel, reinforced and prestressed concrete bridges
  • Proven working knowledge of the Design Manual for Roads and Bridges (DMRB)
  • Proven knowledge in design, maintenance and supervision of structures related projects together track record of innovation in design and management of structures. Ideally this should include build, maintenance, assessment and strengthening of bridges and civil structures infrastructure;
  • A problem-solving and continuous improvement mindset
  • BiM and BRiM systems, processes and software
  • Office 365, Digital tools and ways of working
  • Good communication, client handling and interpersonal skills are essential, plus a willingness to new challenges and to actively participate in the development of the bridges team.
  • Other relevant skills or experience that would be advantageous include:
  • Experience of coding using other programming languages such as C++, C#.Net, VB.Net, Octave or MathCAD.
  • Experience of other FEA and structural analysis software such as Sofistik, Ansys, Abaqus, CSI Bridge, ETABS or

+ General civil and structural engineering and analysis support to other teams.
+ Preparation of documents, reports and health and safety risk assessments.
+ The Bridges team is busy with large national and international projects for highway and rail bridge engineering work for a variety of clients, including local authorities, Contractors, private developers, and public-sector clients.
+ Current work includes bridge/tunnel design and assessment using FEA and scripting to perform linear and nonlinear analyses.
+ The position is predominantly office based but some travel may be required occasionally for site visits, inspections, or to attend meetings.
**What we will be looking for you to demonstrate.**
+ It is anticipated that you will be a Chartered Civil or Structural Engineer or working towards chartership. You will have a good degree (Batchelors or Masters) or PhD in Bridge or Civil Engineering or a related subject. It is expected that your skills and experience will include the following:
+ Practical knowledge and experience of bridge design, maintenance and assessment, gained working on both construction sites and the design office;
+ Experience of finite element analysis and structural analysis software packages such as LUSAS, MIDAS Civil, Robot Structural Analysis Pro, SuperSTRESS and AutoDesk Structural Bridge Design.
+ Scripting and automation using Python, VBScript or JavaScript
+ Practical knowledge and experience of project management of bridge projects;
+ Understanding and experience of use of Eurocodes and their application to bridge design;
+ Experience of design in or assessment of steel, reinforced and prestressed concrete bridges
+ Proven working knowledge of the Design Manual for Roads and Bridges (DMRB)
+ Proven knowledge in design, maintenance and supervision of structures related projects together track record of innovation in design and management of structures. Ideally this should include build, maintenance, assessment and strengthening of bridges and civil structures infrastructure;
+ A problem-solving and continuous improvement mindset
+ BiM and BRiM systems, processes and software
+ Office 365, Digital tools and ways of working
+ Good communication, client handling and interpersonal skills are essential, plus a willingness to new challenges and to actively participate in the development of the bridges team.
+ Other relevant skills or experience that would be advantageous include:
+ Experience of coding using other programming languages such as C++, C#.Net, VB.Net, Octave or MathCAD.
+ Experience of other FEA and structural analysis software such as Sofistik, Ansys, Abaqus, CSI Bridge, ETABS or
+ Experience of using Grasshopper or Dynamo and AutoCAD, Rhino or Revit.
