You will ideally have a background in the Public Sector, preferably for a consultancy or systems integrator, and have successfully led solution aspects of bid responses, presentations and customer discussions. You will have a strong commercial understanding and be able to balance financial and budgetary constraints with customer aspirations. You will be used to working a fast-changing environment, forming new teams quickly, bringing organisation and structure where there is ambiguity and building strong working relationships.
**What you'll be doing:**
You will be responsible for leading the pre-sales activity; typically as part of a formal procurement (e.g. RFx) or in support of a proactive campaign. You will be pivotal to the response, responsible for delivering an integrated solution and a coordinated delivery plan across all technology domains and business practices. You will be authoring your own content, as well as orchestrating and aligning content from across the business. You'll lead the generation of thought leadership, and be capable of developing innovative propositions that will differentiate us within the market.
Your primary objectives will be to:

**Education and Experience**
+ 10+ years of technical delivery experience on complex engagements, at least some of which has been within the UK Public Sector
+ Sales or pre-sales experience, either in a direct presale / sales role or as part of meeting management responsibilities
+ The ability to build effective teams, recognising people's strengths and weaknesses and establishing the right environment for growth
+ Excellent knowledge of the entire software development lifecycle and in delivery of software products
+ Experience with agile development methods & tooling e.g. Scrum, Kanban, Scaled Agile Framework, GDS Service Standard, Jira & Confluence
+ Understanding of architectural concepts, across application, cloud infrastructure, data, and integration
+ Experience in managed services or operational environments (such as defining service architectures) would also be advantageous

The role is required to be based at either the Civic Centre, Pershore or the Council House, Malvern. We are looking for a Planning Enforcement Officer to join our proactive and customer focused development management service to handle a variety of planning enforcement investigations.
Working within a professional and supportive team, the role involves investigating alleged breaches of planning control ensuring compliance with planning conditions and section 106 legal agreements and ensuring that developers deliver what they promise.
You will maintain records on developments where breaches of planning control have occurred, monitoring these sites and negotiating with developers and/or landowners to ensure future compliance. You will prepare cases where formal enforcement action is to be taken (in consultation with the Council’s legal advisors) where breaches of planning control cannot otherwise be resolved.
You will also provide high quality planning advice to applicants, members of the public, parish and town councils and elected members of the district council. Great communication skills and an ability to engage with a range of stakeholders is therefore essential along with a commitment to delivering an outstanding service to all our customers.
About you
The successful candidate will:
- Have planning or other relevant investigatory experience
- Relevant planning enforcement or other similar experience of a regulatory nature, or transferable skills
- Ideally have an up-to-date knowledge of current planning enforcement legislation with regard to establishing whether development is being carried out without the necessary planning permission, where planning conditions are being breached and/or whether planning obligations are not being complied with
- Experience of dealing with people in sensitive and, at times, confrontational situations
- Good IT skills
- Good oral and written communication
The role requires travel across our districts to undertake site visits in areas where access to public transport is limited. Candidates must therefore hold a full driving licence and have access to a vehicle for work purposes.

The Dimensions of this role
* Issue PCNs to vehicles that are parked in contravention of the parking regulations
* Record evidence and observations to monitor vehicles parking
* Report any equipment that is in need of repair, so we can get it fixed as quickly as possible
* Report other problems with the signs, lined or activity on street
* Report abandoned vehicles to management
The candidate we need must be an excellent communicator with previous enforcement experience of 12 months or more, you will have an eye for detail along with experience of working with computerised systems. Uniform will be provided for the role; however you will be expected to provide your own black shoes.
You will be required to work 36+ hours per week, Monday to Sunday, including Bank Holidays on a rota basis, 4 days on 3 days off. Between the hours of 6.00am and 11:00pm. So flexibility for the role is essential.
