About the role  

You will ensure you deliver high quality legal services through casework and ensuring Legal aid contract requirements and performance targets are met. 

You will be able to identify test case opportunities to address systemic bad practice and so achieve change for a greater number of people and will work closely with the Managing Solicitor and the HUB. 

About You  

In this role, you will:

  • Be a qualified Solicitor (3+ years PQE) with a strong track record in housing law and Legal Aid work
  • Deliver high-quality legal advice and representation under our Legal Aid contract, including at Plymouth County Court each Tuesday.
  • Challenge unfair housing practices and systemic causes of homelessness through strategic casework and litigation
  • Work closely with our Plymouth Hub team to strengthen housing rights awareness across Devon and Cornwall.
  • Support Trainee Solicitors and Legal Advisers, ensuring high professional standards and compliance.

What You’ll Be Doing

As a Housing Officer, you will provide vital housing support, helping tenants maintain their homes and successfully integrate into the community.

Working as part of the Housing and Income Team, you’ll play a key role in reducing voids, maximising rental income, and minimising arrears while ensuring vulnerable refugee tenants receive the support they need to thrive.

You’ll deliver a needs-led service that promotes wellbeing, personal growth, and independence, empowering individuals to reach their full potential.

Additionally, you will:

- Assist in assessing potential tenants and finding them accommodation
- Help to manage property rental income, including any service charges
- Oversee estate management tasks, including settling new tenants, undertaking inspections and ensuring properties are clean and tidy
- Address complaints promptly and resolve where possible
- Help negotiate debt payments


What Our Client is Looking For

To be considered as a Housing Officer, you will need:

- Experience of working with asylum seekers or refugees in a voluntary or paid capacity

- Knowledge of Homelessness Legislation, particularly the 2002 Homelessness Act

- The ability to work under pressure and manage emotionally sensitive situations

- Strong written and verbal communication skills, including the ability to work with service users who speak different languages

- Negotiation and problem-solving skills

- Excellent organisational and time management skills

- Empathy, integrity, and discretion when handling confidential information

- Proficiency in Microsoft Word, Excel, and Outlook

- A good standard of education commensurate with the role

About the Team:

The Homelessness Prevention Service is the Council’s frontline response to alleviating homelessness in the borough. This is an exciting opportunity for a suitably motivated and skilled individual to join the team working to reform the response to homelessness. 

The team manages a varied case load in a busy and often challenging environment and prevent or relieve homelessness through the provision of advice, advocacy, negotiation and mediation. Our proactive housing options approach prevents homelessness by finding real solutions for people in housing difficulties.

About the Role:

The Housing Advisor post forms part of the Council’s approach to reducing homelessness in the borough. Your role will be to prevent and relieve homelessness in accordance with the provisions of the Homelessness Reduction Act, associated Code of Guidance, case law and best practice.

You will be responsible for carrying out in depth interviews with households approaching the Council because they are threatened with homelessness. You will advise customers of the housing options available to them and complete Personal Housing Plans. You will also investigate complex housing situations and issue decisions in accordance with the Housing Act 1996 as amended by the Homelessness Reduction Act 2017.

We welcome applications from recent graduates and those that have transferable skills and the ability to develop any gaps in knowledge. On the job training will be provided to all successful applicants.

To be considered for interview, your CV and supporting statement will clearly evidence:

  • Awareness of legislation relating to housing advice, homelessness, housing management and the allocation of housing, with a good practical understanding of the range of housing problems people may experience.
  • Broad knowledge and understanding of the housing and support needs of homeless and housing applicants and tenants.
  • Experience of providing quality advice and information to members of the public and of handling complaints and enquiries

  • Excellent knowledge of negotiation and mediation techniques and their practical application
