About the Role:

The Head of Engineering is a pivotal leadership position responsible for ensuring that the product delivery team consistently delivers high-quality outcomes on time. Beyond technical expertise, this role requires a blend of strategic oversight, proactive questioning, personal engagement with developers, and effective management of both London and Bangalore development resources. By asking the right questions, validating developer estimates, and fostering a culture of accountability and support, the Head of Engineering ensures the seamless coordination and timely execution of all product initiatives.

Key Responsibilities:

  • Delivery Oversight: Take ownership of the delivery schedule, ensuring all teams meet agreed milestones and deadlines without compromising quality.
  • Approach Validation: Rigorously interrogate build approaches, to ensure the approach specified is as efficient and low risk as possible.
  • Estimate Validation: Rigorously interrogate developer time and effort estimates, providing guidance and challenge to ensure realistic and reliable plans.
  • Team Engagement: Conduct regular one-to-one meetings with developers to identify roadblocks, provide mentorship, and foster continuous professional growth.
  • Team Management: Oversee the work of London and Bangalore developers, ensuring alignment with internal standards and timely deliverables.
  • Process Improvement: Continuously identify and implement improvements in engineering workflow, from requirements gathering to delivery.
  • Stakeholder Communication: Act as the main point of contact between engineering and the CTO, providing clear updates and managing expectations.

Validating Developer Estimates:

Accurate estimation is crucial for on-time delivery. The Head of Engineering is responsible for creating an environment where developers feel comfortable providing honest estimates and for validating those estimates to ensure they reflect reality.

  • Encourage developers to break down tasks into manageable pieces, reducing ambiguity and making estimates more reliable.
  • Challenge developer approaches where they can be optimised: Can we break down the delivery into smaller chunks so we see more, smaller goals met more regularly? Have we looked in the market for a plug-in?
  • Ask probing questions: What assumptions are you making? What could go wrong? What dependencies or blockers exist? Have you considered similar past tasks?
  • Utilise historic data: Compare new estimates with previous project outcomes to identify optimism bias or recurring issues.
  • Promote transparency: Foster open discussions where developers can raise uncertainties or risks that might impact delivery.
  • Support estimation techniques: Introduce or refine practices such as planning poker, story points, or timeboxing, as appropriate for the team.

The Role

Are you an aerospace engineering specialist, with experience in hydrogen and zero emission propulsion, to act as a Design & Certification subject matter expert? The role will support the overall CAA and Safety and Airspace Regulation Group (SARG) capability business, specifically to establish and deliver the UK’s ICAO State of Design responsibilities. Reporting to the Technical Strategy Lead – Zero Emission Flight, you will be accountable for the technical investigation/analysis of research, development and certification projects relating to hydrogen propulsion and aircraft integration. Additionally, the role will include significant interaction with industry representatives and will involve the review and approval of new parts and products in addition to their design changes. It will also include the validation of other nations’ certifying authorities’ work, as well as the investigation of the UK Design Organisation’s design approvals.

The specialisation in this role may vary to encompass other new and emerging zero emission technologies to enable safe zero emission flight.


Key Accountabilities:

  • Conduct audits, inspections or assessments of compliance of medium and high complexity or risk
  • Evaluate certification projects related to aerospace products in the field of hydrogen and ZEF propulsion.
  • Determine compliance with airworthiness requirements and make recommendations for approval of product or change alongside the Design and Certification Team.
  • Clarify where necessary, existing requirements and contribute to the development of new ones to cover new technology, novel applications of existing technology, and novel proposals for compliance demonstration.
  • Escalate significant safety matters in accordance with the CAA regulatory safety management system (RSMS).
  • Identify and coordinate research or contribute into areas of significant airworthiness concern.
  • Represent the CAA and / or Airworthiness in decision making committees and working groups, internally and externally, nationally and internationally from a design standpoint in relation to hydrogen propulsion.
  • Liaise with other regulators and accident investigation bodies in relation to accidents and events and their ICAO Annex 13 investigations or equivalent.
  • Writing technical reports
  • Support policy recommendations for hydrogen and new innovative technologies
  • Provide an informed view on the interpretation of policies and acting as the first point of escalation where necessary.


About You

You will understand the interdependencies and knock-on impact of decisions in other areas of the organisation, along with an awareness of external developments and their impact on the day-to-day duties of the role. You will be comfortable having autonomy to approve or manage exceptions to policy/standard practice within set parameters using judgement and technical expertise, along with the authority to carry out enforcement measures, escalating instances of high complexity or risk.


Essential Criteria :

  • Proven expert, with knowledge of the functioning of the aerospace industry, preferably gained by working in an approved organisation in an aerospace related engineering discipline.
  • Knowledge of aerospace certification with sufficient experience to have achieved level of Certification Signatory or Compliance Verification Engineer (CVE) within Industry, or expert and detailed knowledge of the functioning of aviation regulation gained through relevant experience within an Airworthiness Authority
  • Engineering degree / equivalent demonstrable industry experience
  • Able to monitor, guide and lead technical decisions on a wide range of major safety issues.
  • Able to operate in various cultural business environments at all levels.
  • Capable of using experience and making sound judgments, timely decision and thinking laterally to identify the wider implications.
  • Able to manage a broad number of differing challenges and understand specialist issues and modulate technical views to account for wider business and political considerations.
  • Comfortable to challenge information, propositions or assumptions, often of a deep technical nature and across a range of disciplines, affecting safety.
  • Can confidently identify and escalate issues as appropriate.
  • Confidently communicate at all levels particularly when conducting complex technical conversation that engage with key stakeholders.
  • Produce reports and ensure the effective co-ordination of reports in support of day-to-day role.
  • Supporting and, or leading a team that may or may not directly report to you.
  • Confidently negotiate, and influence at various levels and comfortably collaborate to build effective relationships both internally and externally.
  • Capable to use multiple IT systems and infrastructure.


Desirable Criteria:

  • Qualification in one or more in: Fuel cell systems, Cryogenic systems, Combustion systems, Fundamentals of hydrogen, Principles of hydrogen safety, Hydrogen safety technologies, Part 145, Part 66, Airworthiness, Project management
  • Qualification in project management such as PRINCE2 or PMP to effectively support projects
  • Able to work and understand hydrogen fuel cells in a transport environment
  • Experience of working on hydrogen combustion systems at a research or development stage, and work with complex projects involving new and innovative technology
  • Understand national and international aviation regulations and standard
  • Able to interpret and apply the regulators requirements to design and certification
  • Good analytical skills to identify potential hazards in new technologies and understand effective safety measures
  • Be creative and strategic thinking to develop innovative solutions to safety and design challenges and ability to analyse problems, identify root cause and implement effective solutions
  • Involvement in aviation design & certification programmes
  • Collaboration on innovation projects

We are now working with colleagues and visitors to understand what we need in our new office, before we start our property search. We will sell Aviation House and land, vacate the site and move to new premises, but we do not expect to move before 2028

Lead a team of Strategy Leads and Architects to provide technical strategy and roadmaps on behalf of Digital Engineering Services and Solutions to shape the departments landscape.
Regularly assessing and improving the departments technology landscape, incusing identifying opportunities for innovation and optimisation
Interpret relevant regulatory, requirements and security, design and technical best practices and translate these to business aligned Digitial Engineering requirements.
Work closely with industry partners, vendors and the wider technology ecosystems to leverage external expertise and best practices.
Conduct market research and competitive analysis to identify emerging technologies and trends



**SKILLS AND EXPERIENCE**



Essential:


10 yr. plus years in technology strategy definition and business case development. Experience in applying strategic frameworks and tools for analysing strategic problems and developing strategies.
Extensive experience in Senior Strategy within Technology, Infrastructure and Operations ( Service Management). (10 years plus)
To enable this the role holder will have proven capability of designing modern, digital architecture and strategy fit for immediate and future technology advancements.
The role holder will have extensive proven experience of establishing, creating and driving delivery of strategic digital transformation in global organisations.
Proven experience in developing and implementing long term technology strategy and roadmaps specifically around Operations (Service Management) and Infrastructure that aligns with business goals
Proven track record of collaborating with senior stakeholders and influencing at C-Suite level to develop and gain support for a clear and compelling Technological vision, strategy and roadmap (10 year plus).
Strong strategic thinking and visionary skills with the ability to co-develop and drive the departmentu2019s technical vision, strategy and roadmap development aligned with the companyu2019 overall business strategy and translate actionable strategic plans.
Extensive experience in IT strategy and enterprise architecture frameworks and tools. (10 year plus)
Extensive experience of strategic management with executive leadership.
Proven experience of directly managing a Team of Strategy Leads and Architects leading the development of the team and driving the service forward (10 year plus)
Proven ability in identifying and solving complex technical problems, translating technical issues into non-technical terms and providing clear strategic direction to teams.
Have experience working on complex digital transformation programmes; working and present across different levels of architecture abstraction; and working with multi-disciplinary teams.

Excellent general knowledge of IT Infrastructure (hardware, software, database, networking and cloud technologies) and Technology Operations (Service Management).

**MAIN PURPOSE OF THE ROLE**
The Head of Strategy and Architecture, Digital Engineering Services & Solutions (DES) is responsible for articulating, developing, leading and driving the strategic direction and technical architecture of the Digital Engineering Services & Solutions department.
The role will cover Digital Engineering Services & Solutions incorporating Infrastructure and Service Management across EMEA Bank and International Securities and the countries that those entities operate in (15 plus).
The role will be accountable for leading and driving the department's strategic plans ensuring alignment and integration with MUFG's strategic goals, including Medium Term Business Plans (MTBP) across the Business and Technology.
The role will establish and design robust technical roadmaps to support a drive and transformation to a modern and digital technology architecture across the department, working closely with the various functions in the department to define a path to reach business needs. To enable this the role holder will have proven capability of designing modern, digital architecture and strategy fit for immediate and future technology advancements.

  • Lead the submission and management of planning appeals, ensuring all relevant deadlines are met.
  • Ensure all paperwork and reporting is produced accurately and as required by the Company.
  • Engage with other industry groups (e.g. HBF regional meetings) as appropriate and share updates with the wider team.
  • Work with the wider Strategic Land & Major Projects Team in the identification of new land opportunities and assist in acquiring the site under an option/ at suitable terms
  • Undertake site visits both accompanied and unaccompanied.
  • Ensure compliance with the Company’s health and safety and environmental policies and procedures.

  • Managed and promoted strategic projects and programmes across the EMEA region, with a particular focus on initiatives related to Securities.

**KEY RESPONSIBILITIES**



**Regional Planning and Strategy Development**



You will be responsible for taking appropriate action with respect to Office of the Chief of Staff for EMEA, including


Responsible for supporting Chief of Staff for EMEA and Head of Corporate & Financial Strategy for EMEA, and executing all tasks assigned by them.
Responsible for supporting Regional Executive for EMEA and executing all tasks assigned by them.
Responsible for the Project/Programme management of multiple significant strategic initiatives in EMEA.
Responsible for the Projects/Programmes relevant to Securities (MUSE and MUS(EU)) matters
Responsible for strengthening the integrated operation of both Chief of Staff for EMEA and MUSE/MUS(EU) CEOu2019s support team, and building robust relationships with MUSE/MUS(EU) CEO and his/her support team
Responsible for strategic policy planning and implementation to enhance the activities, governances and operational efficiencies in EMEA.
Responsible for rebuilding the robust regulatory policy and strategy across EMEA, covering horizon scanning, implementation of new regulations, and monitoring of open issues with regulators, all of which require MUFG wide coordination both in Tokyo and EMEA.
Responsible for regulatory compliance with respect to the operations administered by EMEA, and supporting communication and negotiation with local authorities in EMEA.
Responsible for setting and management of organization performance evaluation for COOI area.
Responsible for providing support, guidance, assistance and management on the Safety and Soundness activity for each branch, representative office and local affiliate offices in EMEA.
Responsible for liaising between HO divisions in Tokyo and divisions / branches in EMEA, communicating and negotiating in many cases in Japanese (reading, writing and speaking). If necessary, interpreting between English and Japanese. (The communication with and application to Japanese regulatory bodies is accepted only in Japanese.)
Responsible for leading crisis management in serious disasters, terrorism, riots, wars, and outbreaks (pandemics) of infectious disasters etc.
Responsible for supporting facility team to ensure safety and effectiveness of all bank facilities in EMEA.
Responsible for collaborating with Corporate Communication team for developing internal/external communication, brand related strategies & initiatives.
Responsible for enhancing collaborative framework among affiliated companies and alliance partners.



**WORK EXPERIENCE**


A proven track record of establishing strategies and achieving business development targets.
Proven track record of building and maintaining internal and external relationships.
Extensive/enough experiences in the banking industry.

**SKILL AND EXPERIENCE**



**Functional / Technical Competencies**


Excellent understanding of a broad spectrum of banking business and other financial industries, both in the global and regional market.
Fluent English and Japanese language skills, both written and oral.
Ability to lead by example by coaching, mentoring and developing staff.
Good working knowledge of Japanese business culture or experience of adapting to and working with different culture.
Well-developed communication skill and human network are necessary for this position in order to establish EMEA strategy in consistent with the entire MUFG strategy.
Ability to negotiate and settle issues with head offices in Tokyo, other regions and branches and maintain good internal relationships.
Well-developed negotiation, persuasion and influencing skills.
Good team worker and ability to prioritise and drive deadlines.
Knowledge of managerial accounting, general financial accounting standards, and general knowledge of applicable tax regime and its implication u2013 preferable but not required.



**Education / Qualifications**


Degree level education or equivalent industry experience essential.
