Are you an experienced housing professional looking to take the lead in tenancy enforcement and sustainment?
We are seeking a Lead Tenancy Officer to join the Housing Management Team within a local authority in the West Midlands. This is a key role responsible for leading legal proceedings relating to tenancy enforcement and supporting sustainable tenancies across both General Needs and Independent Living schemes.
Key Responsibilities
·Tenancy Enforcement: Take the lead on all legal proceedings relating to tenancy management, including court representation and final reviews of tenancies at risk of eviction.
·Team Supervision: Provide daily support and guidance to Housing Officers, Independent Living Officers, and Coordinators, ensuring best practice in housing management and enforcement.
·Sustainment Focus: Evaluate tenancy cases, work with internal departments and external agencies, and make recommendations to prevent eviction wherever possible.
·Anti-Social Behaviour: Oversee high-risk ASB and neighbour dispute cases, liaising with the police and partner agencies, gathering evidence, and taking appropriate enforcement action.
·Multi-Agency Working: Chair case conferences and build strong links with support services to develop tailored support packages that help tenants maintain their homes.
·Monitoring & Reporting: Ensure accurate record-keeping, monitor performance data, and contribute to service improvement through analysis and reporting.
What We're Looking For
·A sound understanding of housing law, tenancy enforcement, and court processes.
·Proven experience in managing complex tenancy cases and supervising staff.
·Strong interpersonal and negotiation skills with a customer-focused approach.
·Ability to work independently and under pressure in a fast-paced environment.
·A full, valid UK driving licence is essential.

Head of Housing Management Litigation – East Midlands 8+ In-House
Expanding affordable housing company has a key hiring requirement for a Head of Housing Management Litigation to support the continued expansion of their own in-house housing management operations. Based in newly refurbished offices, 20 minutes from the M1, the role offers hybrid working arrangements of 3 days in the office and 2 days working from home (if required).
Reporting to the General Counsel, you will form a key part of the senior management legal team with responsibility for all housing management litigation. The core focus of the work will be a broad range of housing litigation matters along with some non-contentious work such as policy advice. policy work. Work will include gaining possession, anti-social behaviour proceedings, disrepair claims, emergency injections , fraud investigations. service charge disputes, cases before the FTT and higher courts.
Key accountabilities
- Strategic Legal Leadership
- Advise the Leadership Team and Board on legal risks, housing management and property litigation.
- Develop and implement legal strategies aligned with organisational goals.
- Lead and manage the in-house legal team, supervising those who report directly to you
- Be responsible for the management of instructions and relationships with external legal counsel.
- To prepare and present documentation for the Board and Exec team.
- To prepare and present training to internal clients.
- Housing Litigation
- Manage a housing management caseload including complex disputes relating to tenancy issues, possession claims, anti-social behaviour cases and disrepair claims.
- Maintain and update legal policies and procedures in line with legal and regulatory changes.
- Review and draft tenancy agreements.
- Liaise with external solicitors and represent the organization in legal proceedings where appropriate.
- Compliance & Regulation
- Maintain and update internal policies and procedures in line with legal and regulatory changes.
Currently working at either a leading law firm with a strong focus on housing management litigation or in-house at a social housing provider or local authority, you will have the experience as outlined below:
- Minimum 8–10 years of post-qualification experience, with a focus on housing management litigation
- Experience of running own files and caseload.
- Excellent communications skills, both written and verbal and the ability to convey clear and concise information.
- Highly focussed attention to detail.
- Able to identify key issues in complex cases, understand the business parameters within a case and reflect that in advice to your internal clients.
- Demonstrate a flexible approach to work to ensure deadlines are always met.
