The Role
The Preconstruction Manager will oversee and coordinate all preconstruction activity across multiple live tenders and pipeline projects. This role is critical to securing new work and ensuring the delivery teams are set up for success from day one.
You will work closely with estimating, design, and planning colleagues to develop competitive bids, ensure technical accuracy, and maintain Marcon’s reputation for quality, compliance, and collaboration.
Key Responsibilities
- p>Manage the full preconstruction lifecycle for assigned projects, from tender receipt to contract award

Coordinate and lead bid submissions including methodology, prelims, programme, and commercial strategy

Collaborate with estimating and design teams to produce technically sound, sector-compliant solutions

Attend site visits, client meetings, and tender interviews as needed

Work closely with clients, consultants, and key supply chain partners during the precontract stage

Identify project risks and value engineering opportunities early

Lead internal reviews and support clear project handovers to delivery teams

Ensure proposals align with sector-specific requirements (e.g. DfE guidelines, HTMs for healthcare, CDM regulations)
What We’re Looking For

HNC/HND or Degree in Construction Management, Quantity Surveying, or related discipline

Full UK driving licence (travel to sites and client meetings will be required)
Significant experience as a Preconstruction Manager or similar (e.g. Bid Manager, Senior Estimator)
