Key Responsibilities

Strategy

Act as the Second Line of Defence to the Treasury function and perform a Risk advisory role to ensure Liquidity Risks framework and methodologies are fit for purpose across the Group. Review and challenge of processes and provide recommendations to key committees and senior management.

Business

Responsibilities Across Primary Focus Areas

  • Liquidity policy & framework, including endorsement of new policies or changes prior to their approval.
  • Liquidity updates provided through governance processes & committees.
  • The liquidity limit framework and the level of the limits established (including temporary limit extensions) as well as independent monitoring of those in compliance with limits and controls.
  • The results of independent validations of treasury liquidity models by Enterprise Risk Management - Group Model Validation.
  • Design and implementation of the Liquidity stress testing framework and scenarios design.
  • Treasury developed stress testing models and Treasury designed stress tests to test out risks in the liquidity strategy.
  • Contingency Funding Plan and testing frequency.
  • Challenge current liquidity risk footprint, for a safer and less expensive balance sheets.
  • Enable the creation of a strategic funding plan in partnership with the first line, removing costly and more risky funding products.
  • Prudently oversee and review regulatory metrics such as LCR / NSFR, and internal stress measures such as Survival Horizon.
  • Provide effective challenge and expertise to the business on managing funding and liquidity risks.
  • To proactively identify material drivers of risk and make recommendations for improving risk management.
  • Co-ordinate with Regional TCROs on issues related to Liquidity risks.

Processes

  • Manage and oversee the Risk Appetite process and calibration of Treasury Board Risk Appetite metrics, ensuring we maintain a clear statement of risk appetite.
  • Continuously improve the operational efficiencies and effectiveness of risk management processes across the Group.

People & Talent

  • Ensure succession planning in the team.
  • Active and engaged performance management.
  • Uphold and reinforce the independence of the Function from those whose responsibility is to maximise short-term revenues and profits.

Risk Management

  • Continuously review the Liquidity Risk profile for the Group and maintain alignment with risk appetite by rebalancing of risks or controls that may be required in response to internal and external factors.
  • Ensure that material risk exposures and related issues are reported to the responsible governance committees and to Group and business-level committees as appropriate.
  • Adhere to Group and Business policies, procedures, standards and codes, including those governing all Risk types, Compliance, Technology and Operations, Finance and Reputation.
  • Proactively advise and monitor all major risk issues and concentrations. Where appropriate, direct remedial action and/or ensure adequate reporting to Risk and other stakeholders.

Stakeholder Management

  • Actively engage all stakeholders to raise their awareness of Treasury Risk issues.
  • Ensure that risk decisions are transparent and supporting rationales are explained in a professional manner.

Governance

  • Enforce a culture of risk management, control, and governance, and ensure that Treasury 1LoD teams comply with the risk management processes and policies in place.
  • Take responsibility for guiding and influencing stakeholders, to ensure the balance sheet of the Bank is managed in line with the relevant governance guidelines and standards.
  • Maintain an open and cooperative relationship in dealings with regulators.

Regulatory & Business conduct

  • Ensure Liquidity Risk teams achieve the outcomes set out in the Bank's Conduct Principles: Fair Outcomes for Clients; Effective Operation of Financial Markets; Financial Crime Prevention; The Right Environment.
  • Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.

Qualifications

  • Regulatory Framework and Requirements: Awareness and understanding of the regulatory framework in which the firm operates, and the regulatory requirements and expectations relevant to the role.

**Job Background/Context:**
ICM Global Credit Risk Management Services (CRMS) supports the credit production process by capturing and maintaining credit facility data for WLCR and CCR products globally. CRMS coordinates the alignment of policies, processes, controls, data, reporting and governance across wholesale lending capabilities. The pillar's core functions include:
+ Credit facility setup and maintenance
+ Excess approval management

Responsible for the design, implementation and execution of processes to manage credit risks while ensuring a sound control environment at all times along with excellent client experience.
**Job Purpose:**
+ Provide Leadership and Strategic Direction for CRMS globally including direct management of 300+ people.
+ Maintain close interaction and co-ordination with ICM, Banking, International, Citi Commercial Bank (CCB), Treasury and Trade Solutions (TTS), Risk Management, Operations, Legal and Finance
+ Maintain frequent and high level of interaction with senior management across all lines of defense including Product, Coverage and Functional lines in additional to various Local Regulatory Authorities
+ Cover diverse portfolio including Global and Top Tier Local Corporates, Commercial, Financial Institutions, Central Banks and Public Sector client segments.
+ Institute and ensure effectiveness of controls and processes meet all internal policies and regulatory requirements/expectations.
+ Lead projects and provide valuable input with various working groups created to enhance processes, controls, performance and efficiency supporting the strategic direction of ICM, Client and Citi.
**Key Responsibilities**
+ Act as CRMS point of contact Globally; effectively represent at a senior level including global business forums.
+ Partner with global leadership in defining and executing CRMS target operating model in conjunction with many of the wholesale credit programs.
+ Effective control and management of the Global function.
+ Identification, development, and implementation of CRMS initiatives that increase efficiency, strengthen controls, data quality and positively improve the overall client experience.
+ Act as the key contact and take accountability for internal and external audits.

+ Partner with Product Management to reduce risk, automate and streamline through technological capabilities.

**Experience/Knowledge**
+ An experienced, capable and influential manager who can deliver high quality service in a very demanding, constantly changing and frequently ambiguous environment.
+ Risk based thinking and analytical mind set; capacity to proactively anticipate, identify and resolve problems
+ Significant operational experience in credit risk management or related areas.
+ Demonstrable ability to achieve positive outcomes against rigorous objectives.
+ Demonstrated knowledge of best practices and trends in credit risk management in addition to understanding the local regulatory environments.
+ Experience in applying strong project management discipline, governance & controls as well as change management programs and initiatives.

**Qualifications**
+ Bachelor's / University degree. Master's degree and managerial experience a distinct advantage
+ Demonstrate a consistent track record having worked as a Program or Project Manager, Transformation Lead, PMO or hands on credit and risk management experience
+ At least 15 years' experience in Product Development, Banking or Credit Risk Management, including 10+ years of managerial experience.
+ In depth understanding of global and local trends in Financial reporting and standards including regulatory reporting.

_Risk:_
- To own and manage the PM UK risk register
- Assess various risks across our Risk Taxonomy, report on these, and support PM leadership with the development of risk management strategies as needed
- To attend the PM Risk Committee and contribute regular updates to the CBRE Advisory Risk Committee, making suggestions on risk mitigation and continued improvement
- In collaboration with senior PM stakeholders, develop and implement training for all PM staff on risk & compliance activities
- Serve as an alternative, confidential point of contact for employees to communicate perceived serious process irregularities, such as fraud
- Handle corporate governance involving external risk reporting to stakeholders or clients
- Maintain 'Internal Audit' Assurance policy documents and regular communication with PM on perceived risk

- Support PM leadership with the maintenance of the ISAE3402 Accreditation
- Responsible for delivering any ISO and RICS Audit requirements for PM, in line with the overall CBRE ISO/RICS Programmes
- To set a proactive site audit programme, but also to be flexible to the needs of necessary ad-hoc audits around suspected/reported (Ethics Line and third party) untoward incidents to reduce potential claims and to improve governance
- Review business processes, procedures and internal controls in line with the agreed annual Audit Programme
- Responsible for assisting with client SOX testing/own accreditation and managing due diligence compliance audits from external clients and trustees
- Completion of internal certification audits
