We have an exciting opportunity for an ICT Applications Engineer to join our professional ICT Shared Services team, based at the Civic Centre in Pershore. 

The ICT Shared Service team provide ICT development and support to over 800 staff across South Worcestershire.   We provide ICT services to Malvern Hills District Council, Worcester City Council, Wychavon District Council, and their partners.

We are looking for an enthusiastic individual to join our business applications development team on a full-time basis. You will play a key role within our large ICT Shared Service and will be part of a professional and motivated development and support section. Working with the team you will be required to develop software solutions and implement packaged solutions for our customers, subject to your experience, as well as provide support, help and advice where applicable. You may be required to help mentor others within the team and you will collaborate with others on larger projects. 

 Key Duties:

  • Second and third line support of business applications
  • Development of interfaces between business applications
  • Implementation of new business applications
  • Development of automation of business application processes
  • Manipulation of business application data
  • Development of reports against business applications

About you    

This is a busy role, which will require excellent organisational and communication skills, with the ability to react effectively to changing requirements and be able to put the customer at the heart of their work. 

Ideally, you will have some knowledge and experience in supporting and/ or developing in the following areas:

  • Automation Tools, for example Batch scripts, FME, Powershell
  • Databases, for example MSSQL Server; Postgres, OpenEdge, SQL Express
  • GIS Applications, for example QGIS
  • Microsoft Office 365 Power Products, for example Power Automate 
  • Programming languages, for example .NET; Python; SQL
  • Reporting Tools, for example SSRS; Crystal, PowerBI.
  • You'll need an in-date full driving licence and have use of a car for business or be fully mobile with access to transport within the district.

Job Overview
Working within the ICT Infrastructure team, the postholder will be expected to provide an expert and effective ICT support service, predominantly in development, implementation and ongoing maintenance across a range of ICT systems across Wales, including the provision of ICT support and advice to managers and users. Writing documentation for others to follow when necessary.

The post holder will be required to work without supervision to a high standard, prioritise work and manage time effectively, deciding when it is necessary to refer to their team leader or a manager. Supporting, maintaining and installing ICT Infrastructure across the Trust in accordance with Organisational policies and procedure. Ensuring scheduled work is completed within timescales to agreed quality standards and in line with departmental procedures.

The Post holder will work daily with minimum supervision, managing their own workload and any problems autonomously, ensuring that deadlines and targets are met and that new central and local legislative requirements are worked into the existing local implementation.

Main duties of the job

The main duties and responsibilities of the post holder are as follows:

  • Providing second line ICT support for users of all ICT systems in The Welsh Ambulance Service Trust, escalating problems in a timely and efficient manner over the telephone, face to face and via electronic communication using own initiative.
  • Supporting the senior infrastructure engineering team colleagues with infrastructure project work, assisting in the implementation and testing of the new systems.
  • Providing additional support to the senior infrastructure engineering team in the ongoing maintenance and monitoring of the key infrastructure systems once implemented in the Trust.
  • Prioritise and respond to calls assigned in the ICT helpdesk software, ensuring the integrity of the call and solution information is kept up to date.
  • Liaise with both internal and external agencies for the installation/configuration of new and current systems.
  • Advises on and configures servers and other infrastructure equipment to ensure that it is configured to meet system/trust requirements. Including the development and use of centralized administration and distribution.

Role Specificities

We're looking for an engineer who is independent and excited about getting things done. You'll be responsible for building and improving the enterprise network infrastructure and have ownership of the service and its impact on employee productivity at Wave. You will own the entire networking stack and be responsible for Administration of all enterprise networking infrastructure, planning and implementation of systems as we rapidly scale our business.

In this role you'll:

  • You'll join an autonomous team focused on a single area of Wave's IT org. You will report directly to the IT Director. Typically, you'll be responsible for network Infrastructure end-to-end, from design through deployment and maintenance.
  • You will be joining at a time of transformation, in the IT organization evolving from a flat team structure to area of skilled ownership, along with the business is growing at a pace of taking ownership of projects and business needs such as:
  • Network and Security Infrastructure:
    • Dedicated administration for all office locations across 7+ countries of operations in Africa.
  • Standardisation of network stack.
  • Standardised approach to internet management across all geographical locations.
  • Disaster Recovery ownership
  • Network hardware lifecycle management: procurement, maintenance, management, monitoring
  • Automations, for example:
    • Orchestration of VLANs, VPNs, Zero Trust and firewall rules.
  • Automated hardware configuration management
  • Zero Touch deployments
  • Networking monitoring, alerting and self-healing
  • Traffic Engineering and Load Balancing
  • Inventory and topology management
  • Incident response
  • Our stack (prior experience is a strong plus, but not required):

Remote

  • You can work remotely as long as your working hours align with GMT +/- 1, with reliable Internet access as long as you have work authorization.
  • Every year, you'll travel to Africa for a one-week immersion trip. (Wave covers all costs.)

Requirements:
  • Minimum 5 years of professional experience as a Network Engineer.
  • Experience as a Network Engineer managing multiple, international sites, including single sites of 2,000+ endpoints.

  • Successful candidates must be willing to travel to our operating countries when required as part of your regular duties. For the first year, up to 50% travel may be required to review all the current setups.

What You'll Get To Do
As a member of our TCS team, your focus will be on Network Engineering, new project requirements, and sustainment of existing infrastructure. These roles involve between 25% - 50% travel.

  • Coordination of system maintenance, monitoring, and installation of multiple WAN/LAN environments encompassing multiple specializations, platforms, and technologies.
  • Assist with research and implementation of enterprise system-wide network solutions/capabilities/enhancements to support customer business/mission goals and objectives.
  • Troubleshoot and resolve network media and components.
  • Evaluate and monitor the health and performance of the network including hardware and management software.
  • Develop and maintain a road map for capabilities, operations, and technologies.
  • Assist with the development and execution of test plans and supporting documentation of all network configuration upgrades, additions, or revisions for customer approval before implementation.
  • Support network traffic analysis and bandwidth optimization efforts to ensure the attainment of performance and availability objectives.
  • Evaluate and report on new/emerging network/communication technologies to enhance the capacity, performance, and reliability of the network.
  • Evaluate and recommend changes and/or technology upgrades to address performance, standardization, and industry best practices
  • Follows all Customer network security processes and procedures, and ensures compliance with all Government policies.
  • Represent customer requirements in technical exchanges with other government agencies.
  • Perform site surveys for new installations and technology refresh.
  • Installs maintains, and troubleshoots satellite communications equipment.

You'll Bring These Qualifications

  • TS/SCI (current)

  • A solid network/security/cloud engineer with a strong focus on cloud hosted environments within AWS and Azure as well as excellent skills in firewall deployment, routing and switching.
  • In-depth knowledge of design, implementation, configuration and testing of the following:
  • Routing – OSPF, BGP, knowledge of route redistribution and manipulation.
  • WAN - MPLS, Internet, VPN, SDWAN, understanding of circuit commissioning.
  • Datacenter – ACI spine and leaf, APIC, VxLAN and distribution switching.
  • Encryption - IPsec VPN, MACSec, configuring site-to-site VPN on routers and firewalls.
  • Switching and L3 - HSRP, VRRP, GBLP, NTP, STP, RSTP, QoS, CoS, SVI, VLAN's, ACL's.
  • WiFi – Cisco Meraki and Cisco Wireless LAN controllers with Lightweight APs.
  • Firewalls – Cisco ASA/FirePOWER, Conversion from ASA code to Firepower, Checkpoint, Fortigate, ACL's, CSM/FMC.

Job purpose

  • Provide last line support for solutions delivered by the engineering function in line with existing IT service management processes. Act as an escalation point, for the managed service, for problems pertaining to network technology and with a view to re-engineering.
  • Perform all changes to organisation standards across the whole network stack, including cloud, on-premises datacenters, including internet edge and ACI Fabric, branch, WAN, and operate CSM/FMC to deploy firewall rules where required.
  • To design and implement network connectivity between on premise datacenters and the cloud and within the cloud. This will require an extensive knowledge of Direct Connect, leveraged through Equinix Fabric and familiar with AWS DX gateways, AWS Transit Gateways (TGW) and site-to-site VPN, to connect other third parties into the cloud and the on-premises networks to the cloud. A thorough understanding of VPC and VPC peering is essential.
  • Through knowledge of products across the AWS Market Place and familiar with setting up Cloud Services Routers (CSR's) and firewalls from multiple vendors. These firewalls could be dual stack with separate vendors with HA being essential. This may extend to Autoscaling. Experience of AWS Firewall is preferred.
  • Knowledge of IPS at all layers across the firewalls is required along with an understanding of FirePOWER services.
  • Experience of implementing ExpressRoute within a hybrid Exchange environment, using a combination of on-premises servers and M365 SaaS.
  • Comfortable with firewall platforms such as Cisco ASA/FirePOWER, CheckPoint, multiple context firewalls from Cisco and CheckPoint and the tools used to deploy the rules such as Cisco CSM (Cisco Security Manager), Cisco FMC (FirePOWER Management Centre), Fortigate/Fortinet etc.
  • Strong debugging skills are required with the ability to run packet captures and wireshark traces. Good working knowledge of ACL's.
  • Good understanding of BGP and OSPF along with policy-based routing and prefixes lists. This routing knowledge should be across ASR/ISR and IOS-XE.
  • A good understanding of NX-OS is required and any knowledge of ACI is preferred. Python and Postman is a bonus.
  • Datacenter switching and routing comprises Cisco ACI Fabric with a spine and leaf topology. The engineer should be familiar with operation of ACI deployed within the core infrastructure. The datacenter also features firewalling between Tenants, such as Production, Secure Management and Dev/Test.
  • Partners and vendors are connected via a separate VRF on the WAN and the webhosting environment features three tiered stacks (Cisco ASA, CheckPoint, Cisco ASA). Throughout this architecture, there are many DMZ's so there should be a thorough understanding of all these technologies.
  • The engineer will also need to have a good knowledge of the tools used within the network, such as CMC for Riverbed, CSM for Cisco ASA, Voyager and CheckPoint Manager for CheckPoint, CPI for WiFi, ISE for NAC and future deployment of technology, such as TrustSec, RSA tools, Solarwinds Orion, Cisco ACS and Infoblox etc. A strong knowledge of WireShark is also required.

Qualifications / certifications:

· Engineering/Computer Science Degree or industry related qualifications, such as AWS and Cisco Certifications.
